Notes on this record

How the lists were read, and what could not be.

  • City and County candidates: San Francisco Department of Elections 'Qualified Candidates Data' (CFMJ001_ContestCandidateData.txt, tab-delimited, linked from https://www.sfelections.org/tools/election_data/datasets.php for the November 3, 2026 election; qualification dates 2026-06-05 to 2026-08-17; retrieved 2026-10-22). It lists the qualified candidates for every contest on San Francisco ballots. Its address, phone and email columns are blank in the published file; nothing beyond name, contest, party and ballot designation was copied. The Department's iIncumbent flag is set only for some sitting holders (e.g. Sherrill, Wong, Torres, Raju), not for Dorsey, Mullin or Haney; status here follows the brief: a sitting member on the list is incumbent-running.
  • On the November ballot, city offices: Supervisors D2 (4 qualified), D4 (3), D6 (2), D8 (4; open, Mandelman term-limited), D10 (10; open, Walton term-limited); Assessor-Recorder (Joaquín Torres, only candidate) and Public Defender (Manohar 'Mano' Raju, only candidate) — counted as unopposed. Supervisor contests are ranked-choice. The Board of Education (3 seats, 8 candidates), Community College Board (full term 3 seats, 8 candidates; partial term 1) and BART District 8 (1 candidate) are on the same list but not captured (school level skipped per brief; BART is a special district).
  • D2 and D4 were also on the 2026-06-02 ballot as special elections for the rest of the terms of appointed supervisors Stephen Sherrill (appointed Dec 2024) and Alan Wong (appointed Dec 2025 after the Sept 2025 recall of Joel Engardio); both won (per the Wikipedia 2026 Board of Supervisors election page; official June results at https://www.sfelections.org/results/20260602/ were not parsed) and are on the November list for full terms. Next municipal elections: odd-numbered Supervisor districts and Mayor, City Attorney, DA, Sheriff, Treasurer in November 2028 (San Francisco's offices now run in even years).
  • D8: Manny Yekutiel announced on 2026-10-01 that he was ending his campaign but is still a qualified candidate on the list; the SF Ethics Commission's notice of 2026-10-15 (https://sfethics.org/ethics/2026/10/notice-of-individual-expenditure-ceiling-adjustments-for-publicly-financed-candidates-in-november-2026-election-supervisor-district-8-and-note-on-status-of-candidate-manny-yekutiel.html) says he is not considered withdrawn. Publicly financed candidates (Ethics Commission IEC dataset 9gib-7p8x, notices of 2026-10-20): D8 McCoy, Nguyen, Patel, Yekutiel; D10 Brookter, Ellington, Eppler.
  • Sitting Supervisors: Board of Supervisors members list at https://sfgov.legistar.com/People.aspx (Clerk of the Board's Legistar; 11 members, retrieved 2026-10-22; no robots.txt — 404). Legistar gives no district numbers; districts from the Secretary of State's 2026 California Roster, County Officials (https://admin.cdn.sos.ca.gov/ca-roster/2026/counties.pdf, PDF dated 2026-06-29), which lists D1–D11 and the elected county officers (Assessor Joaquin Torres, County Counsel/City Attorney David Chiu, DA Brooke Jenkins, Public Defender Manohar Raju, Sheriff Paul Miyamoto, Treasurer Jose Cisneros). The Roster's city page is stale (prints Mayor London Breed and the pre-2025 board), so the Mayor comes from the Department of Elections' final November 5, 2024 results (Daniel Lurie). The Controller is appointed, not elected.
  • Not reached: sf.gov (the Department of Elections, Board of Supervisors and official profile pages, including the candidate pages) answers every scripted request, robots.txt included, with an AWS WAF JavaScript challenge (HTTP 202, x-amzn-waf-action: challenge); WebFetch also got an empty page; not bypassed. sfbos.org redirects to sfbos.archive.sf.gov, whose robots.txt disallows all user agents. api.sf.gov robots.txt disallows all; media.api.sf.gov denies access. sfelections.org/sfelections.gov returned a CloudFront 403 to a bare 'Mozilla/5.0' user agent but serves www.sfelections.org/tools/election_data/ and /results/ normally to a standard browser user agent (robots.txt 404 — no rules). City photos and official city websites are therefore null.
  • Congressional and legislative districts covering the city: Census TIGERweb polygon for San Francisco city (place 0667000) sampled on a 150x150 grid (20,239 points inside the city, which includes bay water and the Farallon Islands) against the 120th Congress districts (2026 map, tigerWMS_Current) and the 119th (tigerWMS_ACS2025): identical in both — CA-11 18,999 points (94%), CA-15 1,237 (6%), plus 3 boundary points in CA-12/CA-2 (water slivers of generalised geometry; no CA-12 or CA-2 contest is on San Francisco's ballot, which confirms they hold no voters). State: SD-11 covers essentially the whole city (SD-2 and SD-7 only as boundary points), Assembly AD-17 (55%) and AD-19 (45%). San Francisco's ballot also carries SD-2, AD-12 and AD-18 for some ballot types (small areas on the city's edges/islands). City Hall (37.77927,-122.41924) is CA-11, SD-11, AD-17; only City Hall's state legislators are listed per the brief (AD-19's Catherine Stefani is on the ballot against Philip Louis Wing — not captured as a row).
  • Federal and state members: house.gov Directory of Representatives (California table; Pelosi CA-11, Mullin CA-15), photos linked from clerk.house.gov; U.S. Senators Padilla and Schiff from the CC0 @unitedstates legislators-current.json; Governor Newsom from the 2026 California Roster (constitutional officers); SD-11 Scott D. Wiener from senate.ca.gov/senators; AD-17 Matt Haney from assembly.ca.gov/assemblymembers. Federal and state candidates cross-checked against the California Secretary of State certified list (dated 2026-08-27): CA-11 Connie Chan (D) vs Scott Wiener (D) — top-two, open seat; CA-15 Kevin Mullin (D) vs Charles Hoelter (R); Governor Xavier Becerra (D) vs Steve Hilton (R); AD-17 Matt Haney (D, marked * incumbent) vs Manuel Noris-Barrera (R). Wiener and Chan appear twice: once in their current office (elected) and once as CA-11 candidates (running).
  • Robots/terms: house.gov, senate.ca.gov, assembly.ca.gov robots.txt allow these pages; www.sos.ca.gov robots.txt is empty; elections.cdn.sos.ca.gov and admin.cdn.sos.ca.gov serve no robots.txt (AccessDenied XML); www.sfelections.org robots.txt 404; sfethics.org robots.txt disallows only an uploads subfolder; data.sfgov.org (crawl-delay 1) used for one Ethics dataset; sfgov.legistar.com robots.txt 404; tigerweb/geocoding.geo.census.gov public Census services; Wikipedia /wiki/ page used only for context on the June special elections. No terms accepted, nothing requested, no logins, no CAPTCHA or WAF bypassed. No home addresses, phones or personal emails recorded; standsFor null for everyone (candidate statements are on sf.gov, unreachable). Write-ins excluded; party null/'None' for the non-partisan city offices.
