Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Kenneth T. Welch from the Mayor's Office page and the 8 district Council Members from https://www.stpete.org/government/mayor___city_council/city_council/index.php plus each district_N.php page (official stpete.org emails as printed; aides' emails and phones not copied), retrieved 2026-10-22. St. Petersburg elections are non-partisan (Charter: candidates cannot be a party nominee), party null. The charter creates no other city-wide elected office. Council chair Lisset Hanewicz (D4), vice-chair Richie Floyd (D8).
  • City election: the Candidate Rules & Information page (https://www.stpete.org/government/elections/candidate_rules.php) gives Primary August 18, 2026 and General November 3, 2026, for 'Mayor and City Council Districts 2, 4, 6, and 8', full four-year terms from the first Thursday of January 2027 to January 2031. The City Clerk's '(2026) Election – General Election Candidates' PDF dated August 24, 2026 lists Mayor: Charlie Crist, Kenneth T. Welch; District 2: Courtney Bermudez, Gabriel Hament; District 6: Linsey Grove, Trevor Mallory. Districts 4 and 8 do not appear; the handbook and Charter s.5.05 say a sole qualifying candidate is 'declared elected' and two candidates skip the primary, but the official page naming who qualified in D4/D8 (or whether a primary decided them) was not found — the Pinellas Supervisor of Elections site is blocked. Next City election after this: Districts 1, 3, 5, 7 in 2027 (odd/even stagger inferred from the 2026 seat list; not stated on a page read).
  • Candidates (state/federal): Florida Division of Elections Candidate Tracking System, 2026 General Election (elecid 20261103-GEN), County = Pinellas, Status = ALL (except WIT/DNQ), Office = ALL, retrieved 2026-10-22 (no robots.txt — 404). Kept: Qualified or Unopposed for U.S. Senate, U.S. House for the districts covering the city, Governor (with Lt. Governor running mate as printed), SD-16 and HD-60 (city hall). Dropped: Defeated (primary losers), write-ins (WRI: Kathy Anderson and Erik Morris for Governor; Kyle 'KC' Gibson for Agriculture), Cabinet races (outside the brief; on the ballot: AG Uthmeier v. Rodriguez, CFO Ingoglia v. Taddeo, Agriculture Simpson v. Mendoza Atkins), judicial, and the other Pinellas legislative seats (SD-18 DiCeglie v. Kemp; HD-57 to HD-62). HD-62 (covers part of the city) was decided unopposed: Kyandra Darling. A statewide U.S. House query confirmed Castor's FL-14 listing and that Vern Buchanan is not on the 2026 list.
  • Districts covering the city: city hall coordinates 27.7731, -82.6401 (Census geocoder, Current_Current vintage) are in the 120th (2026) Congressional District 16, State Senate District 16 and State House District 60. An 18 x 15 grid over 27.68-27.92 N, 82.56-82.77 W (270 points, about 1.5 km spacing) put 135 points in 'St. Petersburg city': 2026 CD-16 (91) and CD-13 (44); Senate SD-18 (69) and SD-16 (66); House HD-62 (57), HD-60 (47), HD-61 (31). The current (119th Congress) members come from the Census 2020 relationship file tab20_cd11920_place20_st12.txt (www2.census.gov, robots allows): St. Petersburg city land is in FL-13 (52.1 km2) and FL-14 (108.0 km2). So the city's current Representatives are Luna (FL-13) and Castor (FL-14), while its 2026 ballots carry FL-13 and the open FL-16. Only city hall's state seats are recorded as people.
  • U.S. Senate: only the special election for the Rubio seat is on the 2026 ballot (Moody REP incumbent, Nixon DEM, Gillespie NPA); Rick Scott's seat is not up. Senators from the CC0 @unitedstates legislators-current.json (senate.gov 403s even robots.txt, per us-tampa). Representatives from https://www.house.gov/representatives (robots allows). No federal photos linked.
  • State: Governor Ron DeSantis is term-limited (open seat). flgov.com was NOT fetched (robots.txt disallows ClaudeBot/anthropic-ai/Claude-Web); the row reuses the us-jacksonville reading of 2026-10-15. SD-16 Darryl Ervin Rouson from https://www.flsenate.gov/Senators/s16 (robots allows, Crawl-delay 10 honoured); Fentrice Driskell is Unopposed for SD-16 (elected at qualifying). HD-60 Lindsay Cross from the flhouse.gov Representatives list (robots allows); she is not on the 2026 list; the open HD-60 race is Lindsay Polega-Quigley (DEM) v. Melissa Rutland (REP). No sitting St. Petersburg Council member or the Mayor appears on the 2026 Pinellas state/federal list (resign-to-run check: none).
  • Hosts: www.stpete.org robots.txt 301-redirects to https://cms5.revize.com/revize/stpete/robots.txt, which is 404, so stpete.org has no robots rules; its HTML pages are served by stpete.org itself. stpete.org PDF links redirect to cms5.revize.com, whose own robots.txt is 'Disallow: /' except 'Allow: /*.pdf$' — so PDFs were fetched only by URLs ending in .pdf (the '?t=' cache-busting suffix was dropped, since a query string would fall under Disallow). Fetched that way: the 2026 general-election candidates list, the 2026 Candidate Handbook and the City Charter. www.votepinellas.gov (Pinellas Supervisor of Elections, CivicPlus): Cloudflare 'Sorry, you have been blocked' on robots.txt — not bypassed, not retried; so the Pinellas sample ballot and municipal results (D4/D8 primary or qualifying outcome) were not read. Others: dos.elections.myflorida.com (no robots.txt), geocoding.geo.census.gov (no robots.txt), www2.census.gov (allows), house.gov (allows), unitedstates.github.io (no robots.txt), flsenate.gov (allows, Crawl-delay 10), flhouse.gov (allows). One User-Agent throughout: 'ResearchUpon-politics/1.0 (civic research; +https://researchupon.com)'.
  • Privacy: the City Clerk's candidate list prints home/mailing addresses, phones and emails; none of the addresses or phones were copied. Campaign-domain emails kept (Crist: Charlie@Charliecrist.com; Hament: contact@gabrielforstpete.com); groveforstpete@gmail.com kept as a campaign-named address; Bermudez and Mallory list personal-looking yahoo addresses (left null) and Welch's 'Votewelch@gmail.com' replaced by the official mayor@stpete.org. Campaign websites were not read, so website is null for the City candidates. City photos linked only (stpete.org states no reuse terms beyond '© 2026 City of St. Petersburg'). standsFor is null for everyone (no candidate statements read). counts.unopposed = 1 (Driskell, SD-16).
