Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor John B. Muns and 7 Council Members from the City of Plano 'Your Mayor and City Council Members' menu and each member page on plano.gov, retrieved 2026-10-22 (robots.txt allows all pages; Crawl-delay 20 honoured). Mayor Pro Tem Rick Horne; Deputy Mayor Pro Tem Vidal Quintanilla. The page bodies are rendered client-side by CivicPlus and the served HTML carries only titles and meta descriptions: Places come from those descriptions (Kehr Place 2, Horne Place 3, Krupa Downs Place 4, Lavine Place 5, Quintanilla Place 8; the Mayor's says only 'elected Mayor of Plano in 2021'). The Maria Tu and Shun Thomas pages print no Place, so seat is null. News coverage (not used as a source) puts Tu in Place 1 and Thomas in Place 7, elected in a special election on 2026-01-31 to the remainder of a term ending May 2027. Tu's page meta description still says 'Mayor Pro Tem' (stale; the page title and menu say Councilmember). Plano council members are elected at-large; offices are non-partisan; no other city-wide elected office (council-manager city). No council photos are linked: none is in the served HTML.
  • Next Plano municipal general election: May 2027 (Texas uniform election date, first Saturday in May = 2027-05-01). The City's Elections and Special Election Notices pages are client-rendered and could not be read, so whether Plano has any measure on the 2026-11-03 ballot could not be confirmed; no City of Plano council offices are up.
  • Congressional districts covering the city: Census TIGERweb polygon for Plano city (place 4858016) sampled on a 160x160 grid (14,551 points inside the city). 120th Congress map (2025 Texas map used for 2026): TX-4 (9,716 points), TX-3 (4,311), TX-26 (522), TX-32 (2 - an edge sliver). 119th Congress map (sitting members): TX-4 (7,401), TX-3 (4,794), TX-32 (1,834), TX-26 (522). Sitting members and candidates are listed for all four. Slivers smaller than the grid spacing (~0.1-0.15 km) could be missed.
  • City hall coordinates (33.0204, -96.6992): Census geocoder puts them in Plano city, Collin County, TX-3 (120th), State Senate District 8 and State House District 70 (2026 layers); TIGERweb 119th layer puts them in TX-32. Districts covering the city by the same grid: 4 Texas Senate (SD-8 14,024 points, SD-30 502, SD-12 20, SD-2 5) and 7 Texas House (HD-70 5,046, HD-66 4,777, HD-89 1,847, HD-33 1,243, HD-67 1,116, HD-65 520, HD-106 2 - an edge); only city hall's are listed per the brief. Plano lies in Collin and Denton counties.
  • Candidates: Plano's own counties could not be read - collincountytx.gov and eagenda.collincountytx.gov return an Incapsula 403 even for robots.txt; votedenton.gov (Denton) and dallascountyvotes.org (Dallas) serve an AWS WAF CAPTCHA page; none bypassed or retried. The Texas SOS candidate site was not used (robots.txt disallows ClaudeBot). Candidates were therefore read from official sample ballots of other counties in the same districts, retrieved 2026-10-22: Hunt County precinct sample ballots (all 41 precincts; Pct 101 for U.S. Senate, TX-3 and Governor; Pct 213 for TX-32), Grayson County's all-precinct sample ballot (TX-4) and Cooke County's all-precinct sample ballot (TX-26; a scanned PDF whose OCR reads 'Brandon Giff' - the printed name is Brandon Gill, the sitting member). U.S. Senate and Governor lines are identical on the Hunt and Grayson ballots. Write-in lines skipped; party as printed (REP/DEM/LIB) mapped to full names.
  • Texas Senate District 8 is not on the 2026 ballot: Hunt County lies in SD-8 on the 2026 layer and none of its 41 precinct sample ballots carries a state senate contest. Texas House District 70 lies only in Collin, Denton and Dallas counties, whose sites are blocked, so its 2026 candidates (and whether Mihaela Plesa is running) could not be read; her party is not printed on the TLO page and is left null.
  • Open seats among those captured: U.S. Senate (Cornyn not on the ballot; Ken Paxton is the Republican nominee) and TX-32 on the 2025 map (Julie Johnson not on the Hunt TX-32 ballot). Incumbents on the ballot: Keith Self (TX-3), Pat Fallon (TX-4), Brandon Gill (TX-26), Greg Abbott (Governor). Unopposed: none among the seats captured.
  • Sitting members: U.S. Representatives from https://www.house.gov/representatives (Texas rows: Self TX-3, Fallon TX-4, Gill TX-26, Julie Johnson TX-32), retrieved 2026-10-22; house.gov lists no photos. U.S. Senators (Cornyn, Cruz, both Republican) from Tarrant County's 'Elected Officials Representing Tarrant County as of August 06, 2026' PDF (office addresses and phone numbers there not copied), because www.senate.gov returns HTTP 403 (Akamai) to robots.txt. Governor from Texas SOS Statewide Elected Officials (www.sos.texas.gov; robots.txt empty). SD-8 from senate.texas.gov/member.php?d=8 (Angela Paxton, Republican); HD-70 from capitol.texas.gov (TLO, 89th Legislature) - house.texas.gov not used (robots disallows ClaudeBot). congress.gov not used. No standsFor captured.
  • Robots/terms: www.plano.gov (allows all; Crawl-delay 20 honoured; no reuse licence stated), house.gov (allows /representatives), senate.texas.gov (allows member pages; disallows /_assets - the SD-8 photo URL is under /members/, not fetched, only linked), capitol.texas.gov (allows /Members), www.sos.texas.gov (empty robots.txt), www.tarrantcountytx.gov (Crawl-delay 30, honoured), www.huntcounty.net, www.co.grayson.tx.us and www.co.cooke.tx.us (robots.txt 404; no terms shown on the ballot pages), geocoding.geo.census.gov (robots.txt 404), tigerweb.geo.census.gov (robots.txt request rejected by a firewall page; REST query service answered), content.civicplus.com (robots allows; not used). Blocked: collincountytx.gov, eagenda.collincountytx.gov (Incapsula 403), votedenton.gov, dallascountyvotes.org (CAPTCHA), www.senate.gov (403).
