Notes on this record

How the lists were read, and what could not be.

  • Candidates: Missouri Secretary of State 'Certification of Candidates and Party Emblems' for the November 3, 2026 general election, certified August 25, 2026 (PDF, read 2026-10-22). Parties certified: Republican, Democratic, Libertarian; two independents (HD-127, HD-128) — none in Kansas City offices recorded here. No Green candidates. The certification prints candidate addresses — none copied. Cross-checked against the Kansas City Election Board (KCEB) sample ballot (Jackson County part of the city, revised September 14, 2026, linked from kceb.org to a public Google Drive PDF): it matches for MO-5, State Auditor and the 11 state house districts it lists. Write-ins and primary losers excluded.
  • CONGRESSIONAL MAP — CONTESTED: Missouri's 2025 mid-decade map (HB 1) was used in the August 4, 2026 primary. On Sept 3, 2026 the Missouri Supreme Court ordered the referendum onto the Nov 3 ballot and held the 2022 map in force for November; a federal TRO (Sept 8, Judge Clark) ordered HB 1 instead; the U.S. Supreme Court stayed that TRO on Sept 10 (news reports; not read from court sites). KCEB's own notice of Sept 22, 2026 says 'Right now, we must use the 2022 congressional map', that Sept 28 was a key court date and the map could still change. No later KCEB update was found on 2026-10-22. The sitting members and districts here use the 2022 map. Either way, Kansas City is covered by MO-4, MO-5 and MO-6, so the candidate list is the same; only which parts of the city vote in which district changes.
  • Districts covering the city: Census TIGERweb Kansas City place polygon (GEOID 2938000) sampled on a 150x150 grid (9,611 points inside the city). 2022 map (TIGERweb layer '119th Congressional Districts'): MO-5 6,681, MO-6 2,900 (north of the river, Clay/Platte), MO-4 30 (Cass County sliver). 2025 HB 1 map (TIGERweb '120th'): MO-6 5,006, MO-5 2,905, MO-4 1,699 — Census places city hall in MO-4 on that layer. State legislature (2026 layers): about 8 senate districts (17, 9, 34, 7, 11, 8, 31, 21) and about 22 house districts cover the city; only city hall's SD-7 and HD-23 are recorded as people. Slivers can be missed by a grid.
  • Sitting U.S. Representatives from house.gov/representatives (Missouri table, 2026-10-22). senate.gov returned HTTP 403 (not bypassed) — Senators Hawley and Schmitt taken from the CC0 @unitedstates legislators-current.json. Sam Graves (MO-6) and HD-23's Michael Johnson are not on the general-election certification: open seats. No federal photos linked.
  • Municipal: kcmo.gov returns Akamai 'Access Denied' (HTTP 403) to curl and WebFetch, including robots.txt — not bypassed, so no city photos or mayor/council web pages. Mayor and 12 councilmembers instead from the City Clerk's Legistar (clerk.kcmo.gov People; Council body office records via the public Legistar Web API: 13 current records ending 2027-07-31). Seat labels from the City Clerk's certification of the June 20, 2023 municipal general election (Legistar matter 230596 attachment; page 1 is a scan stored upside-down). Kevin McManus was appointed 2026-09-03 to the vacant 6th District At-Large seat (Resolution 260832), succeeding Andrea Bough. Emails are official kcmo.org addresses from Legistar; one Legistar person row (a non-council appointee) shows a company address and is not used. Kansas City elections are non-partisan: party null, partyShort 'None'.
  • Next Kansas City municipal election (Mayor and all 12 council seats; terms end 2027-07-31): 2027. In 2023 the primary was on Missouri's April municipal election day and the general on June 20, 2023 (City Clerk certification). By the same pattern 2027 would be a primary on April 6, 2027 and a general in June 2027. That pattern is an inference — no 2027 date was read from KCEB or the City Clerk. No City of Kansas City offices are on the 2026-11-03 ballot.
  • Robots/terms: sos.mo.gov (allows /CMSImages), kceb.org (allows; WordPress), house.gov (allows), senate.mo.gov (allows /Senators), house.mo.gov (allows member pages), governor.mo.gov and auditor.mo.gov (allow), tigerweb/geocoding.geo.census.gov (no robots.txt), clerk.kcmo.gov and webapi.legistar.com (robots.txt 404 — no rules), kcmo.gov (403 Akamai), senate.gov (403). No source states a reuse licence except the CC0 legislators file. The KCEB sample ballot was read from Google Drive through kceb.org's own public link, without logging in.
  • No home addresses, phones or personal emails recorded. standsFor null for everyone (no candidate statements read). Photos linked only for the Governor, SD-7 and HD-23; none copied.
