Notes on this record

How the lists were read, and what could not be.

  • Municipal: indy.gov is a JavaScript application whose content comes from a GraphCMS endpoint (api-us-east-1-indy.graphcms.com) whose robots.txt reads 'Disallow: /' — not used. The static indy.gov HTML carries no roster (indy.gov robots.txt has no directives). Legistar and the Indy ArcGIS council layers were not reachable (GIS folders 'Token Required'). Mayor Joe Hogsett and all 25 City-County Councillors therefore come from Wikipedia /wiki/ pages (Indianapolis_City-County_Council members table; Marion_County,_Indiana officials list), retrieved 2026-10-15, and are marked unofficial:true. Party is printed (City-County Council elections are partisan): 19 Democratic, 6 Republican on the table; the committee table still names Ali Brown (D-10) and Josh Bain (R-21), whose seats the members table shows filled by caucus on 2026-10-02 (Shaila Mulholland) and 2026-09-02 (Josh Masquelier) — re-verify both on indy.gov.
  • Next Indianapolis municipal election: Mayor and all 25 City-County Council seats on 2027-11-02 (party primaries May 2027). No City of Indianapolis offices are on the 2026-11-03 ballot (the Election Division list's MAYOR and CITY-COUNTY COUNCIL categories contain only Attica and Covington).
  • Marion County offices (level municipal under Unigov, elected county-wide): the Election Division list shows Prosecuting Attorney, Clerk of the Circuit Court, Auditor, Recorder, Sheriff and Assessor on the 2026 ballot for Marion County. Coroner, Treasurer and Surveyor are NOT on the 2026 list (not up). Sitting officeholders from Wikipedia's Marion County page (unofficial:true; indy.gov unreachable): Prosecutor Ryan Mears, Sheriff Kerry J. Forestal (not on the list: open seat, Kelvis T. Williams D vs Tom Vaughn R), Clerk Kate Sweeney Bell, Auditor Myla A. Eldridge, Recorder Faith Kimbrough, Assessor Joseph P. O'Connor. Unopposed (only candidate listed): Auditor, Recorder, Assessor, SD-46, HD-100 = counts.unopposed 5. Other county officials (Coroner Alfarena McGinty, Treasurer Barbara A. Lawrence, Surveyor Debra S. Jenkins) not recorded per the brief's scope.
  • Candidates: Indiana Election Division 2026 General Election Candidate List (Abbreviated, ALL COUNTIES; file stamped 20260922 01:12 PM) at https://www.in.gov/sos/elections/files/Candidate_List_Abbreviated_20260922_011251PM.xlsx, linked from https://www.in.gov/sos/elections/candidate-information/, read 2026-10-15. It prints ballot name, party, office title and filed date only (no addresses). Write-ins excluded (none for these contests). The Marion County Election Board's own ballot list lives on indy.gov (unreachable), so it was not read; names in all caps on the state list (county offices) are recorded in title case with ballotName as printed.
  • Congressional districts covering Marion County (the consolidated city plus the excluded cities of Beech Grove, Lawrence, Southport and Speedway): Census TIGERweb county polygon (GEOID 18097) sampled on a 100x100 grid (9,538 points inside) against the 120th Congress districts (layer 54): IN-7 (6,698 points) and IN-6 (2,840). Slivers under ~0.3 km could be missed. The same grid gives Indiana Senate districts 28-36 and 46 (10) and House districts 86-100 and 32 (16); only the City-County Building's (SD-46, HD-100, Census geocoder 2026 layers) are recorded as people.
  • Federal: U.S. Representatives André Carson (IN-7, D) and Jefferson Shreve (IN-6, R) from https://www.house.gov/representatives (Indiana rows), retrieved 2026-10-15; both are on the 2026 general list. U.S. Senators Todd Young (term ends 2029-01-03) and Jim Banks (2031-01-03), both Republican, from the CC0 @unitedstates legislators-current.json (senate.gov 403). The Election Division list has no U.S. Senator category: no Indiana Senate seat is up in 2026. No federal photos linked.
  • State: Governor Mike Braun from https://www.in.gov/gov/ (not up in 2026). iga.in.gov is a JavaScript app (even its JS bundle returned the HTML shell), so legislators come from other listings: SD-46 Andrea Hunley from the Indiana Senate Democratic Caucus senators page (robots allows; photo linked) and HD-100 Blake Johnson from Wikipedia's Indiana House member table — both unofficial:true. indianahousedemocrats.org's robots.txt disallows AI agents (ClaudeBot, anthropic-ai), so it was not fetched.
  • Robots/terms: indy.gov (no directives), api-us-east-1-indy.graphcms.com (Disallow: /, not used), xmaps.indy.gov (no robots; folders token-protected), in.gov (User-agent * with no Disallow), house.gov (allows /representatives), unitedstates.github.io (no robots), geocoding/tigerweb.geo.census.gov (no robots / rejected robots request), indianasenatedemocrats.org (allows all), en.wikipedia.org (/wiki/ only; CC BY-SA 4.0), indianahousedemocrats.org (AI agents disallowed — skipped), iga.in.gov (JS shell, no robots). No home addresses, phones or personal emails recorded; standsFor null for everyone.
