Notes on this record

How the lists were read, and what could not be.

  • Municipal: seven-member City Council, all elected at large, four-year staggered terms; the Mayor and Mayor Pro Tem are chosen annually by the Council. Roster, titles and term-end years from the City Council page (retrieved 2026-10-22): Mayor Casey McKeon (2026), Mayor Pro Tem Butch Twining (2028), Pat Burns (2026), Don Kennedy (2028), Gracey Larrea-Van Der Mark (2026), Chad Williams (2028), Andrew Gruel (appointed March 2025; 2026). Official @surfcity-hb.org emails are the page's own 'Email' links (Cloudflare-obfuscated in the HTML, decoded locally). Other elective city-wide offices: City Attorney (Mike Vigliotta, appointed February 2025, on the 2026 ballot unopposed), City Clerk (Lisa Lane Barnes, elected 2024) and City Treasurer (Jason Schmitt, appointed 2025; Alisa Backstrom won it in 2024). City offices are non-partisan: party null / partyShort 'None'.
  • City 2026 election: General Municipal Election 2026-11-03 consolidated with the statewide election. The OC Registrar proof list (printed 2026-08-28) gives contest 5092 'City of Huntington Beach, Member, City Council', vote for 4, 11 qualified, incumbents Gruel (Appointed to Vacancy), Van Der Mark, McKeon and Burns; and contest 5095 City Attorney, vote for 1, 1 qualified (Vigliotta). The City Clerk's Nomination Filing Log (updated 2026-08-10) and Ballot Order Listing (Secretary of State randomized drawing of 2026-08-13) agree name for name. McKeon, Burns and Gruel are running again; Van Der Mark did not file and is instead running for AD-72. Ballot designations are as printed on the OC list. Next municipal election after this one: November 2028 (Council seats of Twining, Kennedy and Williams, per their 2028 term ends; City Clerk and Treasurer, elected 2024), inferred from the four-year terms and not separately published.
  • standsFor quotes the Candidate Statements the OC Registrar publishes on its 'Candidate Filing Log with Statements' page (PDFs under ocvote.gov/fileadmin/user_upload/elections/GEN2026/cs/; that page loads its contest and candidate lists from ocvote.gov/bin/voting/, which robots.txt does not disallow). Statements exist for all 11 Council candidates, the City Attorney, both CA-42 candidates and both AD-72 candidates; none was filed for SD-36 or Governor in Orange County. Campaign websites and the one campaign email (Thienes) are as printed in the statements. Hanson's statement prints his age; nothing personal was copied.
  • Brian Burley (Trustee, Huntington Beach City School District) appears as a qualified candidate in two contests on the same OC proof list, U.S. Representative CA-42 and Huntington Beach City Council, and on the City Clerk's ballot order. Both rows are kept as printed; how that is resolved on the ballot was not checked.
  • Districts: Census geocoder (geocoding.geo.census.gov) matched City Hall (coordinates 33.677577,-118.001481) to Huntington Beach city, CD-42 (Current_Current vintage: 120th Congress, 2026 map), SD-36 and AD-72. A 0.01-degree grid (240 points, 33.615-33.755 N by 118.095-117.945 W; 69 fall inside Huntington Beach city) queried on both the Current_Current and ACS2025_Current (119th Congress) vintages: every in-city point is CD-42 on the 2026 map and CD-47 on the 119th map, and SD-36 on both; Assembly is AD-72 at 64 points and AD-70 at 5 points in the north-central part of the city (about 33.695-33.735 N, 117.985-118.005 W), the same on both vintages. So one congressional district, one senate district and two assembly districts cover the city; slivers narrower than about 1 km could be missed. Only City Hall's legislators are listed, per the brief (AD-70 not listed).
  • Federal: sitting Representatives from house.gov/representatives (California rows, retrieved 2026-10-22), bioguide ids from the CC0 @unitedstates legislators-current.json; photos linked from clerk.house.gov (each URL checked with one HEAD request). Dave Min (CA-47) currently represents the whole city but his 2026 race is in the new CA-47, which no longer includes Huntington Beach; Robert Garcia (current CA-42, Long Beach) is on the city's ballot in the new CA-42 against Brian Burley. Senators Padilla (term to 2029) and Schiff (term to 2031) from the CC0 dataset; senate.gov not fetched.
  • State: Governor Gavin Newsom from gov.ca.gov/about (term-limited; Becerra vs Hilton). SD-36 Tony Strickland from senate.ca.gov/senators, running against Chris Duncan. AD-72 Diane B. Dixon from assembly.ca.gov/assemblymembers; she is not on the ballot, and the open seat is Chris Kluwe (Democratic) vs Councilmember Gracey Van Der Mark (Republican).
  • Candidate source: the Orange County Registrar of Voters Contest/Candidate Proof List (Qualified Candidates, printed 2026-08-28), which names each contest's incumbent and prints party preference and ballot designation. The California Secretary of State certified list (2026-08-27) at elections.cdn.sos.ca.gov was NOT fetched in this run: that host answers /robots.txt with 403, which this run treated as not allowed. Its URL is recorded as stateCandidateList for reference only; every candidate here rests on the OC list.
  • Robots/terms: www.huntingtonbeachca.gov has no robots.txt of its own (it 302-redirects to a 404 on cms3.revize.com/revize/huntingtonbeachca/robots.txt); cms3.revize.com/robots.txt disallows everything for all agents except .pdf/.doc/.docx/.ppt/.pptx files, so only the City's two election PDFs were fetched from that host and the Council headshots (which redirect there) were linked but not fetched. The City's Website Terms of Use (read first) grant no reuse licence and disclaim liability; footer '© Copyright 2026 All rights reserved'. ocvote.gov robots.txt (standard Drupal) allows every path used, and the site links no terms page. house.gov, senate.ca.gov, assembly.ca.gov and gov.ca.gov robots allow these pages; geocoding.geo.census.gov, clerk.house.gov, webapi.assembly.ca.gov and unitedstates.github.io serve no robots.txt (404). One plain User-Agent throughout; no blocks met. No terms accepted, nothing requested, no logins. No home addresses, phones or personal emails recorded; write-ins and primary losers excluded. School and special-district offices skipped per the brief.
