Notes on this record

How the lists were read, and what could not be.

  • Mayor and council (9) from City of Phoenix — Mayor and City Council, https://www.phoenix.gov/administration/mayorcouncil.html (retrieved 2026-10-14); official emails from each councilmember's contact page.
  • City council election 2026-11-03 for Districts 2, 4, 6 and 8 (four-year terms beginning 2027-04-19), county-conducted; if no candidate wins 50%+1 the top two go to a city-run runoff on 2027-03-09. Source: https://www.phoenix.gov/administration/departments/cityclerk/programs-services/elections/november-election-26.html. Candidates from the City Clerk's Certified List of Qualified Candidates dated 2026-07-16 (16 candidates). District 2 (Jim Waring) and District 4 (Laura Pastor) incumbents are not on the list. Mayor and Districts 1, 3, 5, 7 are next elected in November 2028.
  • Council candidates' Notices of Candidacy (optional contact filings) were not copied — they carry personal contact details. No candidate websites recorded.
  • NOT CAPTURED — federal and state candidates for 2026-11-03: the official lists (Arizona Secretary of State azsos.gov; Maricopa County Elections elections.maricopa.gov, incl. '2026 General Election Maricopa County Candidates On Ballot' PDF) return Cloudflare 'Just a moment' challenges to scripted requests, robots.txt included; no bypass attempted. Search results and news indicate Governor Hobbs (D) vs Andy Biggs (R) and an open AZ-1 seat (Schweikert ran for governor), but per the brief nobody is marked running from news. Jim: open the Maricopa 'Candidates On Ballot' PDF in a browser to fill U.S. House AZ-1/3/4/7/8, Governor, and LD 11 candidates.
  • Candidate campaign websites and campaign emails from the City of Phoenix Publicity Pamphlet for the 2026-11-03 Council Election (page 8, 'as provided by each candidate'); phone numbers not copied; one plainly personal address (icloud) left null. No candidate statements are printed in the pamphlet, so standsFor is null throughout.
  • Federal: Senators from the Official Congressional Directory (GPO, 20 Feb 2026, text edition) — Kelly re-elected 2022, Gallego elected 2024, so NO U.S. Senate seat is on Arizona's 2026 ballot. senate.gov and congress.gov return Akamai/Cloudflare blocks to scripts and were not used.
  • Congressional districts covering Phoenix: 1, 3, 4, 7 and 8 (share of city land area computed by intersecting the Census TIGERweb 'Phoenix city' place polygon with 120th-Congress district polygons: CD3 35.8%, CD8 30.4%, CD1 28.7%, CD4 4.4%, CD7 0.6%; CD9 and CD2 touch only as boundary slivers ≤0.01% and are excluded). City Hall (200 W Washington St) geocodes to AZ-3 and Legislative District 11 (Census Geocoder). Members from the House Clerk's MemberData.xml (1 Oct 2026). No member photos linked.
  • State legislature: Arizona elects one senator and two representatives per legislative district. City Hall is in LD 11; its three members are from the azleg.gov Senate and House member rosters (retrieved 2026-10-14; the roster prints only the mailbox name, completed here as @azleg.gov). Phoenix is covered by 12 legislative districts (share of city area: LD11 18.5%, LD2 14.7%, LD28 13.1%, LD4 11.3%, LD3 8.8%, LD5 8.7%, LD22 7.1%, LD26 5.9%, LD12 4.2%, LD27 3.0%, LD24 2.5%, LD8 2.3%; LD16 and LD29 boundary slivers only) — only LD 11 is listed. azleg.gov asks a 120-second crawl delay; only a handful of requests were made.
  • Governor: Katie Hobbs (Democratic), sourced from an Arizona House news release of 2026-01-16 because azgovernor.gov and azsos.gov return Cloudflare challenges. The Governor (on a joint ticket with Lieutenant Governor for the first time) is on the 2026-11-03 ballot; she is left as 'elected' rather than 'incumbent-running' because the certified candidate list could not be opened.
  • RECHECK 2026-10-31 — federal/state candidates still NOT CAPTURED: robots.txt itself answered Cloudflare 'Just a moment' (HTTP 403) on elections.maricopa.gov, recorder.maricopa.gov, azsos.gov, www.azsos.gov, apps.azsos.gov, arizona.vote, www.arizona.vote, apps.arizona.vote, results.arizona.vote, azcleanelections.gov and www.azcleanelections.gov; no HTML/CSV copy of the '2026 General Election Candidates On Ballot' list exists on any reachable official host (www.maricopa.gov, the County's main CivicPlus site, allows ClaudeBot but carries no candidate list). Search results show the County filer PDFs (elections.maricopa.gov/asset/jcr:d046889e-.../2026.08.06 General Filers.pdf) but they sit behind the same block. No bypass, no other User-Agent or tool. Jim: open the Maricopa 'Candidates On Ballot' list in a browser to add U.S. House, Governor and the city-hall legislative district candidates.
