Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor from the City of Saint Paul Mayor's Office page and the 7 ward councilmembers from the City Council page (www.stpaul.gov, robots allows; retrieved 2026-10-22). Official ward mailboxes (wardN@ci.stpaul.mn.us) recorded; office phones and the city hall room/street lines on the page not copied. No city photos linked (the only mayor image is an event photo, not an official portrait). Saint Paul has no other city-wide elected office besides the mayor.
  • City elections: the city clerk's elections page says the city contracts with Ramsey County for election services; the SOS local-offices media file has NO City of Saint Paul office on the 2026-11-03 ballot, only 'CITY QUESTION 1 (St. Paul)'. Next regular municipal elections: council (all 7 wards, 4-year terms) in November 2027 and mayor in November 2029, on the city's odd-year cycle — inferred from the cycle (council elected 2023, mayor elected 2025), not stated on a city page that could be read.
  • Candidates: from the Minnesota Secretary of State's official 2026 general-election media files on electionresultsfiles.sos.mn.gov (allracesbycounty.txt, ussenate.txt, ushouse.txt, stsenate.txt, LegislativeByDistrict.txt, local.txt; no robots.txt, 404), retrieved 2026-10-22. These pre-election files already carry vote/precinct numbers in some rows (e.g. U.S. Senate, MN-1), which are test placeholders before election night — ONLY candidate names, offices and party codes were used. Party codes as printed: DFL, R, GP, LIB, IND, FI, NP. Running mates are noted, not listed as people. Write-in lines skipped. Other statewide contests (Secretary of State, State Auditor, Attorney General) are on the ballot but not listed as people, per the brief.
  • The SOS candidate finder (candidates.sos.mn.gov) loaded once, but its download postbacks — and the electionresults.sos.mn.gov media-file index — redirected to a Radware Bot Manager challenge (validate.perfdrive.com) — not bypassed. www.sos.state.mn.us redirected even robots.txt to an IT-services interstitial (not followed further).
  • Ramsey County (ramseycounty.us / ramseycountymn.gov) robots.txt disallows ClaudeBot, anthropic-ai and Claude-Web (and *.pdf and /sites/ for everyone), so no Ramsey County Elections page or sample ballot was fetched. senate.gov returned HTTP 403 even for robots.txt; tigerweb.geo.census.gov rejected the request ('Request Rejected').
  • Districts: Census geocoder (coordinates endpoint) puts city hall (44.9441, -93.0950) in MN-4, Senate District 65 and House District 65B (2026 state legislative layers). A 64-point grid over the city bounds (36 points inside St. Paul city) found only MN-4, Senate Districts 64, 65, 66, 67 and House Districts 64A, 64B, 65A, 65B, 66A, 66B, 67A, 67B (all current members DFL per the House list and Senate member JSON); only city hall's SD-65 and HD-65B are recorded as people. A grid can miss a small sliver.
  • Federal: U.S. Representative from house.gov/representatives (robots allows); Senators from the CC0 @unitedstates legislators-current.json (senate.gov 403). Klobuchar (Senate term to 2031) is the DFL nominee for Governor; Lt Gov Peggy Flanagan is the DFL nominee for Tina Smith's open U.S. Senate seat. Governor Walz from the Legislative Reference Library's Governors list (lrl.mn.gov, robots allows /mngov/); mn.gov robots.txt sets 'Visit-time: 0000-1200' (GMT) and was respected, so mn.gov/governor was not fetched.
  • Two Saint Paul officeholders face each other for Ramsey County Commissioner District 5: Council President Rebecca Noecker (Ward 2) and State Rep. María Isa Pérez-Vega (HD-65B). Pérez-Vega is not on the HD-65B ballot; Sebastian Ellefson (DFL) is unopposed there. Sen. Sandy Pappas (SD-65) is not on the ballot; Robyn Gulley (DFL) and a Republican printed as '_ Rocco' are.
  • No home addresses, phones or personal emails recorded (the SOS file layout includes residence and campaign addresses — the results-format files used here carry none, and none were copied). standsFor left null for everyone. Only one photo linked (MN House member image for HD-65B).
