Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor and six ward Councilmembers from the City of Santa Ana City Council page and each member's page (https://santa-ana.gov/departments/city-council/), retrieved 2026-10-22. Council is non-partisan (party null / partyShort "None"). David Penaloza is Mayor Pro Tem. Only one official office email is printed on the member pages (pbacerra@santa-ana.org); no other emails recorded.
  • City 2026 election: General Municipal Election 2026-11-03 for Mayor (2-year term) and Wards 2, 4 and 6 (4-year terms), per the City Clerk's Elections page and the Public Notice of Offices to be Filled and Incumbency Information (dated 2026-07-30, revised 2026-08-04). Qualified candidates from the City Clerk's "2026 City Council Elections" list (ballot order; nomination closed 2026-08-07, Ward 6 extended to 2026-08-12 because incumbent Penaloza did not file). Mayor: Amezcua*, Shipp, Shimell. Ward 2: Diaz, Vazquez*. Ward 4: De Anda, Bacerra*. Ward 6 (open): Chavez, Ramos. Next municipal election after this: November 2028 (Mayor and Wards 1, 3, 5).
  • standsFor for all nine city candidates is quoted from their Candidate's Statement of Qualifications PDFs, published (redacted) by the City Clerk and linked from the candidate list; statements are scanned images and were read visually. Vazquez's statement is marked "Revised per Superior Court of California, County of Orange, Minute Order dated 8/27/2026". Selica Diaz's statement gives occupation "Real Estate Agent" but the ballot designation on the City list is "Community Volunteer" (used). Amezcua's statement prints a personal yahoo.com email: not copied. Campaign websites recorded as printed on the statements.
  • Districts: Census geocoder (geocoding.geo.census.gov, coordinates endpoint) at City Hall coordinates 33.7488,-117.8696 returns Santa Ana city, CD-46 (119th and 120th), SD-34 and AD-68. A 13x13 grid (~0.9 km spacing) over the city's bounding box put 79 points inside "Santa Ana city" (2 requests failed): 119th map CD-46 (79); 2026 (120th, post-Proposition 50) map CD-46 (67), CD-42 (7), CD-45 (5); SD-34 (79); AD-68 (68), AD-70 (11). Slivers could be missed at this spacing. Per the brief only City Hall's state districts are listed; AD-70 (Tri Ta, R, incumbent running vs Paula Swift) is not.
  • Federal: sitting Representatives from https://www.house.gov/representatives (California: 42nd Garcia, 45th Tran, 46th Correa), cross-checked with the CC0 @unitedstates legislators-current.json (bioguide ids for clerk.house.gov photo links). Only Correa (CA-46) currently represents Santa Ana; Garcia and Tran appear as running because the 2026 map gives their districts parts of the city. Senators Padilla and Schiff from the @unitedstates dataset; senate.gov not fetched.
  • State: Governor Gavin Newsom from the Governor's Proclamation PDF (SOS). State Senator Thomas J. Umberg (SD-34) from senate.ca.gov/senators; Assemblymember Avelino Valencia (AD-68) from assembly.ca.gov/assemblymembers. Both seats are open in 2026: SD-34 Valencia (D) vs Rhonda Shader (R); AD-68 is Democrat vs Democrat between two sitting Santa Ana Councilmembers, Jessie Lopez and David Penaloza.
  • Candidates (federal and state): California Secretary of State "Certified List of Candidates for the November 3, 2026, General Election", certified 2026-08-27, retrieved 2026-10-22, linked from https://www.sos.ca.gov/elections/upcoming-elections/general-election-november-3-2026. Party preference and ballot designation as printed. No U.S. Senate contest in California in 2026.
  • Not reached: ocvote.gov (Orange County Registrar of Voters) — robots.txt read (standard Drupal, allows), but the home page returned HTTP 500; the county candidate list was not read and was not needed (city and SOS lists are the official sources used). School, community college and special-district offices skipped per the brief.
  • Robots/terms: santa-ana.gov (www.santa-ana.org redirects there) robots.txt allows all paths used (disallows search/pager paths; blocks Google-Extended and Applebot-Extended only); storage.googleapis.com serves no robots file (404 NoSuchBucket) — City PDFs fetched from it; sos.ca.gov robots.txt is empty (allow all); elections.cdn.sos.ca.gov robots.txt returns an S3 "AccessDenied" XML (no robots file published) and the certified list and proclamation were taken from the links on the SOS page; house.gov, senate.ca.gov and assembly.ca.gov robots.txt allow these pages; geocoding.geo.census.gov and unitedstates.github.io serve none (404). One plain User-Agent throughout; no blocks. No terms accepted, nothing requested, no logins. No home addresses, phones or personal emails recorded. Primary losers and write-ins excluded.
