Notes on this record

How the lists were read, and what could not be.

  • Sitting municipal officials from the Alameda County Registrar of Voters 'Elected Officials' page (alamedacountyca.gov/rov_app/electedofficials; robots.txt disallows only a few unrelated paths; page script dated 'Updated - 03/30/2026'): Mayor Mark Salinas (2023-2026); Councilmembers Ray Bonilla Jr., Francisco Zermeño, Daniel Goldstein, Angela Andrews (2024-2028), Julie Roche and George Syrop (2023-2026). The City Council page (hayward-ca.gov/your-government/city-council, read 2026-10-23) lists the same seven and names George Syrop Mayor Pro Tempore. All six councilmembers were elected at-large; no other city office is elected (the Registrar lists only Mayor and Council).
  • District elections: the City Council page says Council approved district-based elections on 2024-10-08; six districts, with Districts 1 and 6 first elected in November 2026 and Districts 2-5 in November 2028; the Mayor stays at-large. Sitting members are therefore shown with seat 'At-Large'; Syrop is running in District 1 and Roche in District 6.
  • Municipal candidates: City Clerk 'Candidate Information' page (hayward-ca.gov/your-government/elections/candidate-information, 'Updated: August 7, 2026') and the Registrar's Candidate List search (alamedacountyca.gov/rov_app/candidatelist, the page's own form: election 'General Election - 11/03/2026 (Official)', race status On Ballot, candidate status Filing Completed; retrieved 2026-10-23). They agree: Mayor - Mark Salinas, Tom Wong; District 1 - George Syrop, Brian M. Schott; District 6 - Julie Roche (unopposed, '1 Filing'). The Registrar's 'Incumbent' flag is N for every Hayward filing, so incumbency comes from the Elected Officials list. Next municipal election after this one: November 2028 (Council Districts 2, 3, 4, 5).
  • standsFor for the five municipal candidates quotes their own candidate statements as published on the City Clerk's Candidate Information page. City of Hayward Terms (hayward-ca.gov/terms, read before any content page) say 'All material on the City of Hayward Website (content, logos, graphics, and images) is property of the City and no person or entity may duplicate, upload, republish, modify, transmit, post or distribute or mirror the City's information on a non-City server without the expressed written permission'. For that reason no City-hosted photo (council portraits, candidate photos) is linked; the quotes are short excerpts of the candidates' own words - Jim may want to review them against that clause.
  • District coverage: Census geocoder (geocoding.geo.census.gov; robots.txt is 404) at City Hall (matched at 37.6713, -122.0855) gives CA-14, SD-10, AD-20. A 13x13 grid (lat 37.58-37.70, lon -122.18 to -121.98) kept 83 points inside 'Hayward city': all 83 in CA-14 (120th Congressional Districts), SD-10 and AD-20 (2026 State Legislative Districts). So one House district, one Senate and one Assembly district cover the whole city.
  • Federal: CA-14 Aisha Wahab from https://www.house.gov/representatives ('14th Wahab, Aisha D'), cross-checked with the CC0 @unitedstates legislators-current.json (W000832, term start 2026-09-02). Photo linked from clerk.house.gov (HTTP 200; robots.txt 404). Senators Padilla and Schiff from the same CC0 file; senate.gov not requested.
  • Candidates (federal and state) are from the Alameda County Registrar's list for the same election (CA-14: Melissa Hernandez D, Aisha Wahab D; Governor: Xavier Becerra D, Steve Hilton R; SD-10: Linda R. Price R, Scott Sakakihara D; AD-20: Patricia Muga R, Liz Ortega* D). The California SOS Certified List of Candidates (certified 2026-08-27) is the statewide authority and is recorded as candidateList, but was NOT fetched by this agent as instructed (its file host answers robots.txt with 403); the Fremont record, which read it, found CA-14, Governor and SD-10 identical to the Registrar. AD-20 was not cross-checked against the SOS list.
  • State: Governor Gavin Newsom from www.gov.ca.gov/about/ (robots disallows only /wp-admin/). SD-10 is VACANT per www.senate.ca.gov/senators ('Member Vacant, District 10'); no person row. Assemblymember Liz Ortega (AD-20) from www.assembly.ca.gov/assemblymembers. Both legislature robots.txt files are standard Drupal and allow these pages.
  • Privacy: the Registrar's candidate list prints campaign mailing addresses, phone numbers and emails for some candidates; none were copied, only the campaign websites listed. No terms accepted, no logins, nothing requested or emailed; one User-Agent throughout; no host blocked this agent.
  • Not done: county offices, measures (the City's Notice of Election also mentions a Measure), Hayward Unified School District and HARD races, other statewide offices.
