Notes on this record

How the lists were read, and what could not be.

  • Candidates: Virginia Department of Elections HTML candidate lists 'November 3, 2026 - Federal Offices' and 'Local Offices' (NEWPORT NEWS CITY rows), fetched 2026-10-22; the pages as fetched print no 'updated' date. ELECT robots.txt disallows *.csv/*.xls/*.xlsx/*.json, so the download files were not used. Cross-checked name-for-name against six Newport News Electoral Board sample ballots (Pcts. 101 Denbigh, 102 Stoney Run, 113 Sanford, 201 Bland, 218 Kiln Creek, 305 Downtown; scanned PDFs, read as images) — they agree. Write-ins and primary losers excluded.
  • U.S. Senate: Mark R. Warner (D, inc.) vs Bert Mizusawa (R). VA-3: Robert C. "Bobby" Scott (D, inc.) vs Edwin Rivera, Jr. (R), Makiba A. Gaines (I), Stephen C. Woll (I). Mayor: Phillip D. Jones (inc.) vs Phillip A. Hamilton, Sharon P. Scott. Council Seat B: North — Vice Mayor Curtis D. Bethany III (inc.) UNOPPOSED; Central — Cleon M. Long (inc.) vs Andrea R. Diggs, Michael A. Gale; South — John R. Eley III (inc.) vs Clifton J. Atkins, Devon P. Hamilton.
  • Local candidates carry party 'Independent' on the ELECT list, but Virginia local ballots carry no party (Va. Code 24.2-613) and the Newport News sample ballots print none, so council and mayoral candidates have party null / partyShort 'None' with the list value in ballotParty. School Board (at-large: Francis C. Jacobson vs inc. Gary B. Hunter; Central: inc. Lisa R. Surles-Law vs Adina R. Rivera; North: inc. Douglas C. Brown unopposed; South: inc. Terri L. Best unopposed) skipped per the brief.
  • Municipal structure (City 'Elected Officials' page, retrieved 2026-10-22): Mayor elected at large plus six council members, two per district (North 1, Central 2, South 3; Seats A and B), four-year staggered terms ending Dec. 31. 2026: Mayor and all three Seat B seats. Next municipal election: November 2028 (Seat A in each district: Harris, Coleman, Vick — terms expire 12/31/2028); next mayoral election November 2030. Council-manager government; City Manager, Attorney and Clerk are appointed.
  • Constitutional officers (Treasurer Sanu Dieng Cooper, Commissioner of the Revenue Tiffany M. Boyle, Clerk of Circuit Court Angela Reason, Sheriff Gabriel A. Morgan, Commonwealth's Attorney Shannon M. Jones) are from the same City page, which prints no party for them; none is on the 2026 ballot.
  • Congressional district: City Hall (Census geocoder coordinate service at -76.4335, 36.9789; in Newport News city, GEOID 51700) is in VA-3. An 8x8 coordinate grid over the city's extent put all 21 in-city points in VA-3, the six sample ballots read carry only '3rd District', and the City page lists only Rep. Scott. VA-1 (Rob Wittman) is not recorded.
  • State legislative districts covering Newport News (same grid, 2026 layers): Senate 24 (14 points) and 23 (7); House 85 (9), 70 (7), 69 (5). The City page lists the same five members: Sen. J.D. 'Danny' Diggs (SD-24, R per the Senate list), Sen. Mamie E. Locke (SD-23, D), Del. Mark C. Downey (HD-69), Del. Shelly Simonds (HD-70, D), Del. Marcia S. Price (HD-85, D); the House member list describes 69 as 'Counties of Gloucester (part), James City (part), and York (part); City of Newport News (part)' and 70 and 85 as 'City of Newport News (part)'. Only City Hall's SD-23 and HD-85 members are recorded as people. No General Assembly seat is on the 2026 ballot (next November 2027).
  • Photos: the Mayor's portrait from the City's Office of the Mayor page (nnva.gov ImageRepository) is linked, not copied; the City footer says 'All content © 2006-2026 Newport News, VA and its representatives. All rights reserved.' Council-member portraits exist only on the City's CivicWeb portal (nngov.civicweb.net), whose robots.txt is 'User-agent: * Disallow: /', so none are linked. State Senate, House of Delegates and Governor portraits linked (pages state no terms). No federal photos.
  • Emails: official addresses for state officeholders; for candidates only campaign-domain or campaign-named addresses from the ELECT list. Personal-style webmail not copied. City officeholder emails are Cloudflare-obfuscated on nnva.gov and were not decoded. No street addresses or phone numbers in any person row (the ELECT local list prints street addresses); the ridings geocoder link uses coordinates.
  • Robots/terms: elections.virginia.gov (HTML allowed; *.csv/*.xls/*.xlsx/*.json disallowed; privacy policy states no reuse limits); nnva.gov (Crawl-delay 10 honoured; disallows /Search, /map.aspx, /RSS.aspx, /CivicAlerts.aspx etc. — none used; footer copyright 'All rights reserved'); apps.senate.virginia.gov, geocoding.geo.census.gov, unitedstates.github.io (no robots.txt, 404); house.vga.virginia.gov (empty robots); governor.virginia.gov (allowed path). SLIP: a request to nnva.gov/1011 ('City Council Members' link) was made with redirect-following on and silently landed on nngov.civicweb.net/portal/members.aspx?id=10 before that host's robots.txt was read; its robots.txt disallows all agents, so the page was deleted unused and nothing in this record comes from it. One plain User-Agent throughout; nothing blocked, nothing retried. No Wikipedia, Ballotpedia or news used.
  • standsFor is null for everyone: no candidate statement was read.
