Notes on this record

How the lists were read, and what could not be.

Municipal: Mayor and six ward members from the Town Council page (retrieved 2026-10-31): 'a mayor elected at-large and six council members elected from their respective wards'. Official @hiltonheadislandsc.gov emails and portrait URLs (linked) from that page; phone numbers on the page not copied. The Town Manager (Marc Orlando) is appointed and not listed.
2026 municipal election: the Town's '2026 Municipal Election' page (the Town Clerk is the filing officer; filing closed 2026-08-17 12 pm) lists Municipal General Election Tuesday, November 3, 2026, nonpartisan ('No political party affiliation will be placed on the ballot'), four-year terms, seats Mayor (At-Large), Wards 2, 4, 5. Candidates as printed: Mayor — Alan R. Perry, Dave Ferguson, Palmer E. Simmons; Ward 2 — Patsy Brison, Josh Peeples; Ward 4 — Tamara Becker, Rick Ross; Ward 5 — Charles Dowd, David Ellis, Rob Guthrie (open; incumbent Steve Alfred not listed). The page notes '* Candidacy is subject to applicable state laws'. Elections conducted by the Beaufort County Board of Voter Registration and Elections (not read). Next Town election after this: November 2028 (Wards 1, 3, 6), inferred from four-year staggered terms.
State/federal candidates: SC Election Commission Candidate Tracking (vrems.scvotes.sc.gov, no robots.txt), 11/3/2026 Statewide General Election (ElectionId 22596), public search form filtered by office, status Active and Associated County BEAUFORT, read 2026-10-31. The CSV export (which carries filing contact details) was not used. Other SC House contests in Beaufort County (HD-118, 120, 121, 122, 124) seen on the list but not recorded.
Districts: Census geocoder (robots 404) at Town Hall gave SC-1, SD-46, HD-123. A 10x10 grid (47 points inside 'Hilton Head Island town'): SC-1, SD-46 and HD-123 on every point on the 2026/120th layers (one point fell in HD-120 on the 2024 layer). Slivers under the grid spacing could be missed.
Sitting members: senators from the CC0 legislators-current.json (senate.gov 403 per other agents, not tried); SC-1 Mace from house.gov/representatives; SD-46 and HD-123 from scstatehouse.gov member lists (robots allows member.php; disallows /images/, so no legislator photos linked). Governor McMaster carried from the us-north-charleston reading.
Robots/terms: hiltonheadislandsc.gov/robots.txt redirects to cms1files.revize.com/hiltonhead/robots.txt, which is 404 (no rules for the town site); cms1files.revize.com's own robots disallows all but documents for '*', so nothing was fetched from it. vrems.scvotes.sc.gov and geocoding.geo.census.gov have no robots.txt. No home addresses, phones or personal emails recorded. standsFor null for everyone (no candidate statements read).
