Notes on this record

How the lists were read, and what could not be.

  • Candidates: Virginia Department of Elections HTML candidate lists 'November 3, 2026 - Federal Offices' (updated 10/6/26) and 'Local Offices' (updated 10/9/26), NORFOLK CITY rows, cross-checked name-for-name against the Norfolk Office of Elections 'List of Qualified Local Candidates' (PDF, updated 9/18/2026) and the five ward sample ballots (Norfolk Electoral Board, 'General and Special Elections, Tuesday, November 3, 2026', DocumentCenter 114990-114994). They agree. ELECT's robots.txt disallows *.csv/*.xlsx/*.json, so the downloadable files were not used. Write-ins and primary losers excluded.
  • U.S. Senate: Mark R. Warner (D, inc.) vs Bert Mizusawa (R). VA-3: Robert C. "Bobby" Scott (D, inc.) vs Edwin Rivera, Jr. (R), Makiba A. Gaines (I), Stephen C. Woll (I). City Council: Ward 1 Scott R. Guirlinger UNOPPOSED (open seat; Vice Mayor Martin A. Thomas Jr. not on the list); Ward 2 Courtney R. Doyle (inc.) UNOPPOSED; Ward 3 Mamie B. Johnson (inc.) vs Sikaiadah Newton; Ward 4 John E. "J.P." Paige (inc.) vs Jacquetta D. Garris, Jazmine Emily Garcia; Ward 5 Tommy R. Smigiel, Jr. (inc.) UNOPPOSED.
  • Local candidates carry party 'Independent' on the ELECT list, but Virginia local ballots carry no party (Va. Code 24.2-613, quoted on the ELECT page) and the Norfolk sample ballots print none, so council candidates have party null / partyShort 'None' with the list value in ballotParty. School Board (Wards 1-5 also on the ballot) skipped per the brief.
  • Municipal elections: Norfolk City Council = Mayor (city-wide) + 5 wards + 2 superwards. City election schedule (PDF rev. 2.9.2026): Nov. 3, 2026 City Council & School Board by Ward; Nov. 7, 2028 Mayor and City Council & School Board by Superward; Nov. 5, 2030 wards again. Norfolk is council-manager; City Manager, Attorney, Clerk, Auditor and Assessor are appointed by Council.
  • Sitting Mayor and council from the City Council page and 'Norfolk's Elected Officials' page (norfolk.gov, retrieved 2026-10-22), with official norfolk.gov emails from the latter. Office phone numbers not recorded. Constitutional officers (Clerk of Circuit Court, Commonwealth's Attorney, Sheriff, Commissioner of the Revenue, Treasurer) included as municipal from the same page, party '(D)' as printed; none is on the 2026 ballot (Clerk 2027; others 2029).
  • Congressional district: City Hall (Census geocoder, coordinates -76.287113, 36.844469) is in VA-3; all five ward sample ballots carry only 'House of Representatives 3rd District', and the City's Elected Officials page lists only Bobby Scott, so VA-3 is the only district recorded. No polygon-grid test was run.
  • State legislative districts covering Norfolk per the City's Elected Officials page: Senate 20 (Bill DeSteph, R) and 21 (Angelia Williams Graves, D); House 92, 93, 94, 95 (Bonita Anthony, Jackie Hope Glass, Phil Hernandez, Alex Q. Askew, all D) — the House member list's district descriptions agree (four districts name Norfolk). Only City Hall's SD-21 and HD-92 members are recorded as people. No General Assembly seat is on the 2026 ballot (next Nov. 2, 2027).
  • Photos: City of Norfolk portraits linked from the City Council page (the City privacy policy states no reuse terms); State Senate, House of Delegates and Governor portraits linked (pages state no terms; the vga.virginia.gov Terms of Service page reads 'Content coming soon.'). No federal photos linked: senate.gov / house.gov not visited.
  • Emails: official addresses for officeholders; for candidates, campaign-domain addresses and plainly campaign-named webmail only. Personal-style webmail on the list (Mizusawa, Woll, Johnson) not copied. No home addresses or phone numbers recorded (the ELECT local list prints candidates' street addresses).
  • Robots/terms: elections.virginia.gov (HTML allowed; *.csv/*.xlsx/*.json disallowed; privacy policy states no reuse limits); norfolk.gov (Crawl-delay 10 honoured; only council, elected-officials, elections, privacy pages and DocumentCenter PDFs fetched — none disallowed; ClaudeBot group disallows the same paths only); house.vga.virginia.gov (empty robots), vga.virginia.gov (allows all but /wp-admin/), governor.virginia.gov (allowed paths), apps.senate.virginia.gov and geocoding.geo.census.gov and unitedstates.github.io (no robots.txt, 404). One plain User-Agent used throughout; nothing blocked, nothing retried. Wikipedia, Ballotpedia and news not used.
  • standsFor is null for everyone: no candidate statement was read.
