Notes on this record

How the lists were read, and what could not be.

  • Municipal: www.irvingtx.gov (cityofirving.org redirects there) serves robots.txt (Crawl-delay 15; disallows only admin/upload paths) but answers every page with a Cloudflare 'Just a moment...' challenge (HTTP 403) to this User-Agent on 2026-10-22; not retried or bypassed, so the council page and the City's terms of use could not be read. Council members instead from the City of Irving's own ArcGIS feature service 'City_Council_Memebers' (services3.arcgis.com/OfsJXUlu8pSkbl7B, the City's org; layer data last edited 2026-06-23): Districts 1-8 with name, TERM and official @IrvingTx.gov email (official office phone numbers in the layer were not copied). Districts 2 and 8 are at-large (the 2022 layer labels them 'District 2 (At Large)' and 'District 8 (At Large)'; the current layer gives them no district polygon). Terms in the layer: D1 Bloch 2025-2028, D2 Pfaff 2025-2028, D3 Khabeer 2026-2029, D4 Canosa 2024-2027, D5 Cronenwett 2026-2029, D6 Fahad Ahmed 2026-2027, D7 Muller 2025-2028, D8 Webb 2024-2027 (each row is carried as 'term').
  • Mayor: Al Zapanta, from the City of Irving's FY27 Budget StoryMap (ArcGIS item 408184df93df4235aa9e23d134e40993, owner akilbourne_cityofirving, modified 2026-10-01), whose council photo caption reads 'From left: Ahmed Fahad, David Pfaff, Luis Canosa, John Bloch, Mayor Al Zapanta, Mark Cronenwett, Dennis Webb, Abdul Khabeer, Adam Muller.' The caption's 'Ahmed Fahad' is recorded as 'Fahad Ahmed', the form in the City's council layer. Al Zapanta was District 6 council member on the 2022 layer (term 2021-2024); the Mayor's term dates are not printed in either source. Irving is a council-manager city; no other city-wide elected office is known (City Manager, City Attorney and City Secretary are appointed) - could not be confirmed against the charter because irvingtx.gov was unreachable. No council or mayor photos linked (city site unreachable). Municipal offices are non-partisan.
  • City election: Irving council terms in the City layer run May-to-May on three-year cycles, so the next City of Irving general election is the May uniform election date, Saturday 2027-05-01, for the seats whose terms end in 2027 (District 4, District 6 unexpired term, District 8 (At Large)), per the TERM fields. Whether any City of Irving measure is on the 2026-11-03 ballot could not be verified: the Dallas County Elections site (www.dallascountyvotes.org) returns an AWS WAF CAPTCHA ('Human Verification', HTTP 405) even to robots.txt for this User-Agent on 2026-10-22, so the Dallas County sample ballots could not be read; not retried or bypassed. www.dallascounty.org (robots allows all) only links out to that site.
  • Candidates: Texas Secretary of State Election Results site, 2026 NOVEMBER GENERAL ELECTION listing (electionresults.sos.state.tx.us/results.html, 'Updated 10/14/2026 07:34 AM'; robots.txt 404 = no rules), which prints every federal and state race with party, candidate and an (I) incumbent marker before polls open. Captured: U.S. Senate, TX-6, TX-24, TX-33, Governor, HD-105. Write-in lines skipped (e.g. Michelle Craig, TX-33; four U.S. Senate and four Governor write-ins). Names title-cased from the all-caps listing; the printed form is kept in runningBallotName. The Texas SOS candidate site (goelect.txelections.civixapps.com) and house.texas.gov were not used: their robots.txt disallow ClaudeBot (per BRIEF-SOURCES).
  • Open seats among those captured: U.S. Senate (Cornyn not on the ballot; Paxton R, Talarico D, Brown L) and TX-33 (Veasey not on the listing; Gillespie R, Allred D). Unopposed: Texas House District 105 (Terry Meza (I), DEM, the only printed candidate). TX-6 (Ellzey) and TX-24 (Van Duyne) incumbents are running. Texas Senate District 16 has no 2026 race; its senator Nathan Johnson is marked incumbent-running because the same SOS listing prints NATHAN JOHNSON (DEMOCRATIC) for Attorney General - matched by name only; the listing does not identify him further.
  • Districts: city hall located by coordinates only (-96.95551, 32.81408, from the City of Irving's CityFacilities 'City Hall' layer; the Census address geocoder mis-matches the W. Irving Blvd address to the E. side of the street, so its result was not used). Census geocoder at those coordinates: Irving city, Dallas County, TX-6 (120th), TX-33 (119th, ACS2025 vintage), State Senate District 16, State House District 105 (2026 layers). Districts covering the city: TIGERweb Legislative layers (0 = 120th CD, 4 = 119th CD, 1/2 = 2026 state legislative) clipped to the City's own boundary polygon (City_of_Irving_Boundary layer) and sampled on a 0.002-degree grid (4,230 points, ~0.2 km): 119th TX-6 1,943 / TX-33 1,435 / TX-24 852; 120th TX-6 2,805 / TX-24 914 / TX-33 511; Texas Senate SD-16 3,443 / SD-12 785 / SD-22 2 (edge); Texas House HD-105 2,862 / HD-115 897 / HD-103 462 / HD-104 7 / HD-98 2 (edges, possibly polygon-simplification artifacts). TX-25 and TX-32 touch the city's bounding box only. A 70-point Census geocoder check on a 0.008-degree grid (stopped early for speed) gave the same district sets. Only city hall's state districts are listed per the brief. Irving lies wholly in Dallas County on both checks.
  • Sitting members: U.S. Representatives from www.house.gov/representatives (robots allows it), Texas rows TX-6 Jake Ellzey (R), TX-24 Beth Van Duyne (R), TX-33 Marc Veasey (D), retrieved 2026-10-22; house.gov lists no photos and congress.gov was not used, so no federal photos. U.S. Senators John Cornyn and Ted Cruz from the Texas Legislative Council's Who Represents Me? service (rws.capitol.texas.gov/api/GetSenators; robots.txt 404); that service prints no party - Republican as in the earlier merged Texas records (senate.gov); www.senate.gov was not re-tried (Akamai 403 to other agents today). Governor Greg Abbott (R, term 2026) from the SOS Statewide Elected Officials page (www.sos.texas.gov, robots.txt empty). SD-16 Nathan Johnson from senate.texas.gov/member.php?d=16 (party printed 'Democrat'; photo is under the robots-disallowed /_assets path, so none linked). HD-105 Thresa "Terry" Meza from Texas Legislature Online (capitol.texas.gov/Members, allowed; party not printed there - Democratic per the SOS listing). No standsFor captured.
  • Robots/terms: irvingtx.gov (Cloudflare challenge; terms unreadable), services3.arcgis.com (no robots file served - 'Invalid URL' 403; City GIS services state no licence), www.arcgis.com (robots allows all), electionresults.sos.state.tx.us (robots 404; no terms on the page), www.sos.texas.gov (empty robots), dallascountyvotes.org (AWS WAF CAPTCHA, blocked), www.dallascounty.org (allows all), geocoding.geo.census.gov (robots 404), tigerweb.geo.census.gov (robots.txt request answered by a firewall 'Request Rejected' page; REST query service answered), house.gov (allows /representatives), senate.texas.gov (allows member pages; /_assets disallowed and not fetched), capitol.texas.gov (allows /Members; a 302 to /ErrorPage.aspx, which is disallowed, was not followed), rws.capitol.texas.gov (robots 404), nominatim.openstreetmap.org (robots disallows /search - not used).
