Notes on this record

How the lists were read, and what could not be.

  • Region: Louisville/Jefferson County Metro Government, the consolidated city-county (Census consolidated city 'Louisville/Jefferson County metro government'); its Mayor and 26-member Metro Council govern all of Jefferson County, which also contains about 80 small home-rule cities (Jeffersontown, St. Matthews, Shively, etc.) whose own mayors and councils are NOT recorded here. Because the county and the Metro are coterminous, county-wide Jefferson County offices are recorded at level 'municipal' (as in other consolidated-city records).
  • Metro Hall (527 W Jefferson St; Census geocoder exact match at 38.25413,-85.75913) is in KY-3, Kentucky Senate District 33 and Kentucky House District 43 (2026 Census layers). Congressional coverage: LOJIC's Jefferson County U.S. Congressional Districts layer (gis.lojic.org OpenDataPolitical MapServer/4) has exactly two features, KY-2 and KY-3, so the Metro is covered by those two districts only. By LOJIC's state layers (MapServer/1 and /3) and the legislature's member lists ('Jefferson (Part)'), 10 Senate districts (6, 7, 10, 19, 26, 33, 35, 36, 37, 38) and about 18 House districts (28-38, 40-44, 46, 48) touch Jefferson County; only Metro Hall's members are recorded.
  • Candidates: Kentucky Secretary of State, Candidate Filings (web.sos.ky.gov/CandidateFilings/, election '2026 General Election'), retrieved 2026-10-22 — statewide list per office (US Senator id=3, US Representative id=4, State Senator id=11, State Representative id=12) and the County filings page (countyfilings.aspx) searched for Jefferson County, offices Mayor, City Legislative Body, County Judge/Executive, County Clerk, County Attorney, Sheriff, Coroner, PVA, Surveyor, Commonwealth's Attorney, Circuit Court Clerk and County Commissioner. The list already omits primary losers (e.g. the Sheriff list shows only the Democratic winner of a three-way primary), and has a separate Withdrawn/Deceased/Disqualified section, which was excluded (e.g. KY-4's Mohammad Wael Ahmad; Metro Council filings of Lavon Clack, Brandon Brooks, Davanta Scruggs). Write-ins skipped. The lists print a P.O. box or a personal email for every candidate — none copied.
  • May 19, 2026 primary figures quoted in notes are summed by us from the State Board of Elections' official Jefferson County primary precinct recap (elect.ky.gov/results/2020-2029/2026ElectionReports/PrimaryRecaps/Jefferson.pdf, 1,402 pages, report dated 05/22/2026), so they are Jefferson County totals only, used only to explain who advanced; status always rests on the Secretary of State list.
  • 2026 Louisville Metro races are NONPARTISAN: the filing list prints 'Nonpartisan' for every Mayor and Metro Council candidate, and the 2026 primary recap shows 'LOUISVILLE MAYOR' and 'LOUISVILLE METRO COUNCIL District n' with no party prefix (top two advanced), whereas the 2022 recap shows DEM/REP Metro nominees. partyShort 'Nonpartisan' is used for 2026 Metro candidates as printed; sitting council members' party is left null (the LOJIC layer's COUN_PARTY is empty).
  • Mayor: Louisville Metro elects its Mayor in midterm years (four-year terms); the mayoralty is on THIS ballot (2026-11-03): Craig Greenberg (incumbent), Shameka Parrish-Wright (District 3 council member) and Bill Wells. Wells is on the official list but was not in the May primary — flagged checkBallot. Odd-numbered council districts (1-25) are elected in 2026 and even-numbered in 2024/2028. Next Metro elections after this one: even districts November 2028; Mayor and odd districts November 2030.
  • Council members: louisvilleky.gov (Metro Council and Mayor pages) returned a Cloudflare 'Attention Required' challenge (HTTP 403) to every request after robots.txt — not bypassed. Members therefore come from LOJIC (Louisville/Jefferson County Information Consortium) 'Louisville KY Metro Council Districts' open-data layer, gis.lojic.org/maps/rest/services/LojicSolutions/OpenDataPolitical/MapServer/8, retrieved 2026-10-22: name, year elected, term, official louisvilleky.gov email and district page URL per district. Office phone and the shared Metro Hall address in the layer are not copied. The layer's names match the 2026 filings (e.g. Kevin Kramer, Dan Seum Jr., Betsy Ruhe), but a mid-term vacancy after its last edit would not show. Council headshots not linked (Metro site unreachable).
  • Mayor Greenberg's and the county officers' sitting status rests on the official 2022 Jefferson County general-election precinct recap (elect.ky.gov 2022ElectionReports/GeneralRecaps/Jefferson County.pdf, 9,709 pages, totals summed by us) because louisvilleky.gov (Cloudflare) and jeffersoncountyclerk.org (Akamai 'Access Denied', even for robots.txt) could not be read; those rows are marked unofficial / unofficialSitting. A death, resignation or appointment since 2022 would not show. County Commissioners (districts A, B, C) are district offices and not recorded; on the 2026 list only District A has a filing (Sarah Provancher, Republican). No Commonwealth's Attorney or Circuit Court Clerk filings for Jefferson in 2026; judicial races (Supreme Court, Court of Appeals, Circuit, Family, District) and Constitutional Amendment 1 are on the ballot but not recorded.
  • Federal: sitting U.S. Representatives (Guthrie KY-2, McGarvey KY-3) from house.gov/representatives (Kentucky table); U.S. Senators (McConnell, Paul) from the CC0 @unitedstates legislators-current.json (senate.gov not used — known HTTP 403). No federal photos linked. U.S. Senate 2026: open seat (McConnell not on the list) — Andy Barr (R), Charles Booker (D), Christopher Campbell (Kentucky Party). KY-2: Guthrie (R, incumbent), Megan Wingfield (D), Thomas A. Loecken (Independent). KY-3: McGarvey (D, incumbent), Maria Teresa Rodriguez (R).
  • State: Governor Andy Beshear from governor.ky.gov (party from the SoS's Official 2023 General Election Results); not on the 2026 ballot (next gubernatorial election November 2027). SD-33 Gerald A. Neal and HD-43 Pamela Stevenson from legislature.ky.gov member lists and profile pages (official @kylegislature.gov emails kept; profiles also print home and work phones — not copied). Headshots linked from legislature.ky.gov, not copied; no reuse terms found. HD-43 is open: Robert LeVertis Bell (D) is the only printed candidate. SD-33 is not up (odd-numbered; only even Senate districts 2-38 have 2026 filings).
  • counts: elected = sitting officeholders recorded (incl. those running again); running = everyone on the 2026-11-03 ballot recorded (incl. incumbents); unopposed = no other printed candidate for that seat on the SoS list (write-ins ignored): Bell HD-43, Chappell District 15, Averette, Younger, Farmer, Yates, Martin, Schroll.
  • Robots/terms: web.sos.ky.gov (robots.txt 404 — no rules; ASP.NET search form posted with the page's own view state, no login/CAPTCHA), elect.ky.gov and legislature.ky.gov and governor.ky.gov (robots disallow only SharePoint system paths), gis.lojic.org (robots.txt 404 — no rules; LOJIC item has only a limitation-of-liability statement), www.arcgis.com (allows all), house.gov (allows), unitedstates.github.io (CC0), geocoding.geo.census.gov (public Census service), louisvilleky.gov (robots allows; pages behind Cloudflare challenge — not bypassed), jeffersoncountyclerk.org (Akamai block on everything). Kentucky.gov's disclaimer gives no copyright licence or reuse grant: single facts only. standsFor null for everyone (no candidate statements read).
