Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Paul Young (Meet Our Mayor page) and all 13 City Council members (7 single-member districts, Super Districts 8 and 9 with three positions each) from https://memphistn.gov/city-council/, retrieved 2026-10-22; no vacancy shown. Official @memphistn.gov emails as printed on the page; office phone numbers not recorded. Seat for each card from its own district-page link and district-map PDF (JB Smiley, Jr.'s card links /super-district-8-1/, absent from the council sitemap; seat from his map file). The three Municipal Court Judges (memphistn.gov/municipal-court-judges/) are included because the offices are elected city-wide on the 2027 municipal ballot. The City Court Clerk is also a Memphis office, but its page (memphistn.gov/city-court-clerk/) names no officeholder, so no row is recorded. Memphis elections are non-partisan; party null.
  • Next City of Memphis election: Municipal Election Thursday, October 7, 2027 (Mayor, Council Districts 1-7, Super Districts 8 and 9 Positions 1-3, Municipal Judge Divisions 1-3), run-off Thursday, November 18, 2027 if required; qualifying deadline July 15, 2027 noon. Source: Shelby County Election Commission, 'City of Memphis Municipal Election October 7, 2027' key dates PDF (https://www.electionsshelbytn.gov/wp-content/uploads/2026/10/2027-City-of-Memphis-October-7-2027-Mun-Elec-Key-Dates-inter44.pdf). The November 3, 2026 ballot carries three City of Memphis Charter referendums but no city offices.
  • Congressional districts: Memphis city polygon (TIGERweb Incorporated Places, GEOID 4748000) sampled on a 120x120 grid (8,383 points inside) against TIGERweb Legislative layer 4 (119th Congress, sitting map): TN-9 7,972, TN-8 410; and layer 0 (120th Congress = Tennessee's May 2026 map, used on the November 2026 ballot): TN-5 3,822, TN-9 2,320, TN-8 2,241. The Shelby County Election Commission home page says 'The General Assembly has adopted revised congressional districts during the Second Extraordinary Session of the 114th General Assembly held in May 2026'. Census geocoder puts City Hall (125 N Main St) in TN-5 on the 120th layer. Sitting members Cohen (TN-9) and Kustoff (TN-8) are listed as elected; the sitting TN-5 member (Andrew Ogles) represents no part of Memphis on the sitting map and is not listed; TN-5 appears as candidates only.
  • State legislative districts covering the city (2026 layers, same grid): Senate 29 (3,283 pts), 30 (1,956), 33 (1,864), 31 (820), 32 (458); House 86, 97, 84, 91, 96, 98, 87, 85, 93, 88, 83 (11 districts). Only City Hall's districts (SD-29, HD-86) are recorded as people, per the brief.
  • Sitting U.S. Representatives from https://www.house.gov/representatives (Tennessee table), retrieved 2026-10-22. U.S. Senators from the CC0 @unitedstates legislators-current.json (senate.gov not fetched; it returned 403 in earlier runs). No federal photos linked.
  • State officeholders: capitol.tn.gov robots.txt allows only SiteimproveBot and Googlebot, so no General Assembly page was fetched. SD-29 Raumesh Akbari and HD-86 Justin J. Pearson are taken from the Tennessee Secretary of State's certified results (2022-11-08 Total Results; 2024-11-05 General by Office) and marked "unofficial": true. Governor Bill Lee from tn.gov (robots 'Allow: /'), party from the 2022 certified Governor results.
  • Candidates: from the Tennessee Secretary of State's official 2026 candidate lists for the November 3, 2026 General Election (https://sos.tn.gov/elections/2026-candidate-lists; Governor, U.S. Senate, U.S. House, Tennessee Senate, Tennessee House PDFs, retrieved 2026-10-22). sos.tn.gov answered normally this run (robots.txt allows /elections). Cross-checked name-for-name against the Shelby County Election Commission's 'Nov 3 2026 Official Sample' ballot (posted 2026-09), whose party labels are kept in ballotParty. The state lists print each candidate's city of residence; it is not recorded. Write-ins skipped; primary losers excluded.
  • Governor 2026 (open): Marsha Blackburn (R; sitting U.S. Senator), Jerri Green (D; sitting Memphis City Council District 2) and 13 independents. U.S. Senate: Bill Hagerty (R, inc.), Marquita Bradshaw (D) and 8 independents. TN-5: Charlie Hatcher (R), Chaz Molder (D), 2 independents. TN-8: David Kustoff (R, inc.), Heidi Kuhn (D), 6 independents. TN-9 (open; Steve Cohen not on the list): Brent Taylor (R; also SD-31 nominee), Justin J. Pearson (D; also HD-86 nominee), 2 independents. SD-29: Raumesh Akbari (D, inc.) alone. HD-86: Justin J. Pearson (D, inc.) alone. Candidates on two lists (Blackburn, Green, Pearson, Taylor) have one row each, with the second race in runningFor or alsoRunningFor.
  • counts: elected = people currently in office (incl. incumbent-running); running = people on a 2026 list; unopposed = 2 (SD-29 and HD-86, City Hall's state seats, each with one printed candidate).
  • Robots/terms: memphistn.gov (Yoast robots, all allowed, Crawl-delay 10 honoured; no reuse terms stated; photos linked, not copied), electionsshelbytn.gov (shelbyvote.com redirects there; WordPress robots disallows only /wp-admin/, Crawl-delay 10 honoured), sos.tn.gov (Drupal robots, /elections allowed) and its file host sos-prod.tnsosgovfiles.com (no robots.txt; S3 AccessDenied on /robots.txt), house.gov (allows), tn.gov (Allow: /), geocoding.geo.census.gov and tigerweb.geo.census.gov (public Census services), unitedstates.github.io (CC0). Not fetched: capitol.tn.gov (robots), senate.gov.
