Notes on this record

How the lists were read, and what could not be.

  • Municipal: raleighnc.gov serves a Cloudflare managed challenge ('Just a moment...', HTTP 403) even for robots.txt — not bypassed. www.wake.gov (Wake County Board of Elections) disallows ClaudeBot in robots.txt and was not fetched; wakegov.com only 301-redirects and was not followed. The Mayor and seven Council Members are therefore taken from the NCSBE official 2024 general-election precinct results (CITY OF RALEIGH MAYOR; CITY COUNCIL AT-LARGE, vote for 2; DISTRICT A-E) and marked "unofficial": true. Raleigh's council is the Mayor plus 2 at-large and 5 district members (eight seats, matching the contests on both the 2024 results and the 2026 list). The City Manager, Attorney and Clerk are appointed; there is no other city-wide elected office.
  • City of Raleigh election 2026: the NCSBE 2026 all-contest list (Wake section, and the Durham section for the part of Raleigh in Durham County, which carries Mayor, At-Large and District E) includes CITY OF RALEIGH MAYOR (2 candidates), CITY COUNCIL AT-LARGE (4 candidates for 2 seats) and Districts A-E. Contests are non-partisan (no party printed). A non-partisan primary was held 2026-03-03 for At-Large (6 candidates; Cameron Zamot and James G. Bledsoe eliminated) and District C (4; Diana Angie Powell and Tolulope O. Omokaiye eliminated) per the NCSBE official 2026-03-03 precinct results; primary losers are excluded. Next municipal election after 2026-11-03: not verified — the term length for seats elected in 2026 is set by the City and could not be read on the blocked City site.
  • Incumbents not running: At-Large Council Member Jonathan Lambert-Melton is not on the 2026 list for any City seat. All other seven sitting municipal members are on the 2026 list for their own seats.
  • Congressional districts covering the city: Census TIGERweb polygon for Raleigh city (place 3755000) sampled on a 140x140 grid (8,510 points inside the city) against the 120th Congress districts (layer 54): NC-2 (8,419 points), NC-13 (61), NC-4 (29). All three sitting members (house.gov directory, retrieved 2026-10-22; cross-checked with legislators-current.json) are on the 2026 general list for their seats. Slivers under ~0.25 km could be missed.
  • State legislative districts covering the city by the same grid (2026 layers): Senate 15 (3,122), 16 (2,471), 14 (2,188), 18 (423), 17 (187), 13 (87), 22 (18), 20 (11); House 38 (1,563), 34 (1,461), 40 (1,339), 49 (1,310), 66 (1,142), 33 (667), 39 (384), 41 (359), 11 (196), 35 (61), 31 (29). Eight senate and eleven house districts; only city hall's (SD-15, HD-38) are recorded as people, per the brief.
  • State officeholders: ncleg.gov returned a Cloudflare 'Attention Required' 403 even for robots.txt — not bypassed. Governor Josh Stein is taken from governor.nc.gov (robots allows; home page names 'Governor Josh Stein'; retrieved 2026-10-22). SD-15 Jay J. Chaudhuri (D) and HD-38 Abe Jones (D) are taken from the NCSBE official 2024 general-election results and marked "unofficial": true. Abe Jones is UNOPPOSED on the 2026 list.
  • Candidates: NC State Board of Elections '2026 General Candidate List by Contest — Federal and State Only' and the all-contest version (PDFs, report time Oct 13, 2026 12:25 pm; header: Election 11/03/2026). 'Name on Ballot' is used as name; the legal name is kept in ballotName; party codes in ballotParty. Addresses printed on the list were not copied. Write-ins (including the many 2024 write-in rows) and primary losers excluded.
  • U.S. Senate 2026: open seat: Michael Whatley (REP), Roy Cooper (DEM), Shannon W. Bray (LIB), Michael Dublin (GRE). House: NC-2 Deborah K. Ross (D, inc.) vs Eugene F. Douglass (R), Matthew Laszacs (L); NC-4 Valerie P. Foushee (D, inc.) vs Mahesh (Max) Ganorkar (R), Guy Meilleur (L); NC-13 Brad Knott (R, inc.) vs Paul Barringer (D), Steven Swinton (L). SD-15 Jay J. Chaudhuri (D, inc.) vs David Bankert (R). Mayor: Janet Cowell (inc.) vs Ashleigh Heath Armstrong. At-Large (2 seats): Stormie Denise Forte (inc.), Joshua Bradley, Clark Rinehart, Sana Siddiqui. A: Mitchell Silver (inc.) vs Whitney Hill. B: Megan Patton (inc., unopposed). C: Corey Branch (inc.) vs Jared S. Ollison. D: Jane Harrison (inc.) vs Jevon Smith-Cook. E: Christina Jones (inc.) vs Marc Scruggs.
  • Robots/terms: ncsbe.gov and house.gov robots.txt allow (standard Drupal, no AI-agent lines); governor.nc.gov robots allows; s3.amazonaws.com dl.ncsbe.gov files are the public NCSBE downloads; geocoding.geo.census.gov and tigerweb.geo.census.gov public Census services; unitedstates.github.io CC0. Blocked, not bypassed: raleighnc.gov (Cloudflare challenge), ncleg.gov (Cloudflare), senate.gov (Akamai 403). Not fetched by instruction: www.wake.gov (robots disallows ClaudeBot).
