Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Indya Kincannon, Vice Mayor Lynne Fugate and 8 further council members (9 in all: Districts 1-6 and At-Large Seats A-C) from the UT Municipal Technical Advisory Service directory page for Knoxville (a state agency listing supplied by the city), retrieved 2026-10-22; official @knoxvilletn.gov emails as printed; office phones and the building address not recorded. MTAS prints no seats, so seat labels come from the Wikipedia 'Knoxville City Council' infobox (seat only; status rests on MTAS). The City Judge (Tyler Caviness, on the MTAS list) is not recorded because whether the post is elected could not be confirmed from an official page. Knoxville elections are non-partisan; party null.
  • Next City of Knoxville election: 11-02-2027 per MTAS ('Next Election'). Council districts were elected in 2025 (sworn in December 2025); the mayor and the three at-large seats are on the 2027 cycle. Not verified on a Knox County Election Commission page (robots.txt disallows ClaudeBot).
  • Congressional district: Census geocoder by coordinates on a 16x12 grid over Knoxville (60 points inside 'Knoxville city'): all 60 in Congressional District 2 on the 120th-Congress (2026) layer; the City County Building is TN-2 on both the 120th and the 116th layers. Sitting member Tim Burchett (house.gov). Senators from the CC0 @unitedstates legislators-current.json.
  • State legislative districts covering the city (2026 layers, same grid): Senate 6 (37 pts), 7 (15), 5 (8); House 15 (20), 90 (14), 18 (12), 19 (5), 16 (4), 89 (3), 14 (2). City County Building: SD-7 and HD-15.
  • SD-7 and HD-15 OFFICEHOLDERS AND CANDIDATES ARE NOT RECORDED: capitol.tn.gov robots allows only named search bots; sos.tn.gov (certified lists, results) and govotetn.gov answered CloudFront 403 even to robots.txt; tn.gov answered 403; knoxcounty.org (Knox County Election Commission, the Knox sample ballot) has robots.txt 'Disallow: /' for ClaudeBot, anthropic-ai and Claude-Web; www.knoxcountytn.gov reset the connection. Both seats lie wholly in Knox County, so no neighbouring county's ballot covers them.
  • Candidates: the Tennessee Secretary of State's 2026 candidate lists (sos.tn.gov) were blocked this run and the SOS file host was not used as a way around the block. Statewide and TN-2 candidates are from the Blount County Election Commission's official November 3, 2026 sample ballot (Blount lies in TN-2 and carries the same Governor, U.S. Senate and U.S. House District 2 contests that Knoxville voters see), retrieved 2026-10-22. It prints only nominees and qualified independents; party label kept in ballotParty. Lists match the Davidson and Shelby County ballots read for us-nashville and us-memphis (Governor 15, U.S. Senate 10). Write-ins skipped.
  • Governor 2026 (open): Marsha Blackburn (R; sitting U.S. Senator, recorded on her Senator row), Jerri Green (D) and 13 independents. U.S. Senate: Bill Hagerty (R, inc.), Marquita Bradshaw (D) and 8 independents. TN-2: Tim Burchett (R, inc.), Michaela Barnett (D), Bruce Fine (I), Adam Heimerman (I).
  • Governor Bill Lee from usa.gov/states/tennessee (robots allows; Crawl-delay 10 honoured); party from Blount County's 2022 county totals.
  • counts: elected = people in office now (incl. incumbent-running); running = people on the 2026 ballot; unopposed 0 (no single-candidate contest among those recorded).
  • Robots/terms: mtas.tennessee.edu (Drupal robots; directory allowed; privacy statement: content copyrighted; disclaimer read), blounttn.gov (ClaudeBot group disallows only admin/search/calendar paths; Crawl-delay 10 honoured; 'All content © … Blount County … All rights reserved'), house.gov (allows /representatives), usa.gov, geocoding.geo.census.gov (no robots.txt; public service), unitedstates.github.io (CC0), en.wikipedia.org (/wiki/ only). Not used: knoxvillechamber.com directory (its terms grant personal, non-commercial viewing only); tigerweb.geo.census.gov (robots.txt request rejected). Blocked: knoxvilletn.gov (Cloudflare 'Sorry, you have been blocked' on robots.txt), sos.tn.gov, govotetn.gov, tn.gov (403), knoxcountytn.gov (connection reset); knoxcounty.org and capitol.tn.gov disallowed by robots.
  • No home addresses, phones or personal emails recorded. standsFor null for everyone (no candidate statements read). No photos linked (city site blocked; no federal photo pages fetched). Ballotpedia and news not used.
