Notes on this record

How the lists were read, and what could not be.

  • Mayor and council (7) from City of Mesa — Mayor & City Council, https://www.mesaaz.gov/Government/Mayor-City-Council, and each member's page (retrieved 2026-10-22). Emails are the official district/mayor mailboxes printed on those pages; staff emails not copied. Photos linked, not copied. Terms from the member pages: Mayor Freeman (elected 2024), Adams D1 and Heredia D3 to January 2029; Duff D4 and Goforth D5 to January 2027; Somers D6 bio says 'current term runs through 2027'. Taylor D2's page states no term.
  • City election cycle: Mesa's primary on 2026-07-21 elected Districts 4, 5 and 6 for four-year terms beginning January 2027 (City Clerk, https://www.mesaaz.gov/Government/City-Clerk/Elections/PrimaryElection). Statement-of-interest filers listed there: D4 Ray Johnson, Nicholas Willis (Jason Mercier, Matthew Morales withdrawn); D5 Ryan Blakeman, Alicia Goforth, Danny Hart, Amanda Jones, Aleks Vranicic; D6 Scott Somers, C. Adam Windes II. Only the District 5 runoff (Goforth vs Vranicic) is on the 2026-11-03 ballot per the City Clerk's General Election page, so Districts 4 and 6 were decided outright in July — OFFICIAL CANVASS (added 2026-10-31): City of Mesa Resolution 12562 'Canvassing, Declaring and Adopting Results' of the 2026-07-21 Primary, adopted 2026-08-10, with Exhibit A 'Maricopa County Final Official Results' (Spanish edition on mesaaz.gov: https://www.mesaaz.gov/files/assets/public/v/1/government/cityclerk/2026election/res-12562-spanish.pdf; English on Municode, linked from the Primary Election page): D4 Ray Johnson 2,592, Nick Willis 3,488 → Nick Willis elected (certificate of election, term from the first Monday of January 2027); D5 Blakeman 2,350, Goforth 5,980, Hart 3,172, Jones 1,287, Vranicic 4,711 → Goforth and Vranicic to the 2026-11-03 general; D6 Scott Somers 13,596 (sole candidate) → re-elected. Willis is a member-elect and is NOT added as a row (statuses are elected/running only; same convention as us-chandler) — Jim: in January 2027 swap Duff → Nick Willis (D4). Somers stays 'elected' with a 'reelected' field.
  • Next Mesa elections: 2026-11-03 District 5 runoff (council terms begin January 2027); Mayor and Districts 1, 2, 3 next elected in 2028 (primary July/August 2028, general 2028-11-07 if a runoff is needed).
  • Runoff candidates' websites and campaign emails as printed on the City Clerk's General Election page; Goforth's campaign address is a gmail account named for the campaign (goforthformesa@gmail.com) and is kept as campaignEmail on her row; her official email remains district5@mesaaz.gov. No candidate statements are published there, so standsFor is null throughout (member pages describe priorities in the City's voice, not as campaign statements, and were not used).
  • LICENCE: the City of Mesa disclaimer says site content is under Creative Commons Attribution-NonCommercial-ShareAlike 3.0 US. Names/offices are facts, but photos and text are noncommercial-only; Research Upon carries ads, so photo display may need Jim's call (photoUrl kept as a link only).
  • Congressional districts covering Mesa: 4, 5 and 1 (share of city land area from a 300×300 point grid inside the Census TIGERweb 'Mesa city' place polygon (GEOID 0446000) tested against 120th-Congress district polygons: CD4 57.7%, CD5 40.0%, CD1 2.3%; CD2 is an envelope-only neighbour with no sampled area). City Hall (20 E Main St) geocodes to AZ-4 and Legislative District 9 (Census Geocoder, 2026 state legislative districts). Members from the House Clerk's MemberData.xml (published 1 Oct 2026); websites from the GPO Congressional Directory (20 Feb 2026). No member photos linked.
  • Legislative districts covering Mesa (same grid method, 2026 SLDs): LD10 42.0%, LD15 27.8%, LD9 26.6%, LD8 3.6%; LD 3, 4, 7, 12, 13, 14 touch the city envelope but had no sampled area.
  • LD 9 (city hall) members from the Arizona Legislature's own Member Rosters, https://www.azleg.gov/MemberRoster/?body=S and ?body=H (57th Legislature; fetched 2026-10-31 after robots.txt, more than 120 s apart, honouring Crawl-delay: 120; served normally, no Sucuri challenge): Sen. Kiana Sears (D; the Senate roster lists Eva Burch, LD 9, 'Resigned 03/14/2025', so Sears is her replacement), Reps. Lorena Austin (D) and Seth Blattman (D). The roster prints only the mailbox name (KSEARS etc.), completed as @azleg.gov; office phones not copied. Photos linked, not copied. (Earlier 2026-10-22 attempt hit a Sucuri challenge.)
  • NOT CAPTURED — federal and state candidates for 2026-11-03: the official lists (Arizona Secretary of State azsos.gov; Maricopa County Elections elections.maricopa.gov incl. the '2026 General Election Candidates On Ballot' PDF; arizona.vote; Citizens Clean Elections azcleanelections.gov) all return Cloudflare 'Just a moment' challenges to scripted requests, robots.txt included; no bypass attempted. AZ-5 is an open seat in news coverage (Biggs reported as Republican nominee for governor) and Governor Hobbs is on the ballot, but nobody is marked running from news. Jim: the Maricopa 'Candidates On Ballot' PDF would fill AZ-1/4/5, Governor and LD 8/9/10/15 at once (shared with us-phoenix).
  • Senators and Governor from the GPO Official Congressional Directory (20 Feb 2026; Arizona state table names Governor Katie Hobbs) — Kelly re-elected 2022, Gallego elected 2024, so NO U.S. Senate seat is on Arizona's 2026 ballot. Hobbs left 'elected' rather than 'incumbent-running' because the certified candidate list could not be opened. senate.gov, azgovernor.gov and azsos.gov were not used (blocked).
  • RECHECK 2026-10-31 — federal/state candidates still NOT CAPTURED: robots.txt itself answered Cloudflare 'Just a moment' (HTTP 403) on elections.maricopa.gov, recorder.maricopa.gov, azsos.gov, www.azsos.gov, apps.azsos.gov, arizona.vote, www.arizona.vote, apps.arizona.vote, results.arizona.vote, azcleanelections.gov and www.azcleanelections.gov; no HTML/CSV copy of the '2026 General Election Candidates On Ballot' list exists on any reachable official host (www.maricopa.gov, the County's main CivicPlus site, allows ClaudeBot but carries no candidate list). Search results show the County filer PDFs (elections.maricopa.gov/asset/jcr:d046889e-.../2026.08.06 General Filers.pdf) but they sit behind the same block. No bypass, no other User-Agent or tool. Jim: open the Maricopa 'Candidates On Ballot' list in a browser to add U.S. House, Governor and the city-hall legislative district candidates.
