Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor and 7 Councilmembers by ward, from the City's City Council page (sanbernardino.gov/694/City-Council, which sbcity.org redirects to), the Mayor's Office page and the Council directory pages (eid 96-102), retrieved 2026-10-22. The Mayor's Office page says the Mayor appoints or removes the City Manager, City Attorney and City Clerk, and the Elected Offices page lists only the Mayor and Council, so they are the only elected city offices. Official emails recorded only where the City shows the person's own address (Mayor@SBCity.org; Sanchez_th@sbcity.org); other directory pages list only the shared Council Office phone. Photos linked from the council and mayor pages.
  • City 2026 cycle: the City Clerk's Elections page says Ward 1, Ward 2, Ward 4 and Mayor are up in 2026. In the June 2, 2026 primary a majority wins outright: per the San Bernardino County Registrar's Statement of Votes Cast by Precinct (report dated 6/26/2026), Mayor Helen Tran won with 14,011 of 25,638 votes (54.65%); Wards 1, 2 and 4 went to runoffs, and Ward 1 incumbent Theodore Sanchez and Ward 2 incumbent Sandra Ibarra each placed third. November candidates come from the Registrar's 'Candidate List' for the November 3, 2026 General Election (last updated 9/29/2026) and its 'List of Run-Off Contests on Ballot', cross-checked against the City Clerk's 'Qualified Candidates' list (updated 7/13/2026; same six names). The county list prints mailing addresses and phone fields, and the City list prints city/ZIP: none recorded. gmail.com contacts not recorded. Ballot designations are from the county Candidate List; standsFor quotes the candidates' own statements in the County Voter Information Guide (VIG.pdf, 279 pages, last modified 2026-10-03). Municipal offices are non-partisan: party null / partyShort 'None'.
  • Next municipal election: Wards 3, 5, 6 and 7 in the 2028 statewide primary (four-year terms, staggered; the elections page states the 2026 seats only, so the 2028 date is inferred and not stated on a city page). The City's 2026 election calendar puts the canvass and certified statement of results between November 4 and December 3, 2026, with City Council certification 'To Be Determined'.
  • District coverage: 15x15 point grid over the city's bounding box (-117.42 to -117.17, 34.04 to 34.25) sent to the Census Geocoder (coordinates only, Current_Current and ACS2025_Current vintages); 70 points fell inside San Bernardino city, with no errors. 2026 (120th) map: CA-33 (54), CA-23 (16). 119th: CA-33 (55), CA-23 (15). State Senate: SD-29 (70) on both 2024 and 2026 vintages. Assembly: AD-45 (67), AD-50 (3). Slivers narrower than the ~1.5 km grid spacing could be missed. City Hall's coordinates (34.1075,-117.2925) fall in CA-33, SD-29, AD-45; only City Hall's legislators are listed, per the brief (AD-50 is held by Robert Garcia, who is on the SOS list against Victoria Viveros Mageno; not recorded).
  • Federal: house.gov Directory of Representatives (California 23rd and 33rd rows) and the CC0 @unitedstates legislators-current.json, both retrieved 2026-10-22. Photos linked from clerk.house.gov. Senators Padilla (term to 2029) and Schiff (term to 2031) come from the CC0 dataset. No U.S. Senate contest is on the 2026 SOS list.
  • Candidates (federal and state): California Secretary of State 'Certified List of Candidates for the November 3, 2026, General Election', dated 27 August 2026, read from the copy fetched earlier in this session (the same public PDF); elections.cdn.sos.ca.gov answered 403 AccessDenied (S3) for robots.txt, so this agent made no request to that host. The list marks state incumbents with '*' but not federal ones. Party preference and ballot designation are as printed. State: Governor Newsom from the Governor's Proclamation (same session copy); SD-29 Eloise Gómez Reyes from senate.ca.gov/senators; AD-45 James C. Ramos from assembly.ca.gov/assemblymembers.
  • Robots/terms: sanbernardino.gov robots.txt (Crawl-delay 10 for *; requests spaced 10 s) allows the council, mayor, elections, directory and DocumentCenter paths; it names ClaudeBot in a group with the same rules, and this agent used its own ResearchUpon User-Agent. Its Terms and Conditions are an accuracy/liability disclaimer with no reuse or scraping restriction. elections.sbcounty.gov and main.sbcounty.gov robots allow the pages used; uploads.rov.sbcounty.gov, geocoding.geo.census.gov and unitedstates.github.io have no robots.txt (404). house.gov, assembly.ca.gov and senate.ca.gov robots allow the member pages. The county's 'Election Results' page for June 2 is now an empty placeholder, so the per-contest Statement of Votes PDFs were used. One User-Agent throughout; no terms accepted, no forms, no logins. Write-ins and primary losers are excluded. No street addresses are recorded.
