Notes on this record

How the lists were read, and what could not be.

  • Which Montgomery: local/data/us-montgomery.json display = 'Montgomery, Alabama' (centre 32.3614, -86.2866). City = TIGER 2026 place 0151000, 426.7 km2.
  • Municipal: Mayor Steven Reed and the nine district council members. www.montgomeryal.gov answered Akamai 'Access Denied' (403) even for robots.txt, so the City's council and mayor pages were not read and no other User-Agent or tool was tried. Council members come from the City's own GIS server (gis.montgomeryal.gov, no robots.txt — 404), layer SDE_City_Council, which the City publishes for its 'Address Lookup & Council District Finder' map (ArcGIS item 6aabd698f89c44c99cbfbf82944183d3); the layer carries name, district, official e-mail, photo link and an edit note per district (District 3 edited 2026-10-19, 'post-2026 Special Election Info Update'). The Mayor comes from the U.S. Conference of Mayors directory (usmayors.org; robots allows; no terms page), not an official city list. The City has no other city-wide elected office; elections are non-partisan.
  • Municipal elections: the City of Montgomery City Council District 3 special election was held Tuesday, September 1, 2026 (SOS FCPA calendar, revised 2026-06-29); the City's GIS records Johnnie C. Sankey for District 3 after it. The regular municipal election is next held August 24, 2027 (USCM 'Next Election Date: 08/24/2027') for Mayor and all nine council districts.
  • Districts: TIGER/Line 2026 (www2.census.gov) Montgomery city polygon intersected with the Alabama cd120, cd119 (2025), sldu and sldl layers. Congress: AL-2 covers 100% of the city on both maps. Senate districts covering the city: 26 (309.4 km2) and 25 (117.3 km2) (2). House districts: 78, 76, 69, 74, 75, 77 (6). Only City Hall's SD-26 and HD-77 are recorded as people, per the brief. Census geocoder at City Hall (32.37872, -86.30759): 120th CD 2, 2026 SLDU 26, 2026 SLDL 77. The SOS elected-officials map layers return the same districts there.
  • State legislators: the Alabama Legislature's own roster pages are script-loaded (us-huntsville run), so current members come from the Alabama Secretary of State's 'My Alabama Elected Officials' ArcGIS map (alabama.maps.arcgis.com, robots allows all; services2.arcgis.com has no robots.txt), whose district layers carry the sitting member: SD-26 'Kirk Hatcher (D)' and 'Hatcher, Kirk' (Remedial Senate Plan layer), HD-77 'TaShina Morris (D)', AL-2 'Shomari Figures (D)'. Cross-checked against the State Canvassing Board's certified 2022 Final Canvass.
  • Candidates: Alabama Secretary of State 2026 election information page (retrieved 2026-10-22): State Certification of Democratic Party Candidates (signed by Secretary of State Wes Allen 2026-08-26; party's amended certification of 2026-08-24, scanned and read page by page), State Certification of Independent Candidate (2026-08-26: SD-10, SD-21, HD-7 (2), HD-35, HD-65 — none in Montgomery), and the Alabama Republican Party's amended certification dated 2026-09-02 (text PDF; the only Republican list that includes the August 11 special-primary nominee for CD-2, Rhett Marques). Every captured name was checked against the Montgomery County sample ballot the SOS posts (Montgomery-Sample.pdf, created 2026-09-09). No minor party is certified. Write-ins skipped; primary losers excluded.
  • Races captured: U.S. Senate — Barry Moore (R), Everett Wess (D); Governor — Tommy Tuberville (R; sitting U.S. Senator), Doug Jones (D); AL-2 — Shomari C. Figures (D, inc.), Rhett Marques (R); SD-26 — Kirk Hatcher (D, inc., unopposed); HD-77 — TaShina Morris (D, inc., unopposed). Also on Montgomery ballots but not recorded (not City Hall's districts): SD-25 Phadra Carson Foster (D) v Will Barfoot (R); HD-69 Kelvin J Lawrence (D) v Josh Pendergrass (R); HD-74 Jasmyne Crimiel (D) v Alva Lambert (R); HD-75 Tisha Dickson Nickson (D) v Reed Ingram (R); HD-76 Patrice 'Penni' McClammy (D) unopposed; HD-78 Kenyatté Hassell (D) unopposed.
  • counts: elected = people currently in office (incl. incumbent-running); running = people on a 2026 certified list (incl. incumbent-running); unopposed = Hatcher and Morris.
  • Not reached: www.montgomeryal.gov and the Montgomery County site (www.mc-ala.org redirects to www.montgomerycountyal.gov) both answered Akamai 'Access Denied' (403) on robots.txt — the county probate/election pages and the City's results for the District 3 special election could not be read. The Alabama League of Municipalities directory (alm.imiscloud.com) is a script/postback search and was not used. senate.gov was not tried (403 in the us-huntsville run); senators from the CC0 legislators-current.json.
  • Robots/terms: sos.alabama.gov (Drupal robots; /alabama-votes and /sites/default/files allowed; no terms page, only an accessibility statement), alabama.maps.arcgis.com and www.arcgis.com (User-agent * with no Disallow), services2.arcgis.com and gis.montgomeryal.gov (no robots.txt), house.gov (Drupal robots, /representatives allowed), governor.alabama.gov (Disallow empty), www2.census.gov (no rule for general agents), geocoding.geo.census.gov (no robots.txt), unitedstates.github.io (no robots.txt; CC0), www.usmayors.org (WordPress robots, crawl-delay 10 honoured; no terms page). Photos linked, never copied.
  • No home addresses, phones or personal emails recorded; only official @montgomeryal.gov addresses. City Hall appears only as coordinates. standsFor null for everyone (no candidate statements read). Wikipedia, Ballotpedia and news were not used.
