Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor and four district Councilmembers from the City's City Council and Mayor page and the mayor/district pages (moval.org/city_council/), retrieved 2026-10-22. Moreno Valley is a general law city with a directly elected Mayor (two-year term) and four district Councilmembers (staggered four-year terms); the City Manager is council-appointed and there is no other city-wide elected office. Official moval.org emails recorded; office phones not recorded. Photos linked from the city pages. No terms, copyright or disclaimer page was found on moval.org (sitemap and page links checked), so licence is 'none stated'.
  • City 2026 election: the City Clerk's '2026 Qualified Candidate List' (Riverside County Contest/Candidate Proof List, contests 3621-3625, printed 9/10/2026, 12 candidates filed, all three contests ON BALLOT) gives Mayor: Hurtado, Cabrera (incumbent), Peak, Baca, Brown, Moore; District 2: Zeitz, Arellano, Martinez-Stephan (incumbent Ed Delgado did not file; the seat is marked as going into the extension period); District 4: Wilson, Barnard (incumbent), Granda Alvarado. Names and ballot designations as printed. The city publishes candidates' FPPC campaign forms but no candidate statements, so standsFor is null for everyone (city bio pages are third-person staff text, not the members' own statements). Next municipal election: November 2028 (even-year cycle; Mayor and Districts 1 and 3).
  • Ed Delgado (District 2) is on the SOS certified list for State Assembly District 60 (Republican, ballot designation 'City Council Member') against incumbent Corey A Jackson; he is recorded once, at the municipal level, as incumbent-running with runningFor State Assembly Member AD-60. Moreno Valley municipal offices are non-partisan: party null / partyShort 'None'.
  • District coverage: 13x13 point grid over the city's bounding box (33.86-33.98 N, 117.10-117.33 W) sent to the Census Geocoder by coordinates only, Current_Current and ACS2025_Current vintages; 70 points fell inside Moreno Valley city, all in CA-39 (119th and 120th), SD-31 and AD-60 (2024 and 2026 vintages). Slivers narrower than the ~2 km spacing could be missed. City Hall geocodes to 33.91556,-117.26118 (CA-39, SD-31, AD-60).
  • Federal: house.gov Directory of Representatives (California 39th) and the CC0 @unitedstates legislators-current.json, retrieved 2026-10-22. Takano photo linked from clerk.house.gov. No U.S. Senate contest in California in 2026.
  • Candidates (federal and state): California Secretary of State 'Certified List of Candidates for the November 3, 2026, General Election', dated 2026-08-27. elections.cdn.sos.ca.gov answers /robots.txt with an S3 'AccessDenied' 403, so this agent did not request the PDF from that host; it read the identical copy already fetched earlier in this session by other agents (same MD5 across four copies). The list marks state incumbents with '*' but not federal ones. Riverside County Registrar of Voters (voteinfo.net): robots.txt allowed, but every content request (sitemap included) returned a Cloudflare 'Just a moment...' challenge, so no county list or sample ballot was read; not bypassed. State officeholders: Governor Newsom from gov.ca.gov/about; SD-31 Sabrina Cervantes from senate.ca.gov/senators; AD-60 Corey A. Jackson from assembly.ca.gov/assemblymembers.
  • Robots/terms: moval.org robots.txt disallows only /_mm/, /_notes/, /_baks/, /MMWIP/, /staff-resources/, /_sandbox/ - none used; house.gov, assembly.ca.gov, senate.ca.gov and gov.ca.gov robots allow the pages used; geocoding.geo.census.gov serves no robots.txt (404); unitedstates.github.io serves no robots.txt (404 page). One User-Agent used throughout. No terms accepted, no forms, no logins. Write-ins excluded; no primary losers included. No street addresses, phones or personal emails recorded.
