Notes on this record

How the lists were read, and what could not be.

  • Districts: City Hall point (34.1975, -119.1771) sent to the Census Geocoder: CA-26 (120th), SD-21 and AD-38 (2026 vintages). A 12x12 point grid over the city's bounding box (-119.25..-119.10, 34.13..34.27; Current_Current and ACS2025_Current vintages) put 46 points inside Oxnard city, all 46 in CA-26 on the 119th and 120th maps, SD-21 and AD-38 on the 2024 and 2026 legislative vintages; no errors. The SOS Roster's Oxnard entry agrees (CD 26, SD 21, AD 38). Slivers narrower than the ~1.3 km grid spacing could be missed.
  • Federal: house.gov Directory of Representatives (California 26th row) and the CC0 @unitedstates legislators-current.json, both retrieved 2026-10-22. Brownley is not on the 2026 SOS certified list for any office; CA-26 is open. Senators Padilla (term to 2029) and Schiff (term to 2031) come from the CC0 dataset; no U.S. Senate contest is on the 2026 SOS list.
  • Candidates (federal and state): California Secretary of State 'Certified List of Candidates for the November 3, 2026, General Election', certified 2026-08-27, fetched 2026-10-22. The list marks state incumbents with '*' but not federal ones. Party preference and ballot designation as printed; the list prints no addresses. Governor Newsom from the Governor's Proclamation (SOS PDF); SD-21 Monique Limón from senate.ca.gov/senators; AD-38 Steve Bennett from assembly.ca.gov/assemblymembers.
  • Municipal officeholders: SOS 'California Roster 2026 - Incorporated Cities and Town Officials' (PDF last modified 2026-10-06; data supplied by the city): Mayor Luis A. Mc Arthur; Vice Mayor/Mayor Pro Tempore Gabe Teran; Councilmembers Gabriela Basua, Bert E. Perello, Michaela Perez, Gabriela Rodriguez, Aaron Starr; City Clerk Lourdes A. Lopez; Treasurer Philip Molina. The council is elected by district (six districts) with the mayor elected city-wide. The Roster gives no district numbers, so council seats are null. The Roster's city address and phone are not copied into any person row. Oxnard municipal offices are non-partisan: party null / partyShort 'None'.
  • City 2026 election, NOT captured: the City Clerk's candidate roster (oxnard.gov/wp-content/uploads/pdfs/departments/city-clerk/general-municipal-election-activity-roster-nov-2026.pdf) and election page are on www.oxnard.gov, which returns a Cloudflare 'Attention Required' 403 to this User-Agent on every content path tried (home page, sitemap.xml, sitemap.html). Not retried with any other agent or tool. Ventura County Elections is also unreachable: recorder.countyofventura.org answers robots.txt with an F5 'Request Rejected' page, and venturavote.org serves an expired TLS certificate (HTTPS fails) and 403/301 over HTTP. So no Oxnard council candidate and no incumbent's re-election status is recorded. A web-search summary of the city's roster PDF (not fetched, not used for any status) suggests District 1: Bert E. Perello, John Barrick, Eduardo Huerta; District 2: Gabriel Teran, Lizanne M. Nanez; District 5: Gabriela Basua, Noemi Corpuz - leads only, to be confirmed from the City Clerk's certified list when the site can be read. If confirmed, Perello, Teran and Basua become incumbent-running and their seats are Districts 1, 2 and 5.
  • Next municipal elections: Districts 1, 2 and 5 on 2026-11-03 (per the city's election page as shown in search results; page not fetched). Mayor (four-year term, elected 2024), Districts 3, 4 and 6, City Clerk and City Treasurer next in November 2028 - inferred from the four-year staggered cycle, not read from an official page.
  • Robots/terms: oxnard.gov robots.txt (also served for oxnard.org) disallows only CCBot, GPTBot, Google-Extended, PetalBot, SemrushBot, MJ12bot and AhrefsBot - not this agent - but the site's Cloudflare blocks it, so no terms page could be read. sos.ca.gov robots.txt is empty; elections.cdn.sos.ca.gov and admin.cdn.sos.ca.gov return S3 'AccessDenied' for robots.txt (no file). house.gov, senate.ca.gov and assembly.ca.gov robots allow the member pages used. senate.ca.gov's conditions-of-use link goes to leginfo.legislature.ca.gov, which showed a Cloudflare challenge even for robots.txt (not run). house.gov /privacy returned 404. geocoding.geo.census.gov has no robots.txt (404). oxnard.legistar.com has no Oxnard client ('Invalid parameters!'). One User-Agent throughout; no terms accepted, no forms, no logins. Write-ins and primary losers excluded. No street addresses recorded.
