Notes on this record

How the lists were read, and what could not be.

  • MUNICIPAL - NOT REACHED: www.greensburgpa.org served robots.txt (User-agent * group, Crawl-delay 10, no ClaudeBot/anthropic-ai group) but answered the home page with a Cloudflare "Just a moment... Enable JavaScript and cookies to continue" challenge (HTTP 403) on 2026-11-01, so no City page (mayor, council, clerk) was read. The City code on ecode360.com could not be used either: its robots.txt has "User-agent: ClaudeBot / Disallow: /" and "User-agent: anthropic-ai / Disallow: /". No municipal rows are recorded. Nothing was retried with another tool, UA or mirror.
  • COUNTY - NOT REACHED: www.westmorelandcountypa.gov answered the robots.txt request itself with a Cloudflare "Sorry, you have been blocked ... civicplus.io" page (HTTP 403); apps.westmorelandcountypa.gov (county ballot PDFs) robots.txt disallows ClaudeBot and anthropic-ai ("Disallow: /"). So the Westmoreland County general-election candidate list, sample ballot and certified 2025 municipal results were not read. That is why the HD-57 general-election field and the City council are missing.
  • Greensburg council and HD-57 - search snippets and news only, NOT used for any row (kept so the facts are not lost; verify on greensburgpa.org / Westmoreland County Elections): the City charter (ecode360, as indexed) says the mayor and four council members make up council, the mayor presides as council president and the Director of Accounts and Finances is vice president; Robert L. Bell is listed as Mayor on a third-party directory and a 2023 Tribune-Review story says he sought a third term; Gregory Mertz and Donnie Zappone ran as a team for third council terms (Tribune-Review, February 2025); Randal M. Finfrock is listed as Director of Accounts and Finance (third-party directory); Sheila M. Brumley was on council as of 2023. For HD-57, a Westmoreland County primary notice (as indexed) listed Rob Francis (Hempfield Township) as the Democratic candidate.
  • Candidates: Indiana County "Official Notice of Election for Military and Overseas Voters, 2026 General Election (November 3, 2026)" (PDF, 3 pages, www.indianacountypa.gov robots allows; read 2026-11-01). Indiana County is in PA-14, so its notice lists the PA-14 general contest and the statewide Governor ticket; names and parties as printed. Washington County (washcopa.gov) and Greene County (greenecountypa.gov) pages read on the way were pre-primary / primary listings and were not used for any status. The Pennsylvania Department of State certified list was not found. A ballot guide (bluevoterguide.org, not used) also names Adam Halfhill (American Independent) in PA-14; he is NOT on the Indiana County notice and is not recorded.
  • Districts: Census geocoder (robots 404) City Hall match "416 S MAIN ST, GREENSBURG, PA, 15601" (-79.54318, 40.29903): Westmoreland County, CD-14, SD-39, HD-57. 7x7 grid over 40.275-40.325 N, 79.505-79.575 W (12 points inside "Greensburg city"): CD-14, SD-39 and HD-57 on every point. The /local centre (40.298119,-79.545135) is beside City Hall.
  • Sitting members: Reschenthaler from house.gov/representatives; Ward and Nelson from palegis.us member lists and bio pages (robots allows; read 2026-11-01); Senators Fetterman and McCormick (CC0 @unitedstates legislators-current.json; senate.gov returns 403) and Governor Shapiro / Lt Governor Davis (pa.gov) carried from us-pittsburgh. One stray request on www.pa.gov (a non-page URL after its robots.txt, 404) was made by a helper and fetched no content.
  • Next City of Greensburg municipal election: November 2, 2027 (Pennsylvania municipal elections are held in odd years); which seats are up was not read from an official page. Not recorded: Westmoreland County offices, school board, judges. No home addresses, phones or personal emails recorded (palegis.us pages print district office addresses and phones; not copied). standsFor null for everyone (no candidate statements read). Ballotpedia/Wikipedia not used as a source.
