Notes on this record

How the lists were read, and what could not be.

  • MUNICIPAL - SITTING COUNCIL NOT REACHED: www.roanokeva.gov answered the robots.txt request itself with a Cloudflare "Sorry, you have been blocked ... civicplus.io" page (HTTP 403), so no City page (Mayor, council roster, City Clerk, Registrar) was fetched; nothing retried with another tool or UA. The only sitting-council row is Vivian Y. Sanchez-Jones, whom the ELECT local list marks Incumbent "Yes". The ELECT historical results site (historical.elections.virginia.gov, robots allows all) returned 404 for the 2024 contest pages found by search, so 2024 winners could not be read from an official page either.
  • Roanoke council - search snippets and news only, NOT used for any row (kept so the facts are not lost; verify on roanokeva.gov "Members of City Council"): Joe Cobb has been Mayor since January 2025 (city bio page roanokeva.gov/1007/Joseph-L-Cobb as indexed; WVTF 2024-12-30 swearing-in report); S. Terry McGuire is Vice-Mayor "January 1, 2025 - December 31, 2026" (roanokeva.gov/2778/S-Terry-McGuire as indexed); Terry McGuire, Nicolas (Nick) Hagen (R) and Phazhon Nash were elected in November 2024 (WVTF; Cardinal News via AM 590; VPAP); Evelyn Powers was appointed (Cardinal News 2025-02-14) to the rest of Cobb's council term through December 31, 2026; Peter J. Volosin (D) is listed on a Wikipedia mirror. Seven-member council (Mayor plus six at-large).
  • Candidates: Virginia Department of Elections HTML candidate lists "November 3, 2026 - Federal Offices" and "Local Offices", retrieved 2026-10-31 (robots.txt allows HTML; disallows *.csv/*.xls/*.xlsx/*.json, so the download files were not used). Parties and Incumbent flags as printed. Personal-style webmail addresses, phones and street addresses on the lists not copied; campaign-domain emails and campaign websites kept. Write-ins skipped. The City of Roanoke sample ballot could not be read (City host blocked).
  • Districts: Census geocoder (robots 404) City Hall match "215 CHURCH AVE SW, ROANOKE, VA, 24011" (-79.94443, 37.27077): CD-6, SD-4, HD-38. 7x7 grid over 37.20-37.34 N, 79.85-80.05 W (14 points inside "Roanoke city"): CD-6 and SD-4 on every point; HD-38 (12) and HD-40 (2). Only City Hall's are recorded. The congressional layer is the Census 120th-Congress map; the ELECT list confirms a 6th District contest.
  • Sitting members: Cline from house.gov/representatives (robots allows); Senators from the CC0 @unitedstates legislators-current.json; senate.gov not used. Suetterlein from apps.senate.virginia.gov (robots 404); Rasoul from house.vga.virginia.gov (empty robots). Official legislature emails kept; phones and P.O. boxes not copied. Governor Spanberger carried from us-richmond.
  • Next municipal election: Roanoke now elects council in November; the next Mayor election would be November 2028 (four-year term from January 2025) - inferred, not read from an official page. Not recorded: school board, Commonwealth's Attorney and other constitutional officers, judges. standsFor null for everyone. Ballotpedia and Wikipedia not used as sources.
