Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Matt Mahan, Vice Mayor Pam Foley and the 10 Councilmembers from the Secretary of State's California Roster 2026, 'Incorporated Cities and Town Officials' (City of San Jose entry; PDF modified 2026-10-06; data supplied by the city). www.sanjoseca.gov answers every request, robots.txt included, with an Akamai HTTP 403 'Access Denied' - not bypassed - so no city council page, official photos or emails are linked. San José has no other city-wide elected office (City Attorney, City Clerk, City Manager are appointed).
  • City 2026 cycle: Primary Municipal Election 2026-06-02 for Council Districts 1, 3, 5, 7 and 9 (consolidated with the statewide primary); a Run-Off Municipal Election on 2026-11-03 where no candidate won a majority. From the City Council's Legistar records (webapi.legistar.com, file 26-812 'Declaration and Recording a Statement of the Results of the June 2, 2026, Primary Municipal Election', agenda 2026-08-11): attachments are titled for District 1 (Rosemary Kamei) and District 3 (Anthony Tordillos) as elected outright. Districts 5, 7 and 9 are in November run-offs. Even-numbered districts and the Mayor are next elected in 2028 (with the presidential cycle).
  • City run-off candidates are NOT recorded: the official lists sit on hosts that could not be used - the Santa Clara County Registrar of Voters (vote.santaclaracounty.gov, www.santaclaracounty.gov, www.sccgov.org) returns a Cloudflare block, www.sanjoseca.gov returns 403, and the City Clerk's memo PDFs are on legistar.granicus.com, whose robots.txt is 'Disallow: /'. Incumbents Peter Ortiz (D5) and Bien Doan (D7) are therefore left as 'elected'. A person with a browser should read the County ROV's November 2026 candidate list (or the City Clerk's election page) and add the six run-off candidates for D5, D7 and D9.
  • Congressional districts covering the city: Census TIGERweb polygon for San Jose city (place 0668000) sampled on a 120x120 grid (4,319 points inside the city) against the 119th Congress districts (current members; tigerWMS_ACS2025) and the 120th Congress districts (the 2026 map after Proposition 50; tigerWMS_Current). 119th: CA-19 (1,818 points, much of it the rural south/Coyote Valley), CA-17 (1,233), CA-16 (811), CA-18 (456). 120th: CA-19 (1,821), CA-17 (1,307), CA-16 (802), CA-18 (388). Slivers narrower than the grid spacing (~0.3 km) could be missed. City Hall (Census geocoder match '200 E SANTA CLARA ST, SAN JOSE, CA, 95113') is CA-18, SD-15 and AD-25 on the 2026 lines.
  • Sitting U.S. Representatives from https://www.house.gov/representatives (California table, retrieved 2026-10-22), cross-checked with the CC0 @unitedstates legislators-current.json; photos linked from clerk.house.gov (each URL returns 200). All four (Liccardo CA-16, Khanna CA-17, Lofgren CA-18, Panetta CA-19) are Democrats on the 2026 ballot against a Republican. The SOS list marks no congressional incumbents with '*', so incumbency is from the House directory.
  • U.S. Senators Alex Padilla (term to 2029) and Adam B. Schiff (term to 2031) from the CC0 @unitedstates congress-legislators dataset (senate.gov returned 403 to earlier agents; not retried). No U.S. Senate contest appears on the SOS certified list for 2026.
  • Candidates (federal and state): California Secretary of State 'Certified List of Candidates for the November 3, 2026, General Election', certified 2026-08-27 by Secretary of State Shirley N. Weber (retrieved 2026-10-22). Party preference and ballot designation as printed; '*' marks incumbents for state offices. The SOS contact list was not used.
  • State: Governor Gavin Newsom (from the Governor's Proclamation PDF); Governor is an open seat: Xavier Becerra (Democratic) vs Steve Hilton (Republican). City Hall's districts: State Senate 15 (Dave Cortese, senate.ca.gov/senators; odd-numbered, not up until 2028) and Assembly 25 (Ash Kalra, assembly.ca.gov/assemblymembers; incumbent vs Himat Singh Bainiwal). Districts covering the city (same grid, 2026 lines): 3 State Senate (SD-15 3,331 points, SD-10 986, SD-13 2 - a sliver) and 5 Assembly (AD-25, 28, 26, 24, 23); only City Hall's are listed per the brief.
  • Robots/terms: house.gov, senate.ca.gov, assembly.ca.gov robots.txt allow these pages; www.sos.ca.gov serves an empty robots.txt; elections.cdn.sos.ca.gov and admin.cdn.sos.ca.gov answer robots.txt with an S3 'AccessDenied' (no robots file); webapi.legistar.com and sanjose.legistar.com have no robots.txt (404); legistar.granicus.com and sanjose.granicus.com are 'Disallow: /' for all agents; tigerweb/geocoding.geo.census.gov are public Census query services. No terms accepted, nothing requested, no logins. No home addresses, phones or personal emails recorded; standsFor null for everyone (no candidate statements reachable). Write-in candidates and primary losers excluded.
