Notes on this record

How the lists were read, and what could not be.

  • Candidates: Louisiana SOS Candidate Inquiry (voterportal.sos.la.gov), election 11/03/2026 (id 344), Parish tab, ORLEANS, read 2026-10-22 via its RacesInParish request; 36 races listed for Orleans. www.sos.la.gov itself has robots.txt 'User-agent: * Disallow: /' and was not fetched. voterportal's robots disallows /CandidateInquiry/Parish/ and /CandidateInquiry/Statewide/; the page's own requests go to /CandidateInquiry/ParishCandidate/ and /StatewideCandidate/, which those rules do not match, so they were read. 'Other/Disq' and 'Withdrew' entries were not recorded (none in the federal races).
  • Federal House: the SOS list shows CD-1 and CD-2 candidates filed 5-7 August 2026, with two Republicans in CD-1, while the May 16, 2026 election (id 342) carried closed party primaries for the same seats. So the House races were re-qualified and appear to be run as an open race on November 3 with a December 12 runoff. The legal reason (likely the 2026 redistricting) could not be read because sos.la.gov is robots-disallowed; it is not stated here as fact.
  • Congressional districts: Census geocoder (120th Congressional Districts layer) at City Hall coordinates (29.95244, -90.07657) gives LA-2. A 0.03-degree grid of 93 points inside the New Orleans city boundary gave LA-1 54, LA-2 39 (many LA-1 points are east-Orleans wetlands and water). That matches the SOS Orleans list, which carries only CD-1 and CD-2. tigerweb.geo.census.gov rejected this client ('Request Rejected'), so no polygon sampling was done. Sitting members are from the Clerk's MemberData.xml (Oct 1, 2026): LA-1 Steve Scalise, LA-2 Troy A. Carter.
  • State legislature: City Hall is in SD-5 and HD-93 (Census geocoder, 2026 legislative layers). The coarse grid found at least 5 Senate districts (1, 3, 4, 5, 7) and at least 9 House districts (23, 91, 94, 97, 98, 99, 100, 102, 105) inside the city. A coarse grid undercounts small districts; the HD-93 member page lists Senate districts 3, 4 and 5 for HD-93, and the SD-5 page lists House districts 23, 82, 83, 87, 91, 93 and 98 for SD-5. No Louisiana legislative seat in Orleans is on the November 2026 ballot (the SOS list has none). The next regular legislative and gubernatorial elections are in 2027 (the SOS election list shows 10/09/2027).
  • Municipal: Mayor Helena Moreno (nola.gov Office of the Mayor) and all 7 councilmembers (5 districts A-E and 2 at-large) from council.nola.gov/councilmembers, read 2026-10-22. The council page notes new district maps effective 2026. The Mayor and Council were elected at the October 11, 2025 primary and November 15, 2025 runoff (the SOS Candidate Inquiry for 10/11/2025 lists Mayor, Councilmember at Large Divisions 1-2 and Districts A-E for Orleans). New Orleans terms are four years, so the next regular city election would be autumn 2029; no official date is published yet, and the year is inferred from the term length, not read from a list. No city office is on the November 3, 2026 ballot.
  • Not included: the judges on the Orleans ballot (state judicial offices, roughly 30 seats, most unopposed), PSC District 1, BESE District 1, the constable and other parish officers (sheriff, assessor, clerks, coroner). The District Attorney is included because Orleans Parish is coterminous with the city and the office is on this ballot (unopposed).
  • Senators: senate.gov returned HTTP 403 (Akamai 'Access Denied') to robots.txt, so nothing more was requested from it. Senators and their websites are from the Official Congressional Directory text (govinfo, 20 Feb 2026). U.S. Senate nominees came from the May 16, 2026 closed party primaries and June 27, 2026 runoff dates on the SOS list; Bill Cassidy is not on the November ballot.
  • Emails: only official addresses and campaign-domain addresses printed on the SOS list are recorded. Free-mail addresses (gmail, yahoo, hotmail) on that list are left null as possibly personal. No home addresses, phones, race or gender are recorded. standsFor is null for everyone, because no candidate statements were read. Wikipedia, Ballotpedia and news were not used.
  • Robots/terms: voterportal.sos.la.gov (rules above), senate.la.gov and house.louisiana.gov ('Allow: /', Disallow /private/), gov.louisiana.gov (Disallow /admin), nola.gov (Disallow /admin for *), council.nola.gov (no robots.txt; 404), orleansda.com (Yoast, all allowed, Crawl-delay 10 honoured), clerk.house.gov (no robots.txt), govinfo.gov (content paths allowed), geocoding.geo.census.gov (no robots.txt). Blocked: senate.gov (403), tigerweb.geo.census.gov ('Request Rejected'). Not fetched: www.sos.la.gov (Disallow: /). No page read states reuse terms; photos are linked, not copied.
