Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Keith Wilson from https://www.portland.gov/mayor; City Auditor Simone Rede from https://www.portland.gov/auditor/simone-rede; the 12 Councilors (three per district, Districts 1-4) from the member list on https://www.portland.gov/council, all retrieved 2026-10-22 (portland.gov robots.txt allows these paths). City offices are nonpartisan, so party is null. Portland's new form of government (charter reform, first elected November 2024) has a Mayor, an independently elected Auditor and a 12-member Council in four 3-member districts elected by ranked-choice (proportional) voting. Jamie Dunphy is Council President. Council headshots are linked, not copied; no reuse terms stated.
  • City offices on the November 3, 2026 ballot: City Auditor (Simone Rede, sole qualified candidate, so unopposed) and Council Districts 3 and 4 (three seats each, 4-year terms). Source: City Auditor's Register of City Candidates https://www.portland.gov/auditor/elections/run4office/2026-city-candidates (City Elections certified candidates to Multnomah County on September 3, 2026): 21 qualified in District 3 (incumbents Koyama Lane, Morillo, Novick all running) and 12 in District 4 (incumbents Clark, Green, Zimmerman all running). It matches the Multnomah County 'Ballot Content RCV' report of 9/22/2026 name-for-name (the county prints 'Esther Leon', the City 'Esther León'). Certified write-ins (Michael A. Johnson D3, Rachelle A. Dixon D4) skipped per brief; withdrawn/ineligible filers (Brandon Mullen, Genevieve Rose Greenwood, Rebekah Morgan) excluded. The register's candidate contact spreadsheet was not opened. Districts 1 and 2 and the Mayor are next elected November 7, 2028; Districts 3 and 4 after this election in 2030. A City charter measure (participatory budgeting, 2% of discretionary budget) is also on the ballot.
  • Congressional districts covering the city: Census TIGERweb polygon for Portland city (place 4159000, layer 28) sampled on a 160x160 grid (13,777 points inside) against the 120th Congress districts (layer 54, simplified to ~50 m): OR-3 (9,158 points), OR-1 (3,632), OR-5 (969), OR-6 (12). The OR-6 sliver (SW Portland in Washington County) was confirmed with the Census geocoder at two points (-122.7444,45.458 and -122.7513,45.4649: 'Portland city', 'Washington County', 'Congressional District 6'). Slivers under the grid spacing (~0.17 km) could be missed. City Hall geocodes to OR-1, State Senate District 17 and State House District 33 (2026 legislative layers).
  • Legislative districts covering the city by the same grid (2026 layers 56/58): Senate districts 22 (4,340 points), 23 (2,245), 17 (2,164), 24 (1,828), 21 (1,322), 14 (1,065), 19 (722), plus slivers of 25, 20, 13, 16 — 11 in all; House districts 44, 33, 45, 28, 47, 46, 48, 43, 42, 38, 41 and slivers of 39, 50, 34, 49, 27, 25, 31 — 18 in all. Only City Hall's SD-17 and HD-33 members are recorded, per the brief. Other Portland-area legislative contests are on the same Multnomah County report but are not recorded as people.
  • Sitting U.S. Representatives from https://www.house.gov/representatives (Oregon rows: Bonamici D OR-1, Dexter D OR-3, Bynum D OR-5, Salinas D OR-6), retrieved 2026-10-22. U.S. Senators Ron Wyden (term ends 2029-01-03) and Jeff Merkley (2027-01-03), both Democratic: senate.gov returned HTTP 403 (robots.txt too), so they come from the CC0 @unitedstates legislators-current.json. No federal photos linked.
  • State: Governor Tina Kotek from https://www.oregon.gov/gov/pages/index.aspx (oregon.gov robots.txt does not disallow /gov). SD-17 Senator Lisa Reynolds and HD-33 Representative Shannon Isadore (ballot name 'Shannon Jones Isadore') from the Oregon Legislature member pages (oregonlegislature.gov/senate/Pages/SenatorsAll.aspx and /house/Pages/RepresentativesAll.aspx; party printed 'Democratic'). Their official @oregonlegislature.gov emails are recorded; Capitol phones are not. Member photos linked; no reuse terms stated.
  • Candidates: Multnomah County Elections 'Ballot Content' (Report E-019, generated 9/22/2026, November General Election 2026) https://multco.us/file/ballot_content_-_nov._2026/download, linked from https://multco.us/info/november-3-2026-general-election. It prints no addresses or phones. Oregon is a fusion state: the ballot lists every party that nominated a candidate (e.g. 'Democrat, Working Families'; 'Republican, Libertarian'); kept verbatim in ballotParty, with party/partyShort set to the first-listed party. Contests: U.S. Senate (Merkley seat; 4 candidates), OR-1, OR-3, OR-5, Governor (3), SD-17 (2), HD-33 (2). OR-6 is not on Multnomah's ballot: its candidates (Andrea Salinas, 'Democrat, Independent'; David Russ, Republican) come from the Secretary of State's 'List of Candidates' in the official 2026 General Election Voters' Pamphlet (Clackamas edition Book 14, confirmed in Washington edition Book 12), which states it is 'a complete listing of federal and state candidates filed for the November 3, 2026, General Election, as prepared by the Secretary of State'. The Multnomah edition (Book 13) list matches the county report for every contest recorded here. Primary losers and write-ins excluded.
  • standsFor (44 of 62 people): quoted from the candidates' own statements in the official voters' pamphlets — Oregon SOS 2026 General Election Voters' Pamphlet (Book 13 Multnomah; Book 14 for OR-6), which says 'Statements and measure arguments are printed as submitted. The Secretary of State does not fact check the information'; and the Multnomah County Voters' Pamphlet, November 2026 (City Auditor and Council candidates, pages M-52 to M-66), which says 'The above information has not been verified for accuracy by Multnomah County'. Null where the person filed no statement (Gary Lyndon Dye, Loran Ayles, Andrea Townsend, John A N Chee; City: Ali Beaudoin, Heart Free Pham, Darren McCormick, Kimberly Tucker, Guy Frankenstein, John J Goldsmith) and for officeholders not on the ballot (Wyden, Wilson, D1/D2 councilors). Phones/emails printed in statements were not copied.
  • Robots/terms: portland.gov and multco.us (Drupal default robots; paths used allowed), sos.oregon.gov and www.oregon.gov (paths used allowed), oregonlegislature.gov (allowed), house.gov (allowed), geocoding.geo.census.gov and tigerweb.geo.census.gov (public Census services; tigerweb robots.txt returns a rejection page), unitedstates.github.io (CC0). Blocked, not bypassed: senate.gov (403); washingtoncountyor.gov (Cloudflare 'Just a moment' challenge on every path incl. robots.txt); ORESTAR candidate search secure.sos.state.or.us/orestar (F5 JavaScript bot challenge). Neither was needed: the SOS pamphlet candidate list covers OR-6.
  • No home addresses, personal phones or personal emails recorded. Wikipedia, Ballotpedia and news were not used as a source for anyone (web search was used only to locate the official county/state files).
