Notes on this record

How the lists were read, and what could not be.

  • Candidates: Pulaski County Board of Election Commissioners 'Notice of Election, November 3, 2026 General Election', section 'Candidates for this Election' (https://votepulaskiar.gov/wp-content/uploads/11032026_Notice-of-Election_v1.pdf), retrieved 2026-10-22, cross-checked against the Commission's '11/3/2026 General Election Ballot Position Draw' (conducted 2026-08-24; https://votepulaskiar.gov/wp-content/uploads/11032026_Ballot-Draw-Results.pdf). Both agree for every race captured. The lists print name, ballot title and party only (no addresses). Ballot names carry titles ('Senator', 'Congressman', 'City Director'); the plain name is in `name` and the printed form in ballotName / runningBallotName. Candidates kept: U.S. Senate, U.S. House for every district covering the city, Governor, State Senate District 14 and State House District 74 (city hall), and the City of Little Rock races. Other statewide races (Lt. Governor, Secretary of State, Land Commissioner contested; AG, Auditor and Treasurer unopposed) and county races are on the ballot but not captured, per the brief. Primary losers are not on the November list. No standsFor captured: no campaign sites are printed on the lists, and the city profile pages are biographies, not platforms.
  • The Arkansas SOS candidate search (candidates.arkansas.gov) currently shows the '2026 Preferential Primary and Nonpartisan Judicial General Election' filings (including primary losers, and it prints home addresses), so it was not used for status; the county Notice is the general-election list. Unopposed candidates are listed separately on the Notice and are not on the ballot: HD-74 Tippi McCullough and Little Rock Ward 5 Lance Hines are the two in scope.
  • City of Little Rock 2026 election (littlerock.gov City Clerk 'Board Elections' page, retrieved 2026-10-22): Mayor and Ward 1, 2, 3, 5, 6 and 7 Directors on the 2026-11-03 ballot; non-partisan ('No party affiliation designated'), filing closed 2026-08-05 noon, new officials take office 2027-01-01. The county lists print every city candidate as 'Independent' (kept as ballotParty; party null, partyShort 'None'). Mayor: Frank Scott, Jr. (incumbent) vs City Director/Vice-Mayor B.J. Wyrick (Ward 7, so Ward 7 is open). Ward 2 is open (Ken Richardson did not file; five candidates). A runoff, if needed, would be 2026-12-01 (Pulaski County 2025-2026 election dates sheet: 'if a runoff is needed in the general, it will be December 1st'). Ward 4 (Capi Peck) and At-Large Positions 8-10 (Kumpuris, Phillips, Adcock) were elected 2024-11-05 for terms ending 2028, so the next municipal election is November 2028 (Ward 4 and Positions 8-10); exact date not verified.
  • Board of Directors roster, emails and photos from littlerock.gov 'Meet Your Board Members' and each member's profile page, retrieved 2026-10-22; Mayor from littlerock.gov Mayor's Office page. Little Rock has a city-manager form with an elected Mayor, seven ward Directors and three at-large Directors; no other city-wide elected office. Photos are linked (littlerock.gov wp-content), not copied; no image reuse terms are stated. Capi Peck's profile prints only a gmail address, which looks personal, so her email is null; Lance Hines's profile prints no email. Vice-Mayor: B.J. Wyrick ('In 2025 she was re-elected as Vice-Mayor').
  • Federal: www.senate.gov returned Akamai HTTP 403 to robots.txt itself; not bypassed. Senators John Boozman and Tom Cotton are from the Pulaski County Board of Election Commissioners 'Elected Officials List' (updated 2025-05-30), which gives election dates and term ends (Boozman 2028, Cotton 2026). Representatives from https://www.house.gov/representatives (Arkansas table), retrieved 2026-10-22: Eric (Rick) Crawford AR-1, J. (French) Hill AR-2, Bruce Westerman AR-4. No federal photos linked. Governor Sarah Huckabee Sanders from governor.arkansas.gov (photo linked; Arkansas.gov acceptable-use policy permits linking but forbids framing; no image licence). Fred Love (Governor, D) is the sitting SD-15 senator, recorded as running only (city hall is in SD-14).
  • City hall (500 W Markham St, 72201) geocodes (Census geocoder, Current/Current) to Little Rock city, Pulaski County, Big Rock township, AR-2, 2026 State Senate District 14 and State House District 74. SD-14: Clarke Tucker (D), elected 2022, term ends 2026 (Pulaski list), on the ballot vs Mark S. Foster (L). HD-74: Tippi McCullough (D), unopposed. Legislator pages from arkleg.state.ar.us (2025/2026 member detail pages); the Senate page prints a street address, which was not copied; emails are official (@senate.ar.gov, @arkansashouse.org).
  • Districts covering the city: the Census geocoder coordinates endpoint was sampled on two grids over the city's bounding box (16x16 and 26x26 over lat 34.62-34.84, lng -92.53 to -92.14; 94 and 249 points whose Incorporated Place is 'Little Rock city'; 1 and 5 request errors). 26x26: AR-2 220, AR-4 29 (AR-4 points lie in the south and south-east of the city, roughly south of I-630 / along I-30 and the south-west). AR-1, which covers part of Pulaski County, was not hit by either grid, so its candidates are not included; slivers smaller than the grid spacing (about 1.5 km) can be missed. County: Pulaski only. State Senate, 5 districts: SD-12, 14, 15, 16, 17. State House, 8 districts: HD-73, 74, 75, 76, 77, 78, 79, 80. Only city hall's legislators (SD-14, HD-74) are listed, per the brief.
  • Robots/terms: votepulaskiar.gov (Joomla robots; /wp-content/uploads/ not disallowed; no terms page, footer 'All rights reserved'); www.votepulaski.net (old host, directory listing only); www.sos.arkansas.gov (robots: crawl-delay 5, only wp-login and a few nonexistent paths disallowed; terms = Arkansas.gov acceptable-use/linking policy on portal.arkansas.gov, read first); candidates.arkansas.gov (robots allows all, crawl-delay 10; only the home page fetched); littlerock.gov (robots disallows only /wp-content/uploads/wpforms/; privacy policy only, no reuse terms); www.house.gov (allows /representatives); arkleg.state.ar.us (robots Allow / for all, Disallow for ChatGPT agents only; privacy policy read, no reuse terms); governor.arkansas.gov (robots allows all); geocoding.geo.census.gov (robots 404); www.senate.gov (Akamai 403, treated as blocked). User-Agent 'ResearchUpon-politics/1.0 (civic research; +https://researchupon.com)' throughout; no retries with other agents. A web search found the votepulaskiar.gov and littlerock.gov pages; no Ballotpedia, Wikipedia or news was used as a source.
