Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Buddy Dyer and the six District Commissioners from https://www.orlando.gov/Our-Government/Mayor-City-Council (robots.txt allows that path; retrieved 2026-10-22). The page says: 'Members of the Orlando City Council are the Mayor, elected at-large, and six City Commissioners who are elected from respective districts. All are elected for four-year terms.' The charter creates no other city-wide elected office. Orlando elections are non-partisan (party null). Official orlando.gov emails as printed; office phones and aides' contacts not copied. Photos are linked from the page, not copied.
  • City elections: the City Clerk's Election Information page (https://www.orlando.gov/Our-Government/Records-and-Documents/Election-Information) says 'The next General Election will be held on Tuesday, November 2, 2027, to elect the positions of Mayor and Commissioner Districts 2, 4, and 6' (candidates take office 2028-01-10). No City office is on the 2026-11-03 ballot. Districts 1, 3 and 5 were elected in 2025 (District 3 by a 2025-12-09 run-off, per the canvassing notice). No 2027 City candidates recorded.
  • Candidates: Florida Division of Elections Candidate Tracking System, 2026 General Election (elecid 20261103-GEN), County = Orange, Status = ALL (except WIT/DNQ), Office = ALL, retrieved 2026-10-22 (no robots.txt — 404). The Division calls it an 'unofficial reference'; it is the state's own qualifying list. Kept: Qualified or Unopposed for U.S. Senate, U.S. House for the districts covering the city, Governor (with the Lt. Governor running mate as printed), and HD-42 (city hall). Dropped: Defeated (primary losers), write-ins (WRI: Kathy Anderson and Erik Morris for Governor), Cabinet races (outside the brief; on the ballot: AG Uthmeier v. Rodriguez, CFO Ingoglia v. Taddeo, Agriculture Simpson v. Mendoza Atkins v. write-in), judicial and other Orange County legislative seats. Candidate detail pages (which print addresses) not opened. Party codes: DEM, REP, NPA (partyShort Independent), LPF.
  • Congressional districts: city hall (coordinates 28.5416, -81.3792) geocodes to Congressional District 10 on the Census geocoder's '120th Congressional Districts' layer (Florida's new map for 2026). The Census 2020 relationship file tab20_cd11920_place20_st12.txt (119th, current members) puts Orlando city land in FL-9 (153.1 km2), FL-10 (133.2 km2) and FL-11 (0.2 km2). No place relationship file exists yet for the 120th map, so a 2.5 km grid of 47 Census-geocoder points inside Orlando city was sampled: 26 in CD-10, 21 in CD-9, none elsewhere. Current members recorded: Soto (FL-9), Frost (FL-10), Webster (FL-11 sliver). 2026 candidates recorded for FL-9 and FL-10 only; a small 120th FL-11 or FL-8 sliver cannot be ruled out by the sample (the Orange County list also carries FL-8 and FL-11 because both touch Orange County). FL-10: Maxwell Frost is listed 'Unopposed' — elected at qualifying, not on the November ballot. Daniel Webster (FL-11) is not on the 2026 list.
  • U.S. Senate: the 2026 ballot carries only the special election for the Rubio seat (Ashley Moody REP incumbent; Angie Nixon DEM; Neil J. Gillespie NPA). Rick Scott's seat is not up. Senators from the CC0 @unitedstates legislators-current.json because senate.gov returned HTTP 403 even for robots.txt; Representatives from https://www.house.gov/representatives (robots allows). No federal photos linked.
  • State: Governor Ron DeSantis is term-limited (open seat). flgov.com was not fetched (its robots.txt disallows Claude agents, per the us-tampa agent on 2026-10-22); the row reuses the us-jacksonville reading of 2026-10-15. City hall geocodes to Florida Senate District 17 and House District 42 ('2026 State Legislative Districts' layers). SD-17: Carlos Guillermo Smith (Democrat) from https://www.flsenate.gov/Senators/s17 (robots allows; Crawl-delay 10 honoured); SD-17 is not on the 2026 list. HD-42: 'Eskamani, Dr. Anna V.', Democrat, term 11/06/24 - 11/03/26, from the flhouse.gov Representatives list (robots allows); she is not on the 2026 HD-42 list, which carries Felipe Sousa Lazaballet (DEM) v. Bonnie Jackson (REP). The same 47-point sample found Orlando in Senate Districts 10, 15, 17 and 25 and House Districts 35, 40, 41, 42, 43 and 44 (at least; slivers may be missed). Only the city-hall seats are listed, per the brief.
  • Hosts: orlando.gov (robots allows the council and election pages; it disallows /System-pages/* — the Website Legal Notices page sits under that path and was fetched once by mistake before the rule was checked; its text is quoted only to state the reuse restriction), dos.elections.myflorida.com (no robots.txt), geocoding.geo.census.gov (no robots.txt), www2.census.gov (robots allows), house.gov (allows), senate.gov (403 on robots.txt — not used), unitedstates.github.io (no robots.txt), flsenate.gov (allows, Crawl-delay 10), flhouse.gov (allows). The Orange County Supervisor of Elections sample ballot was not read. One User-Agent throughout: 'ResearchUpon-politics/1.0 (civic research; +https://researchupon.com)'. A network outage interrupted the first district sample; it was re-run, not retried with a different tool or UA.
  • Terms: orlando.gov Website Legal Notices say 'To the extent allowed by the Public Records Act, commercial use of the website materials is prohibited without the written permission of the City of Orlando.' Facts about public officials are public record, but treat City photos as linked-only, never copied. No home addresses, phones or personal emails are recorded. standsFor is null for everyone (no candidate statements read). Luis-Viera-style resign-to-run cases: no Orlando Commissioner or the Mayor appears on the 2026 Orange County list.
