Notes on this record

How the lists were read, and what could not be.

  • CANDIDATE GAP: the official lists for Shreveport are the Secretary of State's and the Caddo Clerk of Court's qualified-candidate list (the Clerk qualifies the city and parish races). www.sos.la.gov (robots 'Disallow: /') and voterportal.sos.la.gov (disallows /CandidateInquiry/Parish/ and /Statewide/) were not fetched, per Jim's instruction, and no alternate data path was tried. www.caddoclerk.com: robots.txt allows '*' (it disallows Claude-SearchBot and other AI search crawlers by name; this client's UA is not named) but the home page returned a Cloudflare 'Attention Required' HTTP 403, so its election page and candidate list could not be read. The Caddo Registrar of Voters (www.caddovoter.org, linked from caddo.gov) robots allows all, but its /candidate-information and 2026 Elections Calendar pages returned HTTP 403 'Anti-Crawler Protection' (CleanTalk JS check); not bypassed. So this record holds officeholders only and every status is 'elected'. Re-check if Jim approves another official source.
  • News (KSLA, 6-7 Aug 2026; Shreveport-Bossier Advocate) reports qualifying Aug 5-7, 2026 for Mayor (incumbent Tom Arceneaux and others) and all seven council seats; that Districts D (Grayson Boucher) and F (James Green) are open because the incumbents are term-limited, and that Tim Euler was the only qualifier in District D. None of this is recorded as status because no official list confirms it.
  • Next municipal election: the council page dates the current term 'December 31, 2022 - December 2026', so the city election is the fall 2026 cycle (primary November 3, 2026; runoff reported as December 12, 2026 — news, not verified officially). After that, 2030 by the four-year term (inferred).
  • Congressional districts: Census geocoder at City Hall coordinates (32.51358, -93.75058; matched from the City Hall address the council page prints). Vintage ACS2025 (119th Congressional Districts, current map) gives LA-6; vintage Current (120th Congressional Districts) gives LA-4. A 0.025-degree grid (51 points inside the Census 'Shreveport city' place) gave 119th: LA-6 33, LA-4 18; 120th: LA-4 51. The 120th layer appears to be a new map for 2026 (see the Baton Rouge and New Orleans records); the reason could not be read from an official Louisiana source. Sitting members from the Clerk's MemberData.xml (October 1, 2026): LA-4 Mike Johnson, LA-6 Cleo Fields.
  • State legislature: City Hall is in SD-39 and HD-2 (2026 and 2024 legislative layers agree). The grid found 3 Senate districts (39: 26 points, 38: 20, 31: 5) and 6 House districts (4, 6, 3, 2, 1, 5) inside the city; a coarse grid undercounts small districts. Only the City Hall members are listed, per the brief.
  • Municipal: Mayor Tom Arceneaux (Office of the Mayor page and directory) and the seven council members (Charter s.4.02: 'seven members, each of whom is elected from a separate district'), read from shreveportla.gov 2026-10-22. No other city-wide elected office was found on the city site; Shreveport City Court judges and the City Marshal (city-wide but judicial/state-created) are not included, matching the Baton Rouge record. Council photos were not located on the pages read, so photoUrl is null for council members.
  • Party: city pages print no party, so party is null for the Mayor and council; the Governor's page prints none either. Federal parties from MemberData.xml / Congressional Directory; state legislators' party as printed on their member pages ('Democrat').
  • Emails: only official @shreveportla.gov and @legis.la.gov addresses printed on the pages are recorded. No home addresses or phones are recorded; office and P.O. box mailing addresses printed on the pages were also left out. standsFor is null for everyone (no campaign statements read). Wikipedia, Ballotpedia and news were not used as a source for anyone's status.
  • Robots/terms: www.shreveportla.gov (generic rules allow the pages read; Crawl-delay 10 honoured; its AI-crawler block lists only the same admin/search/calendar paths; Disclaimer page read first — browse-wrap liability disclaimer, no reuse restriction), senate.la.gov and house.louisiana.gov ('Allow: /', Disallow /private/), gov.louisiana.gov (Disallow /admin), caddo.gov (Disallow /wp-admin/; privacy policy read, no reuse terms), www.caddovoter.org (Disallow /wp-admin/), clerk.house.gov and geocoding.geo.census.gov (no robots.txt, 404), www.govinfo.gov (content paths allowed). Blocked: www.senate.gov (HTTP 403 even on robots.txt), www.caddoclerk.com (Cloudflare 403), caddovoter.org content pages (CleanTalk anti-crawler 403). Not fetched: www.sos.la.gov, voterportal.sos.la.gov. Photos are linked, not copied.
