Notes on this record

How the lists were read, and what could not be.

  • Candidates: Missouri Secretary of State 'Certification of Candidates and Party Emblems' for the November 3, 2026 general election, certified August 25, 2026 (PDF on sos.mo.gov, read 2026-10-22). Parties certified: Republican, Democratic, Libertarian; two independents (HD-127, HD-128), none in St. Louis. No Green candidates. The certification prints candidate addresses; none were copied. Write-ins and primary losers excluded.
  • St. Louis City's own candidate list could not be read. The Board of Election Commissioners (a department page on stlouis-mo.gov; the old stlelections.com is now a parked for-sale domain) links the 'Nov26-All-Races-Sample-Ballot.pdf' and an election-details page served via /loader.cfm?csModule=. stlouis-mo.gov robots.txt disallows '/*.pdf$', '.pdf' and '/*loader.cfm?csModule=', so neither was fetched. So the three county offices on the 2026 ballot (Collector of Revenue, License Collector, Recorder of Deeds) list their sitting holders as 'elected' only, with no running status or challengers. The SOS certification does not cover county offices. The 2026 ballot cycle for those offices comes from the Board's 'Election Dates and Candidate Filing Deadlines' page (HTML).
  • Districts covering the city: Census Geocoder coordinates endpoint (no robots.txt, 404) on a grid over the city's bounding box. 44 points fell inside 'St. Louis city' (the run was partial: about 89 grid points returned before it was stopped). MO-1 at every point on both the 119th (2022 map, ACS2025_Current) and the 2026/120th (HB 1, Current_Current) layers, so the contested Missouri congressional map does not change who represents St. Louis. State Senate: SD-5 (28 points) and SD-4 (16). State House (2024 and 2026 layers identical): HD-76, 77, 78, 79, 80, 81, 82 and 84 were sampled; a coarse grid can miss slivers, so at least 8 house districts cover the city. Only city hall's SD-5 and HD-78 are recorded as people. City hall point used: 38.6274,-90.1994 (approximate; the geocoder returns St. Louis city there). TIGERweb answered 'Request Rejected' even to robots.txt with our User-Agent, so it was not used.
  • Federal: U.S. Representative Wesley Bell (MO-1, D) from house.gov/representatives (2026-10-22), cross-checked against the CC0 @unitedstates legislators-current.json. senate.gov returned HTTP 403 even to robots.txt (not bypassed), so Senators Hawley and Schmitt are from the CC0 file. No U.S. Senate seat is up in Missouri in 2026. No federal photos linked.
  • State: Governor Mike Kehoe from governor.mo.gov/about (photo linked); party from the SOS 2025-2026 Missouri Roster's 2024 results table. Senator Steven Roberts (SD-5) from senate.mo.gov/senators and his member page (photo linked). Representative Marty Joe Murray (HD-78) from house.mo.gov/MemberGridCluster.aspx. house.mo.gov robots.txt sets Crawl-delay: 120 and 'Disallow: /*?', so its member-detail and photo URLs (all with query strings) were not fetched and no photo is linked. Emails and party letters for both legislators from the SOS 2026 General Assembly Roster PDF.
  • Municipal: Mayor, Board President, Comptroller and 14 alderpersons from the City's Elected Officials directory, the Board of Aldermen page 'Aldermen Serving During the 2026-2027 Session' and each alderperson's profile.cfm page (official @stlouis-mo.gov emails, linked official photos). The Board of Aldermen has 'fourteen aldermen, one from each ward in the City and a President'. Municipal elections are non-partisan (Proposition D, 2020, per the Board of Election Commissioners), so party is null and partyShort 'None' for Mayor, Board President, Comptroller and alderpersons, although the SOS Missouri Roster prints '(D)' after the Mayor, President and Comptroller. The independent city's county offices are partisan: Circuit Attorney Gore, Collector Daly and Recorder Butler are '(D)' in the Roster; the Roster prints no party for Treasurer Layne or License Collector Thompson (left null). Phone numbers and office street locations on these pages were not copied.
  • Not recorded as people: the Sheriff's office is held by John Hayden Jr. as 'Interim Sheriff' under a 22nd Judicial Circuit administrative order. He was appointed, not elected (the Roster still lists Alfred Montgomery (D)), and the seat is next up in 2028. The Public Administrator, Circuit Clerk and City Register are appointed (Roster asterisk). St. Louis Public Schools board seats are skipped per the brief.
  • Next City of St. Louis municipal elections: Primary Municipal Election on the first Tuesday after the first Monday in March, and General Municipal Election on the first Tuesday after the first Monday in April, in odd-numbered years (Board of Election Commissioners). Next: March 2, 2027 primary and April 6, 2027 general, for the President of the Board of Aldermen and the even-numbered wards (2, 4, 6, 8, 10, 12, 14). The Mayor, Comptroller and odd-numbered wards are next up in 2029. The day-of-month dates are computed from that rule, not read as dates. The Board's list also shows an April 7, 2026 'General Municipal Election' and a July 1, 2025 special election to fill the 8th Ward vacancy. Their contents and results are PDFs and were not read. No City offices are on the November 3, 2026 ballot except the three county offices above.
  • Robots/terms: sos.mo.gov (allows /CMSImages), stlouis-mo.gov (allows the .cfm pages used; disallows PDFs and loader.cfm), house.gov (allows /representatives), senate.mo.gov (allows /senators, /Senators/Member), house.mo.gov (allows the query-less member grid; crawl-delay 120 honoured with a single request), governor.mo.gov (allows /about), geocoding.geo.census.gov (no robots.txt), unitedstates.github.io (no robots.txt). Blocked: senate.gov (403), tigerweb.geo.census.gov ('Request Rejected'). No source states a reuse licence except the CC0 legislators file.
  • No home addresses, phones or personal emails recorded. standsFor null for everyone (no candidate statements read). Photos linked, never copied.
