Notes on this record

How the lists were read, and what could not be.

  • Candidates: Lackawanna County Bureau of Elections 'Official Notice of Election for Military and Overseas Voters', 2026 General Election (PDF linked from the county Elections page, read 2026-10-31). It is the only candidate listing the county publishes for the general; it warns the list may change. The Pennsylvania Department of State's own certified list was not fetched. Names are as printed (uppercase); 'SHAPIR0' is printed with a zero and is recorded as Josh Shapiro.
  • Mayor Paige Cognetti (re-elected 2025) is the Democratic nominee for PA-8 against incumbent Rob Bresnahan Jr.; she is recorded once, as Mayor, status incumbent-running with runningFor 'U.S. Representative'.
  • MUNICIPAL — CITY SITE BLOCKED: www.scrantonpa.gov answered the robots.txt request itself with HTTP 503 'Your access to this site has been limited by the site owner' (Wordfence) on 2026-10-31, so the city's council, mayor and clerk pages were not read; no other UA, tool or mirror was tried. The municipal rows instead come from Lackawanna County's CERTIFIED election results: 2025 (Mayor Cognetti; Council at-large Patrick Flynn, Tom Schuster, Sean McAndrew — 'DNR' party code as printed for McAndrew; Gerald Smurl, Marc A. Pane and Virgil Argenta lost) and 2023 (Council four-year: Mark McAndrew, Jessica Rothchild; City Controller John Murray). Gerald Smurl won the 2023 two-year unexpired seat but finished outside the top three in 2025, so he is not listed. Certified results show who was elected, not later resignations or appointments — verify against the city's council page when it can be read. Council officer roles (president) are unknown. Municipal party is left null (council is elected at large on partisan ballots; parties shown in the results are DEM for all council winners except McAndrew 'DNR').
  • Also elected city-wide in 2025: Tax Collector Cathy Nealon Wechsler (DEM) per the 2025 certified results — not recorded as a person row (tax collector is a state-law collection office, not a charter office).
  • Districts covering the city (Census grid, 43 in-city points): PA-8 only; SD-22 only; HD-113 (23 points) and HD-114 (20 points). As the brief asks, only City Hall's state seats (SD-22, HD-113) are recorded as people; the HD-114 contest is in election.elects.
  • Next City of Scranton municipal election: November 2, 2027 (Pennsylvania municipal elections are in odd years) — the two council seats won in 2023 and the City Controller are up then.
  • Members: senators and the PA-8 member from the CC0 @unitedstates congress-legislators dataset and house.gov/representatives; state members from palegis.us Senate and House member lists (read 2026-10-31); Governor/Lt Governor from pa.gov (as used in us-pittsburgh). No home addresses, phones or personal emails recorded; the county notice prints none. standsFor is null for all (no candidate statements read).
  • Cross-check 2026-11-01: the Pennsylvania Department of State Candidate Database (https://www.pavoterservices.pa.gov/ElectionInfo/ElectionInfo.aspx, '2026 General Election', Approved primary nominees and paper nominations) agrees with the county notice: PA-8 Bresnahan Jr, Robert Paul (R) v Cognetti, Paige (D); SD-22 Flynn, Martin B (D) v Soltis, Sharon (R) (the county prints SHARON SOLTIS SPARANO); HD-113 Donahue, Kyle T (D) v O'Brien, Lucas (R); HD-114 Kosierowski (D) v Lombardo (R); Governor tickets Shapiro/Davis, Garrity/Richey, Krawchuk/Thomas (the Green ticket Dastra/Bolton is Withdrawn). The previous note that the DOS certified list was not fetched is superseded by this cross-check.
