Notes on this record

How the lists were read, and what could not be.

  • Municipal: the City of Jacksonville's site has moved to jacksonville.gov; coj.net (and jaxcityc.com, which no longer resolves) refused connections. Mayor from https://www.jacksonville.gov/mayor and 19 Council Members (14 districts + At-Large Groups 1-5) from https://www.jacksonville.gov/city-council/city-council-members, retrieved 2026-10-15 (robots.txt allows; footer '© 2026 ... All Rights Reserved'). 2026-27 leadership as printed: President Nick Howland (At-Large Group 3), Vice President Joe Carlucci (District 5). Official @coj.net council emails kept; phones and assistants not copied. Jacksonville municipal and constitutional offices are partisan, but the official pages do not print party, so party is null.
  • Consolidated-government constitutional officers (level municipal, elected county-wide): Sheriff T.K. Waters (jaxsheriff.org home page), Property Appraiser Joyce Morgan (jacksonville.gov/departments/property-appraiser), Supervisor of Elections Jerry Holland (Florida Division of Elections supervisor directory; duvalelections.gov is behind a Cloudflare block, not bypassed). Tax Collector Jim Overton and Clerk of Courts Jody Phillips are marked unofficial:true: taxcollector.jacksonville.gov refused connections and duvalclerk.com returned Akamai 'Access Denied' even for robots.txt, so both names come from the search-index listing of their official pages. Re-verify.
  • Next City of Jacksonville election (Mayor, all 19 council seats, Sheriff, Property Appraiser, Tax Collector, Supervisor of Elections; Clerk of Courts is elected in presidential years, last 2024): spring 2027 unitary election, with a First Election in March 2027 and the General Election on 2027-05-18. The duvalelections.gov '2027 Important Dates and Deadlines' page is blocked to this client; the search-index snippet gives March 9, 2027 for the First Election (other sources say March 23), so treat the March date as unverified. Candidates for 2027 qualify in January 2027 and are not recorded. No City of Jacksonville offices are on the 2026-11-03 ballot (the Division's local-candidate extract shows only school board and special-district races for Duval).
  • Congressional districts covering the city: Census TIGERweb polygon for Jacksonville city (place 1235000, the consolidated city, which excludes Atlantic Beach, Neptune Beach, Jacksonville Beach and Baldwin) sampled on a 160x160 grid (15,401 points inside the city) against the 120th Congress districts (layer 54): FL-4 (10,736 points) and FL-5 (4,665). The Division of Elections' Duval County filter lists the same two U.S. House districts. City hall (117 W Duval St) is FL-4, SD-5, HD-14 in the Census geocoder.
  • Sitting U.S. Representatives (Aaron Bean FL-4, John H. Rutherford FL-5) from https://www.house.gov/representatives, retrieved 2026-10-15. U.S. Senators (Rick Scott, Ashley Moody, both Republican): senate.gov returns HTTP 403; taken from the CC0 @unitedstates legislators-current.json (Scott term ends 2031-01-03; Moody appointed 2025-01-21, term runs to the 2026-11-03 special election). No federal photos linked.
  • State: Governor Ron DeSantis from flgov.com (term-limited; open seat). Districts covering the city by the same grid: Florida Senate SD-4 and SD-5; Florida House HD-12, 13, 14, 15, 16, 17. Only city hall's are recorded as people: SD-5 Tracie Davis (flsenate.gov/Senators/s5, party printed 'Democrat'; SD-5 not on the 2026 ballot) and HD-14 Kimberly Daniels (flhouse.gov representatives list, 'Democrat').
  • Candidates: Florida Division of Elections Candidate Tracking System, 2026 General Election (20261103-GEN), read as the Duval County listing at https://dos.elections.myflorida.com/candidates/canlist.asp and the tab-delimited extract (extractCanList.asp) on 2026-10-15. The Division describes the tracking system as an 'unofficial reference' of candidates; it is the state's own qualifying list. dos.fl.gov is behind a Cloudflare challenge (not bypassed); the Duval Supervisor of Elections site is blocked, so its ballot list was not read. Kept: status Qualified or Unopposed; dropped: write-ins (WRI: Kathy Anderson and Erik Morris for Governor, William Lintag Upham FL-5), primary losers, withdrawn and did-not-qualify. The extract's mailing addresses, phones and emails were stripped on download and the raw file deleted. NPA = 'No Party Affiliation' (partyShort Independent); FFP = Florida Forward Party. Governor rows carry the running mate (Lieutenant Governor) printed on the list. Nicknames as printed on the listing.
  • U.S. Senate: one Florida seat is on the 2026 ballot — the special election for the Rubio seat (Moody, incumbent-running; Angie Nixon DEM; Neil J. Gillespie NPA). Scott's seat is not up. Open seats: Governor (DeSantis term-limited). Unopposed: HD-14 Kimberly Daniels is listed 'Unopposed' for the general (won the August primary) — under Florida law she is elected at qualifying and does not appear on the November ballot; SD-4 Clay Yarborough (also covers part of the city, not city hall) likewise unopposed.
  • Robots/terms: jacksonville.gov (allows; All Rights Reserved), jaxsheriff.org (allows), coj.net / taxcollector.jacksonville.gov (connection refused), jaxcityc.com (does not resolve), duvalclerk.com (403), duvalclerk.gov (no connection), duvalelections.gov (Cloudflare block), dos.fl.gov (Cloudflare challenge), dos.elections.myflorida.com (no robots.txt — 404), flsenate.gov and flhouse.gov (member pages allowed), flgov.com (content-signal preamble only, no directives), house.gov (allows), unitedstates.github.io (no robots), geocoding/tigerweb.geo.census.gov (no robots). Photos linked only (council, SOE, SD-5, HD-14). No home addresses, phones or personal emails recorded; standsFor null for everyone.
