Notes on this record
How the lists were read, and what could not be.
- Municipal: Mayor Eileen Higgins and the five District Commissioners from https://www.miami.gov/My-Government/City-Officials and each official's page, retrieved 2026-10-22 (robots.txt allows these paths; /General-Pages/* incl. the Privacy/Copyright pages is disallowed, so the copyright terms were read at /CopyrightPolicy, which is a DMCA notice procedure, no reuse licence). The charter creates no other elected city-wide office (City Manager James Reyes, City Attorney George Wysong and City Clerk Todd B. Hannon are appointed). City offices are non-partisan; official @miamigov.com office emails kept; phones and staff not copied. Photos linked only.
- City of Miami on the 2026-11-03 ballot: no offices, only the 'City of Miami Bond Referendum and Referendum Special Election' (miami.gov/My-Government/Elections/2026-Special-Election-November-3-2026; official sample ballot at miamidade.gov/elections/library/sample-ballots/2026-11-03-miami-special-election-sample-ballot.pdf, read 2026-10-22, 3 pages): Referendum 1 'Safe and Ready Miami' $450 million general obligation bonds for police/fire facilities (R-26-0297); Referendum 2 charter amendment for a permanent advisory GO Bonds Oversight Committee (R-26-0345); Referendum 3 lease and redevelopment of the Rickenbacker and Marine Stadium marinas on Virginia Key (R-26-0255). The August 18, 2026 referendum special election carried a charter amendment to move City elections from odd to even years beginning 2034/2036 (R-26-0228); its result was not read.
- Next City of Miami election: the 2027 general municipal election (odd-year November cycle) for Commissioner Districts 1, 2 and 4 — the City Clerk's Candidate Qualifying page gives 'Required number of petitions for 2027 the Offices of Commissioner for Districts 1, 2, and 4'. Exact 2027 date not printed on the pages read (charter cycle implies early November 2027; unverified). Mayor, D3 and D5 were last elected in 2025 (Escalona's page: 'Elected in December 2025', i.e. the runoff); D4 Rosado was elected in a June 3, 2025 special election.
- Congressional/legislative districts covering the city: Census TIGERweb refused the robots.txt request ('Request Rejected' WAF page) so the city polygon was not used; instead the Census geocoder coordinates endpoint (geocoding.geo.census.gov, robots.txt 404) was sampled on a 22x22 grid over 25.705-25.858 N, 80.130-80.320 W (484 points; 213 inside 'Miami city'), plus 21 probes just outside the edges (all outside the city). Inside the city: FL-27 (138 points), FL-24 (75); Senate SD-36 (126), SD-38 (44), SD-34 (43); House HD-113 (102), HD-108 (42), HD-109 (28), HD-114 (25), HD-112 (16). Grid spacing ~0.7 km, so a small sliver of another district could be missed. FL-26 and FL-28 were checked on the candidate list but no sampled city point fell in them, so they are not recorded. City hall (3500 Pan American Dr, Dinner Key) geocodes to FL-27, SD-38, HD-113.
- Sitting U.S. Representatives Frederica S. Wilson (FL-24, D) and Maria Elvira Salazar (FL-27, R) from https://www.house.gov/representatives (robots allows), retrieved 2026-10-22; names/terms/websites cross-checked with the CC0 @unitedstates legislators-current.json. U.S. Senators Rick Scott and Ashley Moody (both Republican): senate.gov returned HTTP 403 (Akamai 'Access Denied') even for robots.txt, so both are taken from legislators-current.json. No federal photos linked.
- State: flgov.com robots.txt disallows ClaudeBot, anthropic-ai and Claude-Web (Cloudflare-managed, 'ai-train=no'), so it was not read; Governor Ron DeSantis is taken from the official MyFlorida.gov portal ('Governor Ron DeSantis') and his party from the Division of Elections 2022 General Election list. Only city hall's districts are recorded as people: SD-38 Alexis Calatayud (flsenate.gov/Senators/s38, 'Party: Republican'; crawl-delay 10 honoured), and HD-113, which the Florida House representatives list shows as vacant ('District 113 is currently vacant', 'Pending Election'; previous member Vicki L. Lopez served 11/06/24-11/18/25). No HD-113 officeholder is recorded.
- Candidates: Florida Division of Elections Candidate Tracking System, 2026 General Election (elecid 20261103-GEN), Miami-Dade County filter (status 'ALL except WIT/DNQ') at https://dos.elections.myflorida.com/candidates/canlist.asp, plus each kept candidate's CanDetail.asp page for party as printed, incumbency and running mate, read 2026-10-22 (no robots.txt, 404; dos.elections.myflorida.com is behind Cloudflare but served normally). Kept: status Qualified; dropped: Defeated (primary losers), write-ins (WRI: Patricia Gonzalez FL-24, Paola Vazquez del Mercado HD-113, Kathy Anderson and Erik Morris for Governor). The detail pages print candidate mailing addresses and phones; none copied. 'Unopposed' in the list's Primary column means unopposed in the primary, not the general; no race recorded here is decided unopposed. Party as printed on the detail page ('Republican', 'Democrat', 'No Party Affiliation', '(LPF)' = Libertarian Party of Florida); partyShort Democratic/Independent/Libertarian accordingly. Governor rows carry the running mate printed on the list. Nicknames as printed.
- Open seats: U.S. House FL-24 — incumbent Frederica Wilson does not appear on the 2026 general list (and is not among the Defeated), so FL-24 is open: Oliver G. Gilbert III (Democrat) vs Te Mayonna Brown (Republican). Governor (DeSantis term-limited). HD-113 (vacant): Bruno A. Barreiro (Republican) vs Gloria Romero Roses (Democrat). U.S. Senate: only the special election for the Rubio seat is on the ballot (Moody, incumbent-running; Angie Nixon, Democrat; Neil J. Gillespie, NPA); Scott's seat is not up. Cabinet races (Attorney General, CFO, Agriculture Commissioner) are on the ballot but not recorded, per the brief.
- Robots/terms: miami.gov (allows the pages used; '© 2026 City of Miami'), miamidade.gov (robots 404; sample ballot PDF read then deleted), dos.elections.myflorida.com (robots 404), house.gov (allows), senate.gov (403), unitedstates.github.io (no robots), geocoding.geo.census.gov (robots 404), tigerweb.geo.census.gov (WAF 'Request Rejected' on robots.txt; not used), flsenate.gov (allows /Senators/, crawl-delay 10; 'information on this system is unverified'), flhouse.gov (allows the representatives list; 'All rights reserved'), flgov.com (disallows ClaudeBot/anthropic-ai/Claude-Web; not read), myflorida.gov (robots 404). One User-Agent used throughout ('ResearchUpon/1.0 (civic research; +https://researchupon.com)'). standsFor null for everyone.
