Notes on this record
How the lists were read, and what could not be.
- Candidates: the Manchester City Clerk's official sample ballots for the 2026-11-03 general election (image PDFs, read visually; 12 wards downloaded, Ward 3 — City Hall's ward and House district Hillsborough 23 — transcribed). Names and party columns as printed. Recorded: Governor, U.S. Senate, NH-1 (identical on every ward ballot), SD-20 and Hillsborough 23 (City Hall). Not recorded as people (per brief scope): Executive Councilor (Jim O'Connell D v. John Stephen R), Hillsborough 40 floterial (D: Robert Richard-Snipes, Trinidad Tellez, Erin Kerwin, Mark S. Mackenzie; R: Bill O'Brien, Robert Rivera, Lynne M. Cumming, Carlos Gonzalez), and county offices (Sheriff: Brian Newcomb on both D and R lines; County Attorney Travis Bennett D v. John J. Coughlin R; Treasurer Beverly Cotton D v. Christopher Maidment R; Register of Deeds Mary Ann Crowell D v. Dennis Hogan R; Register of Probate June Trisciani D v. Ross W. Terrio R; County Commissioner Pierre A. Cetoute D v. Toni Pappas R). Write-ins skipped.
- Hillsborough 23 has only two Democratic candidates for its two seats (no other party line filled) — counted as unopposed.
- Districts: City Hall geocodes (Census coordinates endpoint) to CD-1, SD-20 and House Hillsborough 23; the Senate page says SD-20 = Manchester Wards 2, 3, 4, 10, 11 and 12. A 7x7 grid put 28 points in Manchester city: all CD-1; Senate 16 (3), 18 (15), 20 (10); House base districts Hillsborough 15-24 and 26 (wards), plus floterials such as Hillsborough 40 that the geocoder does not return. Only City Hall's SD-20 and Hillsborough 23 members recorded.
- Sitting members: NH-1 from house.gov/representatives; Senators from the CC0 @unitedstates list; SD-20 from gc.nh.gov (Senator page); Hillsborough 23 representatives from the General Court's members.txt (official gc.nh.gov emails only; the file prints capitol addresses and phones — not copied). Governor Ayotte: governor.nh.gov, nh.gov and www.sos.nh.gov return Akamai 403 even for robots.txt (one page request to governor.nh.gov was sent after its robots.txt 403 and was also refused — not retried); sos.nh.gov returned 503. Her office is sourced to the City of Manchester press room.
- Municipal: Mayor Jay Ruais and 14 Aldermen (12 ward + 2 at-large) from manchesternh.gov (robots allows; Crawl-delay 2 honoured) — names from the Aldermen page, official @manchesternh.gov emails from the City's "Manchester City Government 2026-2027" email-list PDF. That PDF prints aldermen's home street addresses and personal phone numbers — NOT copied; the downloaded copy was deleted. Non-partisan ballot. School Board skipped.
- Next City of Manchester municipal election: November 2027 (Mayor and Aldermen serve two-year terms elected in odd years; the City list is headed 2026-2027). Inferred from the term heading — the Election Schedules page was not read.
- Hosts: www.manchesternh.gov (Crawl-delay 2), gc.nh.gov (Crawl-delay 11, honoured), www.house.gov, geocoding.geo.census.gov, unitedstates.github.io — no blocks. Blocked: www.sos.nh.gov (403), sos.nh.gov (503), www.governor.nh.gov (403), www.nh.gov (403). standsFor null for everyone. No home addresses, phones or personal emails.
