Notes on this record
How the lists were read, and what could not be.
- Candidates: Kansas Secretary of State 'Candidate List' web table (sos.ks.gov/elections/elections_upcoming_candidate.aspx, election selector '2026 General', submitted as the page's own form; read 2026-10-22). The page says the table 'is updated automatically as each candidate files valid petition forms or declaration of intention forms'. It prints home and mailing addresses, phones and some emails; none were copied. Only name, office, district, party, filing date and the printed web address are used. Write-ins and primary losers are excluded (the General list carries nominees only).
- Recorded races: U.S. Senate (Marshall's seat; Moran's runs to 2029), U.S. House KS-3, Governor / Lt. Governor (open seat; recorded as the governor candidate, with the running mate in the note), and Kansas House District 22 (city hall). HD-22 is unopposed on the list: Reed Krewson (D) is the only candidate, and sitting Rep. Lindsay Vaughn is not on the list. City hall's senator, Dinah Sykes (SD-21), is on the 2026 list for Commissioner of Insurance, so she is recorded as incumbent-running with runningFor set. The other statewide races on the ballot (Secretary of State, Attorney General, State Treasurer, Commissioner of Insurance) are not recorded as people.
- Johnson County Election Office (www.jocoelection.org) answered a Cloudflare managed challenge ('Just a moment...', HTTP 403) even to robots.txt. It was not bypassed, so no county sample ballot or county candidate list was read. All candidates come from the state list.
- Districts: the Census geocoder, queried by city-hall coordinates (x=-94.68368, y=38.97484, from a Census match of the City Hall address), puts city hall in Overland Park city, Johnson County, Congressional District 3 (120th), State Senate District 21 and State House District 22 (2026 layers). Census TIGERweb: the Overland Park place polygon (GEOID 2053775) intersects CD-3 and CD-4 (MO). A 6,745-point sample grid inside the polygon falls 100% in CD-3, so KS-3 covers the whole city. The same grid puts parts of the city in 6 state senate districts (35, 8, 11, 7, 21, 6) and 15 state house districts (27, 8, 29, 16, 48, 22, 20, 28, 24, 19, 26, 21, 23, 49, 108). Districts 23 and 10 (senate) and 25, 31 and 33 (house) only touch the edge and got no sample points. tigerweb.geo.census.gov answered robots.txt with a WAF 'Request Rejected' page and stated no rules; its map services answered.
- Sitting members: the U.S. Representative is from house.gov/representatives (Kansas table). senate.gov returned Akamai HTTP 403 to robots.txt and was not bypassed, so Senators Moran and Marshall come from the CC0 @unitedstates legislators-current.json, which also confirms Davids (KS-3, term to 2027-01-03). State legislators are from the kslegislature.gov 2025-2026 member pages and district-sorted lists (robots.txt 404, no rules). Official emails there are Cloudflare-obfuscated and were not decoded, so email is null. Governor: www.governor.ks.gov returned Akamai 'Access Denied' (403) to robots.txt, so Laura Kelly is sourced from the SOS 2022 General Election Official Vote Totals PDF. She is term-limited and not on the ballot.
- Municipal: www.opkansas.gov (www.opkansas.org redirects to it; robots.txt has no Disallow for '*' but sets Crawl-delay: 20 in the group that includes '*', which was honoured) renders most page bodies by script from content.civicplus.com. The CivicPlus content API was not used: content.civicplus.com robots.txt only allows /api/assets/*. The Mayor's Office page's server-rendered heading reads 'Mayor Curt Skoog'. The City Council page's server text says the council 'is made up of 12 Overland Park residents ... elected from each of the city's six wards and serve staggered, four-year terms', but its member list is script-loaded. The 12 council members therefore come from the City's own ArcGIS Online 'Ward Precincts' feature service (org YQsWDBr0DjMtoTQo, owner chris.sims.op, data last edited 2026-09-04), which backs the City's public 'Councilmember Map' (owner Dee.Kaufman@opkansas.org). Its member URLs point to retired www.opkansas.org paths and are not linked. Overland Park elections are non-partisan: party null, partyShort 'None'. No council photos, emails or term dates.
- Next City of Overland Park election: none on the 2026-11-03 ballot. Kansas city elections are held in odd-numbered years on the Tuesday after the first Monday in November, which makes the next one November 2, 2027 (the council seats whose staggered terms end then). That date is computed from the statutory pattern, not read from the City (whose 'Voting and Elections' page defers to the Johnson County Election Office) or from the County (blocked).
- Robots/terms: sos.ks.gov (allows /elections; disallows /api/ and /ent/, not used; no terms page found, only a KORA policy statement). house.gov (allows /representatives; Terms of Use: 'government-produced materials appearing on this site are not copyright protected'; the terms were read just after the directory page, not before). kslegislature.gov (robots 404; no terms page found). geocoding.geo.census.gov (robots 404). unitedstates.github.io (robots 404; data CC0). www.arcgis.com (User-agent: * with no Disallow). services1.arcgis.com (robots 403 'Invalid URL'; no rules stated). www.opkansas.gov (Disclaimer page body is script-loaded and could not be read). Blocked: senate.gov and www.governor.ks.gov (Akamai 403), www.jocoelection.org (Cloudflare challenge). Following a redirect from the City's Meeting Agendas page reached opkansas.civicweb.net/Portal/ once. That host's robots.txt (read right after) is 'User-agent: * Disallow: /', so the fetched page was deleted unread and nothing from it is used.
- No home addresses, phones or personal emails recorded; geocoder links use coordinates. standsFor is null for everyone (no candidate statements were read). Photos are linked only for SD-21 and HD-22 (kslegislature.gov, no reuse terms stated); none were copied.
