Notes on this record

How the lists were read, and what could not be.

  • City of Laredo website (www.cityoflaredo.com) returned an Akamai 'Access Denied' 403 to robots.txt itself for this User-Agent on 2026-10-22; not retried and not reached by any other path. The sitting Mayor and Council come instead from the City's own Legistar system (Granicus Legistar Web API, client 'cityoflaredo', City Council body 138 office records and person records; robots.txt 404 on webapi.legistar.com and cityoflaredo.legistar.com — no rules). Records with end dates after 2026-10-22: Mayor Dr. Victor D. Trevino (2022-12-17 to 2026-12-17), District I Gilbert Gonzalez (Mayor Pro Tempore), II Ricardo "Richie" Rangel Jr., III Melissa R. Cigarroa, VI Tyler King (term ends 2026), IV Ricardo "Rick" Garza, V Ruben Gutierrez Jr., VII Vanessa Perez, VIII Alyssa Cigarroa (2025-01-02 to 2029-01-02). The Legistar person records link council pages on cityoflaredo.com (kept as website, not opened) and give district2@ci.laredo.tx.us for District II. No terms are stated on the Legistar pages. The name is given as Legistar and the ballot print it ('Trevino', Legistar adds the title 'Dr.'). Tyler King's Legistar page slug is 'david-tyler-king'; the ballot prints 'D. Tyler King'.
  • City election IS on 2026-11-03 (City of Laredo General Election on the Webb County joint ballot): Mayor (Victor D. Trevino, JD Gonzalez, Jorge A. Garza, Poncho Casso, Alyssa Cigarroa); Council District 1 (Lupe De Leon Jr, Gilbert Gonzalez); District 2 (Ricardo "Richie" Rangel Jr, Daisy Campos Rodriguez); District 3 (Melissa R Cigarroa, Michelle "Mimi" Winterroth, Clarissa "Claire" Cardenas); District 6 (D. Tyler King, Ubaldo "Baldo" Granados Jr); Municipal Court Judge Position 1 (Nathan Henry Chu, Rudy Morales III) — the sitting judge could not be confirmed (city site blocked), so those two rows have incumbent null. Non-partisan; no party printed. District VIII member Alyssa Cigarroa is running for Mayor; Webb County posted a 'Notice of Special Election for Other Political Subdivisions' (received 23 Aug 2026) for Council Member, District VIII, City of Laredo on 2026-12-05 — candidates not published there. Possible city runoff in December. Next regular municipal election for Districts IV, V, VII, VIII: November 2028.
  • Candidates read from the Webb County Elections Department's official Paper Sample Ballots (www.webbcountytx.gov/714/Paper-Sample-Ballots, 131 precinct ballots for the November 3, 2026 Joint General and Special Election, scanned PDFs dated 17 Sep 2026). All 131 were downloaded (10 s crawl-delay honoured, robots.txt read first — the ClaudeBot group and '*' group disallow only admin/search/calendar/rss-type endpoints, none used), OCR'd locally with macOS Vision, and each city race was checked visually against precinct ballots 401-01, 133-01, 124-01, 129-02, 344-01, 356-01, 371-01 and 340-01. A diagonal 'SAMPLE BALLOT' watermark partly covers some names; every name was read from at least two precincts. Webb County site copyright notice: 'All content © 2006-2026 Webb County, TX… All rights reserved' (no reuse licence). Write-ins skipped.
  • Federal/state candidates on the Laredo ballot cross-checked against the Texas Secretary of State Election Results listing for the 2026 November General Election (electionresults.sos.state.tx.us/results.html, 'Updated 10/14/2026'; robots.txt 404): U.S. Senator Paxton (R) / Talarico (D) / Brown (L); TX-28 Tijerina (R) / Cuellar (D, I) / Durán (Green, printed 'MARLÓN DURÁN', ballot 'Marlon Duran'); Governor Abbott (R, I) / Hinojosa (D) / Dixon (L); SD-21 Dahlberg (R) / Zaffirini (D, I); HD-42 Johnson-Hernandez (R) / Raymond (D, I). Not used: Texas SOS candidate site goelect.txelections.civixapps.com and house.texas.gov (robots disallow Claude agents, per BRIEF-SOURCES).
  • U.S. Senators from the Texas Legislative Council Who Represents Me? service (rws.capitol.texas.gov/api/GetSenators; robots.txt 404) — party not printed there; Republican as in the earlier merged Texas records. Cornyn is not on the November ballot (open seat). U.S. Representative from house.gov/representatives (robots allows; TX-28 Henry Cuellar, D). Governor Greg Abbott (R, term expires 2026) from the SOS Statewide Elected Officials page (www.sos.state.tx.us robots.txt empty). State Senator Zaffirini and State Representative Raymond from Texas Legislature Online member pages (capitol.texas.gov/Members, allowed by robots); party not printed there — from the SOS listing and the ballot. No photos linked (none taken from allowed paths).
  • Districts: Census geocoder (geocoding.geo.census.gov, robots 404) at city hall by coordinates (27.5058, -99.5066): Laredo city, Webb County, CD-28 (119th and 120th maps), State Senate District 21, State House District 42. Grid sampling at 0.02 degrees (57 points inside Laredo city, place 4841464): CD-28 100% on both the 119th Congress map and the 2025 map used for 2026; SD-21 100%; HD-42 75%, HD-80 25% (2026 layers). Only city hall's state districts are listed, per the brief; HD-80 (Don McLaughlin R / Cecilia Castellano D on the ballot) also covers part of the city. Laredo College and LISD/UISD trustee races and Webb County offices are on the same ballot but outside this record's scope.
  • Not used: services3.arcgis.com (City of Laredo open-data feature services) returned 403 'Invalid URL' to robots.txt, so treated as not allowed; the open-laredo.opendata.arcgis.com hub (crawl-delay 60) was queried once for the dataset list only. Webb County archived results PDFs for 2022 and 2024 are scanned turnout reports and did not yield council results.
