Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor (elected at large, two-year term) and six Council Members. Roster from the City Council page (cityofirvine.gov/city-council, retrieved 2026-10-22): Mayor Larry Agran; Vice Mayor James Mai (District 3); Melinda Liu (District 1); William Go (District 2); Mike Carroll (District 4); Betty Martinez Franco (District 5); Kathleen Treseder (At-Large). Official @cityofirvine.org emails from each member's City page. Charter Amendment of March 5, 2024 expanded the Council from five to seven (mayor at large plus six districts); Districts 1-4 were first elected by district on November 5, 2024, District 5 at the April 15, 2025 special election; District 6 is first filled on November 3, 2026, replacing the at-large seat. Irvine offices are non-partisan: party null / partyShort "None". The City Manager, City Clerk and City Attorney are appointed.
  • City 2026 cycle: City Council Resolution No. 26-60 (June 9, 2026) called the General Municipal Election for Mayor and Council Districts 1, 5 and 6. Candidates from the City Clerk's "Qualified Candidates for Mayor and City Council (Ballot Order)", updated 2026-08-13, which also reproduces each candidate's statement; standsFor quotes those statements (no statement for Scotty Hong appears in the PDF). Campaign websites are as printed in the statements; the text layer is OCR, so "41rvine"/"Forlrvine" were read as "4Irvine"/"ForIrvine" (Liu, John Park, Glossbrenner) and those three domains were not opened. John Park's statement prints a phone number, not copied. Mayor and District 1 and 5 incumbents (Agran, Liu, Martinez Franco) are running; Treseder (At-Large) is running in District 6. Write-in candidates (period September 7 - October 20) are excluded. Measure D (ranked-choice voting) is on the same ballot. Elections are held in even-numbered years; next municipal election after this one: November 2028 (Mayor and Districts 2, 3 and 4), date per the Charter rule "first Tuesday following the first Monday in November", not separately published.
  • Congressional and legislative districts covering the city: Census geocoder (geocoding.geo.census.gov, coordinates endpoint) queried on a 0.01-degree grid over the city bounding box (440 points; 166 fall inside Irvine city, place 0636770) for both the Current_Current (2026 map: 120th Congress, 2026 legislative districts) and ACS2025_Current (119th Congress, 2024 legislative districts) vintages. Every in-city point is CA-47, State Senate District 37 and Assembly District 73 on both vintages, so one congressional district, one senate district and one assembly district cover the city. Slivers narrower than about 1 km could be missed. TIGERweb was not used (its robots.txt returned a WAF rejection). City Hall (Census address match, coordinates 33.68752,-117.8263) is CA-47, SD-37, AD-73 on both vintages; only City Hall's legislators are listed per the brief.
  • Sitting U.S. Representatives from https://www.house.gov/representatives (California rows, retrieved 2026-10-22), bioguide ids from the CC0 @unitedstates legislators-current.json; photos linked from clerk.house.gov (each URL checked with a HEAD request). U.S. Senators Padilla (term to 2029) and Schiff (term to 2031) from the CC0 dataset. No U.S. Senate contest is on the 2026 SOS certified list.
  • Candidates (federal and state): California Secretary of State "Certified List of Candidates for the November 3, 2026, General Election", certified 2026-08-27, retrieved 2026-10-22. The list marks state-office incumbents with "*" (Petrie-Norris) but not federal ones; federal incumbency is from house.gov. Party preference and ballot designation as printed. Governor Newsom from gov.ca.gov/about (term-limited; Becerra vs Hilton). SD-37 Steven S. Choi from senate.ca.gov/senators (no SD-37 contest in 2026). AD-73 Cottie Petrie-Norris from assembly.ca.gov/assemblymembers (running; vs Urson Russell).
  • Robots/terms: cityofirvine.gov robots.txt (standard Drupal) allows these pages; its Website Policies PDF states content is copyrighted by the City, download permitted for non-commercial use only, no mirroring without written permission - this restricts reuse of the City's candidate statements and photos (photos are linked only). house.gov, senate.ca.gov, assembly.ca.gov, gov.ca.gov robots allow these pages; geocoding.geo.census.gov, clerk.house.gov and unitedstates.github.io have no robots.txt (404); elections.cdn.sos.ca.gov returns S3 AccessDenied on /robots.txt (the PDF itself is public); tigerweb.geo.census.gov returned an F5 "Request Rejected" page on /robots.txt, so it was not used. Orange County Registrar (ocvote.gov) was not needed and not fetched. No terms accepted, nothing requested, no logins. No home addresses, phones or personal emails recorded; write-ins and primary losers excluded.
