Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Bryan Calvo (hialeahfl.gov/195/City-Mayor and /196/Biography) and the seven City Council members from hialeahfl.gov/435/City-Council, retrieved 2026-10-22. Hialeah council seats are city-wide 'Groups' I-VII; the council page does not print group numbers, so they come from the City Clerk's 'List of Candidates 2025 City of Hialeah Primary and Special Elections' (updated August 5, 2025; Groups III-VII) and the City's November 7, 2023 Hialeah primary sample ballot (Group I: Monica Nicole Perez). The 2025 list prints candidates' residence addresses; none copied. No other city-wide elected office appears on the City Government pages read (charter text not read). City offices are non-partisan; official @hialeahfl.gov emails kept; phones not copied. Photos linked only.
  • Council Group II: the council page lists Luis Gonzalez as 'Acting Member'. Group II is on the November 3, 2026 ballot as the 'Hialeah Special Primary Election' (Miami-Dade 2026 elections calendar: candidate qualifying Jul. 06 - Jul. 27, 2026; official sample ballot at miamidade.gov/elections/library/sample-ballots/2026-11-03-hialeah-special-primary-election-sample-ballot.pdf, read 2026-10-22: 'Hialeah - Councilmember - Group II', Mariana V. Chavez, Luis Gonzalez). The City Clerk's 2026 Special Primary pages (hialeahfl.gov/1203, /1204, /1205) list the same two candidates' treasurer and qualifying documents; the qualifying PDF is a scanned form with personal details and was deleted unread. No Hialeah special runoff is on the county's 2026 calendar. Group II was presumably vacated by Calvo's election as mayor; not stated on any page read.
  • Next regular City of Hialeah election: Hialeah Primary Election November 2, 2027 (qualifying July 5 - July 26, 2027) and Hialeah General (runoff) Election December 14, 2027, per the Miami-Dade 2027 elections calendar (miamidade.gov/elections/library/calendar-2027.pdf). Which groups are up in 2027 is not printed there; by the 2023/2025 lists, Groups I and II (and the remainder of the Group II term) would follow the odd-year cycle — unverified.
  • Districts covering the city: Census geocoder coordinates endpoint (geocoding.geo.census.gov, robots.txt 404) sampled on a 20x20 grid over 25.795-25.935 N, 80.365-80.245 W, under both the Current vintage (120th Congress, 2026 legislative districts) and ACS2025 (119th Congress, 2024 legislative districts), plus 62 edge probes west and north. 113 sampled points fall in 'Hialeah city'; every one is in Congressional District 26 and State Senate District 39 under both vintages; House: HD-112 (59), HD-111 (29), HD-110 (25), identical in both vintages. Grid spacing ~0.8 km, so a sliver of another district could be missed. City hall (coordinates 25.82638 N, 80.28141 W) is in FL-26, SD-39, HD-112.
  • Federal: Representative Mario Diaz-Balart (FL-26) from https://www.house.gov/representatives (robots allows), retrieved 2026-10-22, cross-checked with the CC0 @unitedstates legislators-current.json. U.S. Senators Rick Scott and Ashley Moody from legislators-current.json because senate.gov returned HTTP 403 (Akamai 'Access Denied') even for robots.txt. No federal photos linked.
  • State: Governor Ron DeSantis from MyFlorida.gov (flgov.com not fetched: robots.txt disallows ClaudeBot, anthropic-ai and Claude-Web), party from the Division of Elections 2022 General Election Governor list. Florida Senate District 39 (city hall and the whole city) is vacant: flsenate.gov/Senators/s39 reads '2024-2026 Senators > Vacant' (crawl-delay 10 honoured); no person recorded. SD-39 is not on the 2026 general list and the Division lists no SD-39 special election (2026 specials listed: Senate 21, House 51, House 52, SD 14 & HD 87). Bryan Avila is printed as Byron Donalds's running mate for Lieutenant Governor; whether he was the SD-39 senator is not stated on the pages read. City hall's House District 112: Alex Rizo (flhouse.gov representatives list, Republican, term 11/06/24 - 11/03/26), listed 'Unopposed' by the Division for 2026 = re-elected at the close of qualifying (counted unopposed: 1). HD-110 (Tom Fabricio) and HD-111 (David Borrero), which also cover parts of the city, are likewise listed Unopposed incumbents; per the brief they are not recorded as people.
  • Candidates: Florida Division of Elections Candidate Tracking System, 2026 General Election (elecid 20261103-GEN), County = Miami-Dade, Status = 'ALL (except WIT/DNQ)', at https://dos.elections.myflorida.com/candidates/canlist.asp, plus each kept candidate's CanDetail.asp page for party as printed, incumbency and running mate, read 2026-10-22 (robots.txt 404). Kept: Qualified/Unopposed for U.S. Senate (special), FL-26, Governor, HD-112. Dropped: Defeated (primary losers) and write-ins (WRI: Kathy Anderson and Erik Morris for Governor). Cabinet races (Attorney General, CFO, Agriculture Commissioner) are on the ballot but not recorded, per the brief. Detail pages print candidate addresses and phones; none copied. Party as printed ('Democrat', 'No Party Affiliation', '(LPF)' = Libertarian Party of Florida). standsFor null for everyone (no candidate statements read).
  • Robots/terms: hialeahfl.gov robots.txt (crawl-delay 10, honoured; ClaudeBot group carries only the site-wide path disallows, none of which were fetched; pages used: /, /27, /435, /195, /196, the member pages, /164-/166, /1016, /1020, /1167, /1203-/1205, /site/privacy and DocumentCenter PDFs). Terms: hialeahfl.gov/site/privacy 'Privacy Policy and Terms of Use' — no reuse licence or scraping ban, accuracy disclaimer, indemnity. miamidade.gov and votemiamidade.gov: robots.txt 404 (note: miamidade.gov/global/elections/home.page redirected to votemiamidade.gov before that host's robots.txt was read; it was read immediately after and is 404); the Supervisor of Elections 'Liability Disclaimer and User Agreement' is browse-wrap ('access ... constitutes acceptance'), no reuse licence, 'Any rights not expressly granted herein are reserved'. house.gov allows; senate.gov 403; flsenate.gov allows /Senators/; flhouse.gov allows the representatives list ('All rights reserved'); dos.elections.myflorida.com, myflorida.gov, geocoding.geo.census.gov, unitedstates.github.io robots 404.
