Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Todd Gloria (sandiego.gov/mayor), City Attorney Heather Ferbert (sandiego.gov/city-attorney) and the 9 Councilmembers from the 'City Councilmembers' list at https://www.sandiego.gov/citycouncil (retrieved 2026-10-15). San Diego has no other city-wide elected office (the City Auditor, IBA and City Clerk are appointed). City Hall is the City Administration Building, 202 C St.
  • City 2026 cycle (https://www.sandiego.gov/city-clerk/elections/city/electioninfo): Primary 2026-06-02, General Municipal Election 2026-11-03 (consolidated with the statewide general) for the EVEN-numbered Council Districts 2, 4, 6 and 8 - verified. Candidates from the City Clerk's 'Notice of Nominees for Public Office' for the November 3, 2026 general (signed by City Clerk Diana J.S. Fuentes; https://www.sandiego.gov/sites/default/files/2026-08/notice-of-nominees-2026-11-03-english.pdf), cross-checked with the Candidate Log on the election page; ballot designations from the Candidate Log. Mayor, City Attorney and odd-numbered districts are next elected in 2028. The San Diego County Registrar of Voters list was not needed: the City Clerk is the City's elections official for these contests.
  • Open city seats in November: District 2 (Jennifer Campbell not on the list: Richard Bailey vs Nicole Crosby) and District 8 (Vivian Moreno not on the list: Antonio Martinez vs Gerardo Ramirez). Incumbents running: Henry L. Foster III (District 4, vs Martha Abraham) and Council President Pro Tem Kent Lee (District 6, vs Mark Powell). City offices are non-partisan; party null / partyShort 'None'.
  • standsFor for the 8 city candidates is quoted from each candidate's Statement of Qualifications for the general, published by the City Clerk as scanned PDFs (read visually; no OCR tool on the machine - quotes checked against the page images). Campaign websites are those printed in the statements (Foster printed none). The Clerk's per-candidate 'Contact Sheet' PDFs were not opened; no phone, address or personal email recorded.
  • Congressional districts covering the city: Census TIGERweb polygon for San Diego city (place 0666000) sampled on a 120x120 grid (2,882 points inside the city) against the 119th Congress districts (current members; tigerWMS_ACS2025) and the 120th Congress districts (the 2026 map after Proposition 50; tigerWMS_Current). 119th: CA-51 (1,261 points), CA-50 (1,104), CA-52 (517). 120th: CA-50 (1,491), CA-49 (468), CA-51 (465), CA-52 (458). Slivers narrower than the grid spacing (~0.4 km) could be missed. City Hall (Census geocoder match '202 C ST, SAN DIEGO, CA, 92101') is CA-50 on both maps, SD-39 and AD-77.
  • Sitting U.S. Representatives from https://www.house.gov/representatives (California table, retrieved 2026-10-15), cross-checked with the CC0 @unitedstates legislators-current.json; photos linked from clerk.house.gov. All four (Levin CA-49, Peters CA-50, Jacobs CA-51, Vargas CA-52) are Democrats on the 2026 ballot against a Republican. Mike Levin's current (119th) CA-49 does not cover the city; the 2026 CA-49 does, so he is included as the incumbent on this city's ballot.
  • U.S. Senators Alex Padilla (term to 2029) and Adam B. Schiff (term to 2031): senate.gov returned HTTP 403 (not bypassed); taken from the CC0 @unitedstates congress-legislators dataset. No U.S. Senate contest appears on the SOS certified list for 2026.
  • Candidates (federal and state): California Secretary of State 'Certified List of Candidates for the November 3, 2026, General Election', certified 2026-08-27 (same copy read for Los Angeles, retrieved 2026-10-15); '*' on the list marks incumbents. Party preference and ballot designation as printed. The SOS contact list was not used.
  • State: Governor Gavin Newsom (from the Governor's Proclamation PDF; gov.ca.gov returned 403); Governor is an open seat: Xavier Becerra (Democratic) vs Steve Hilton (Republican). City Hall's districts: State Senate 39 (Akilah Weber Pierson, senate.ca.gov/senators; odd-numbered, not up until 2028) and Assembly 77 (Tasha Boerner, assembly.ca.gov/assemblymembers; incumbent vs Trinity Hannaway). Districts covering the city (same grid, 2026 lines): 4 State Senate (SD-18, 38, 39, 40) and 6 Assembly (AD-75, 76, 77, 78, 79, 80); only City Hall's are listed per the brief.
  • Robots/terms: www.sandiego.gov robots.txt allows these pages (disallows only admin/search/user paths); house.gov, senate.ca.gov and assembly.ca.gov member pages and the SOS PDF were not re-fetched: the copies retrieved and robots-checked for the Los Angeles record earlier today were reused; elections.cdn.sos.ca.gov serves no robots.txt; tigerweb.geo.census.gov answers robots.txt with a WAF 'Request Rejected' page and geocoding.geo.census.gov with 404 - both are public Census query services. sandiego.gov pages carry 'Copyrighted © 2002-2026 City of San Diego. All rights reserved.' - photos linked, not copied. No terms accepted, nothing requested, no logins. Write-in candidates and primary losers excluded.
