Lancaster: who represents it, and who is running
California General Election (federal, state and county offices) votes on 2026-11-03. It elects no City of Lancaster contest: the city held its own all-mail General Municipal Election on 2026-04-14 (two at-large council seats). On 2026-11-03: U.S. Representative CA-27; Governor (open seat) and other statewide offices; State Assembly District 39 at City Hall (all Assembly seats are up); Los Angeles County, school, college, healthcare and water district offices. No U.S. Senate seat and no State Senate seat (SD-23 is odd-numbered) is up..

Notes on this record
How the lists were read, and what could not be.
- MUNICIPAL - NOT REACHED: www.cityoflancasterca.org answered an Akamai 'Access Denied' 403 to the robots.txt request itself (2026-10-29), so robots could not be read and the City's council page, City Clerk election page and candidate list were not fetched. No proxy, other User-Agent or tool was tried. No municipal rows are recorded. Search-engine snippets (not used as a source) indicate a five-member council (Mayor elected at large plus four at-large members) and that the 2026-04-14 all-mail election filled two at-large seats; Jim may want to source the council from the City by hand or try the host later.
- City election calendar: Lancaster's 2026 General Municipal Election was held 2026-04-14 (all-mail ballot, City-run), not consolidated with 2026-11-03. Next regular municipal election: April 2028 by the City's even-year April cycle, unverified because the City site could not be read.
- Los Angeles County Registrar candidate list (lavote.gov Candidate List, GENERAL ELECTION - 11/3/2026, id=4348, 'List Last Updated: 10/16/2026', retrieved 2026-10-29) was read. It contains no City of Lancaster contest and no federal, state or Assembly contests; Lancaster-area entries are Lancaster School District, Eastside Union School District, Antelope Valley Community College, Antelope Valley Health Care District and Antelope Valley-East Kern Water Agency contests, which the brief skips. That list prints candidates' addresses, phones and emails; none were copied.
- FEDERAL AND STATE CANDIDATES - SECOND-HAND: the SOS Certified List (elections.cdn.sos.ca.gov) was not fetched, as instructed (403 on robots.txt). The Governor rows (Newsom; Becerra, Hilton) and the CA-27 rows (Whitesides, Gibbs), plus Senators Padilla and Schiff, were copied from us-palmdale.json because the office/district is the same; each copied row says so. They were not re-verified against the certified list here.
- Districts: Census Geocoder address match for City Hall (44933 FERN AVE, LANCASTER, CA, 93534; 34.69788,-118.14464): Lancaster city, 120th Congressional District 27, 2026 State Senate District 23, 2026 Assembly District 39. Grid check: grid check pending. Only City Hall's state legislators are listed, as the brief requires.
- Federal/state members re-checked 2026-10-29: house.gov/representatives (Whitesides, CA-27); senate.ca.gov/senators (Valladares, SD-23, R); assembly.ca.gov/assemblymembers (Carrillo, AD-39, Democrat). Senators come via the sibling record from the CC0 @unitedstates legislators-current.json; senate.gov was not fetched.
- Robots/terms: cityoflancasterca.org 403 (Akamai) on robots.txt - not used. lavote.gov and geocoding.geo.census.gov serve no robots.txt (404). house.gov, senate.ca.gov and assembly.ca.gov robots (User-agent * group, no ClaudeBot/anthropic-ai group) allow the member pages. One plain User-Agent throughout; no terms accepted, no logins, nothing requested. senate.ca.gov and assembly.ca.gov: 'Copyright (c) 2026 State of California', no reuse grant; photos linked, not copied. No street address, phone or personal email in any person row. standsFor is null for everyone. Write-ins and primary losers excluded.
- DEEPEN PASS 2026-10-31 - MUNICIPAL STILL NOT REACHED: www.cityoflancasterca.org (and cityoflancasterca.org, which 301s to it) again answered robots.txt with an Akamai 'Access Denied' 403. Other City-controlled hosts were tried and also could not be used: lancaster.granicus.com robots.txt is 'User-agent: * Disallow: /'; swagit-attachments.granicus.com answers robots.txt 403 AccessDenied; the City's Form 700 / campaign e-filing portal (public.netfile.com/pub2/?AID=LAN, linked from the FPPC's 'Search Form 700 Local Statements' page) redirects to netfile.com/public/LAN/campaign, a JavaScript app behind a Cloudflare Turnstile challenge - not bypassed. webapi.legistar.com has no Lancaster client. So no council rows are recorded.
- Lancaster council - search-engine snippets only, NOT used as a source for any row (kept here so the facts are not lost; verify on the City's council page): a City of Lancaster news item of 2026-04-23 (cityoflancasterca.org/Home/Components/News/News/10474/20, as indexed) says voters selected Cedric White and Rocio Castellanos for the City Council, with unofficial final totals 'Cedric White: 3,570 votes, 21.99%' and 'Rocio Castellanos: 3,438 votes, 21.17%'; the City's election page (as indexed) noted that incumbent Marvin Crist did not file; AV Press had described the seats up as those of Vice Mayor Marvin Crist and Councilman Raj Malhi; a Soar citizen-portal summary (cpo.soar.com/articles/7873424) reports the Council certified the 2026-04-14 results and swore in White and Castellanos, with public calls to move municipal elections to November. Ballotpedia lists 2026 at-large candidates including Nicolle Rendon Blackwood, Cynthia R. Hernandez, Rocio Castellanos and Cedric White. Mayor R. Rex Parris's current status was not confirmed from any source in this pass.
- Lancaster 2026 city candidates: there is NO City of Lancaster contest on the 2026-11-03 ballot (the City's 2026 election was its own all-mail election on 2026-04-14, already held and certified), so no city 'running' rows exist to add; the April candidates are not recorded because the election is over and the City's candidate list could not be read.
- AD-39 (City Hall) on 2026-11-03: the LA County Registrar candidate list for the 6/2/2026 primary (lavote.gov CandidateList id=4338, retrieved 2026-10-31) shows two names under 'MEMBER OF THE STATE ASSEMBLY, 39th District': JUAN CARRILLO (Democratic, incumbent, nomination filed 3/2/2026) and GEORGE A. PARIONA (Republican, nomination papers issued 3/4/2026 but NO filing date - i.e. not shown as qualified). AD-39 also reaches San Bernardino County, where other candidates may have filed, and the general list id=4348 carries no state contests. The top-two general-election pairing therefore cannot be stated from an official list; no AD-39 'running' rows were added. The list prints addresses, phones and emails (one personal yahoo address) - none copied.
- Still blocked 2026-10-31: elections.cdn.sos.ca.gov (403 AccessDenied on robots.txt) and www.sos.ca.gov (Imperva/Incapsula challenge on robots.txt) - the SOS Certified List of Candidates was not read; results.lavote.gov robots.txt 404 but was not needed. CA-27 and Governor rows are unchanged (still second-hand from sibling records, as their notes say).
