Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Lisa Brown from https://my.spokanecity.org/mayor/ and /mayor/about/; Council President and six district members (two per District 1-3) from https://my.spokanecity.org/citycouncil/members/, retrieved 2026-10-22 (robots.txt: 'User-agent: * Disallow:' — all allowed). Terms as printed: Wilkerson, Cathcart, Dillon, Klitzke 2024-2027; Dixit January 2026 – December 2029; Telis November 2025 – December 2029; Zappone 2026-2029. Every council term ends in 2027 or 2029 and Washington cities elect in odd years, so no regular city race is on the 2026 ballot; next municipal general election November 2, 2027 (VoteWA lists GENERAL 2027, 11/02/2027) — Mayor, Council President and one seat per district. Whether any city special election or ballot measure is on the 2026 ballot could not be confirmed because Spokane County Elections is blocked (below).
  • City of Spokane Terms of Use (https://my.spokanecity.org/website/terms/) prohibit reposting site content, 'content scraping', or 'in any way use of content from this site on another website' without written permission. The terms page was read after the council and mayor pages had been fetched (four pages total); no further city pages were requested. Only facts (names, offices, districts, printed terms, official @spokanecity.org addresses) are recorded; no bio text, no standsFor, and no city photo URLs (council headshots exist on static.spokanecity.org but linking them would be use of site content off-site).
  • Congressional and legislative coverage: Census geocoder (coordinates mode, no robots.txt — 404) sampled on a 14x14 grid over 47.585–47.755 N, 117.29–117.54 W (~1.4 km spacing); 81 points fell inside 'Spokane city': all 81 in Congressional District 5; LD-3 (52 points) and LD-6 (29 points), Senate and House layers identical. Slivers below the grid spacing (e.g. a corner of LD-4) could be missed. City Hall (coordinates 47.66019, -117.42370) is WA-5, LD-3. Only LD-3's members are recorded per the brief. LD-6 2026 contests on the same VoteWA list (not recorded as people): State Senator Jeff Holy (R, incumbent) unopposed on the list; Pos. 1 Michaela Kelso (D) vs Alan Nolan (R); Pos. 2 Jonathan Bingle (R) vs Julia Payne (D).
  • Federal: Michael Baumgartner (R, Washington 5th) from https://www.house.gov/representatives (robots.txt allows /representatives). Senators Patty Murray and Maria Cantwell (Democratic) from the CC0 @unitedstates legislators-current.json; senate.gov not requested (it returned HTTP 403 to scripts in the us-seattle run). No federal photos linked.
  • State: Governor Bob Ferguson from https://governor.wa.gov/ (Drupal robots, homepage allowed); party carried from the us-seattle record's reading of the Secretary of State certified 2024 results (results.vote.wa.gov), not re-read here. LD-3 roster from https://leg.wa.gov/legislators/ (no robots.txt — 404): Senator Marcus Riccelli (Majority Floor Leader), Representatives Natasha Hill and Timm Ormsby, party printed 'Democrat'. Thumbnails at leg.wa.gov/memberthumbnail/<id>.jpg are linked, not copied; no reuse terms stated.
  • Candidates: Washington Secretary of State VoteWA Candidate List, election 'GENERAL 2026 (11/03/2026)' (e=899), https://voter.votewa.gov/CandidateList.aspx?e=899 (no robots.txt — 404), retrieved 2026-10-22; the page states 'General Election candidates will display after the Primary is certified', so these are the certified top-two finalists; all relevant rows show Status 'Active'. Washington is top-two: party is the candidate's stated preference as printed (kept in ballotParty). WA-5: Michael Baumgartner (R, inc.) vs Carmela Conroy (D). LD-3 Pos. 1: Natasha Hill (D, inc.) vs Tony Kiepe (R). LD-3 Pos. 2 (open; Ormsby not filed): Natalie Poulson (R) vs Luc Jasmin III (D). The list prints mailing addresses (some residential), phones and emails — none copied. County-office candidates require a county selection on the same page and were not read. Primary losers and write-ins excluded.
  • Blocked, not bypassed: www.spokanecounty.gov (Spokane County Elections) returned a Cloudflare 'Sorry, you have been blocked' page (HTTP 403, 'You are unable to access civicplus.io') to the robots.txt request itself; not retried. tigerweb.geo.census.gov returned 'Request Rejected' to its robots.txt and was not used.
  • No home addresses, phones or personal emails recorded. standsFor null for everyone (city bios are under no-reuse terms; candidate statements were not read). Wikipedia, Ballotpedia and news were not used.
