Notes on this record

How the lists were read, and what could not be.

  • Region scope: local record us-orange carries display 'Orange County ("The OC"), California' but name 'Orange CA', type CITY, centre in the City of Orange and population 138,723 (the city, not the 3.1M county). This record is for the City of Orange; Orange County Board of Supervisors members are not included.
  • City website blocked: www.cityoforange.org answers robots.txt with HTTP 403 — treated as a block, not retried by any other host spelling or tool. So no city council page, photos or official emails. Council roster from the SOS California Roster 2026 (Mayor Dan Slater; Vice Mayor/Mayor Pro Tempore Denis Bilodeau; D1 Arianna Barrios, D2 Jon Dumitru, D3 Kathy Tavoularis, D4 Denis Bilodeau, D5 Ana Gutierrez, D6 John Gyllenhammer), cross-checked with the OC Registrar proof list's incumbents (Slater, Bilodeau, Gyllenhammer; D1 'No Incumbent' because Barrios runs for Mayor). The Roster also lists City Clerk Pamela Coleman and Treasurer Garrett Smith without saying whether they are elected; not recorded as people.
  • City candidates: OC Registrar of Voters Contest/Candidate Proof List (printed 2026-08-28), contests 5181 (Mayor: Slater, Barrios), 5182 (District 1, 4 of 5 filers qualified: St Clair, Romero, Ricci, Glasgow — the contest went into the extension period), 5185 (District 4: Bilodeau only) and 5187 (District 6: Moeller only). counts.unopposed = 2 (Bilodeau, Moeller). The contests page https://ocvote.gov/elections/contests-qualified-for-the-ballot-for-the-2026-general-election lists Orange's Mayor, Council D1/D4/D6 and Measures I, J, K; no City Clerk or Treasurer contest. Non-partisan.
  • standsFor for all 8 city candidates quoted from their Candidate Statements published by the OC Registrar (ocvote.gov/fileadmin/user_upload/elections/GEN2026/cs/5181-1, 5181-2, 5182-1..4, 5185-1, 5187-1). Websites as printed in the statements; Barrios's statement prints a campaign email (kept) and a phone (not copied); Bilodeau's prints a phone (not copied).
  • Districts: Census TIGERweb Orange city polygon (GEOID 0653980) on a 50x50 grid (1,193 points inside) against the 119th (tigerWMS_ACS2025) and 2026 (tigerWMS_Current) layers: CA-40 and CA-46 on both maps; State Senate 34 and 37; Assembly 59 and 68. City Hall (Census geocoder): CD-46, SD-37, AD-68. Only City Hall's legislators are recorded; AD-59 (Phillip Chen* R v Victor Hernandez Green) and SD-34 (Valencia D v Rhonda Shader R) are noted, not recorded.
  • State and federal candidates from the California SOS Certified List (2026-08-27; host robots 403, so read from another ResearchUpon agent's same-day copy), cross-checked with the OC proof list. Sitting Representatives from house.gov/representatives; Senators from the CC0 @unitedstates list; SD-37 from senate.ca.gov/senators; AD-68 from assembly.ca.gov/assemblymembers.
  • Next City of Orange municipal election: November 2028 (Mayor and Districts 2, 3, 5) — inferred from two-year mayoral and four-year staggered council terms, not read from a city page.
  • Hosts: ocvote.gov, www.house.gov, www.senate.ca.gov, www.assembly.ca.gov, unitedstates.github.io, geocoding/tigerweb.geo.census.gov — no blocks. Blocked: www.cityoforange.org (robots 403).
