Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Dylan Hedrick and 8 Council Members (single-member Districts 1-8) from the City of Garland City Council page (www.garlandtx.gov/758/City-Council), the Mayor page and each district page, retrieved 2026-10-22. Mayor Pro Tem Chris Ott (District 8); Deputy Mayor Pro Tem Carissa Dutton (District 6). Official @GarlandTX.gov council emails are those printed on each member page. Garland is a council-manager city; no other city-wide elected office (City Manager, City Attorney and City Secretary are appointed). Municipal offices are non-partisan. Photos are the council page's own headshots (alt text names each member), linked only.
  • City elections: per the City Secretary's Elections page, 'The City of Garland conducts its General Election annually on the May uniform election date ... The next General Election is anticipated to be held on Saturday, May 1, 2027, subject to official order, to elect a Mayor and Councilmembers from Districts 3, 6, 7, and 8.' On 2026-11-03 the City holds a Special Election 'concerning the City's property tax rate' (Notices of Special Election - 2026 Tax Rate, Dallas County and Collin County, on www.garlandtx.gov/4135); it is a measure with no candidates, so nothing is captured from it.
  • Districts: city hall (200 N. Fifth St., the council meeting place printed on the council page) geocoded by the Census geocoder to (-96.63649, 32.91340): Garland city, Dallas County, TX-32 on the 120th Congress layer (2025 Texas map used for 2026), TX-5 on the 119th layer (ACS2025 vintage), State Senate District 2, State House District 107 (2026 layers). Districts covering the city: Census TIGERweb polygon for Garland city (place 4829000) sampled on a 160x160 grid (13,306 points inside, ~0.1 km spacing) against the TIGERweb Legislative layers: 120th TX-32 6,889 / TX-5 6,414; 119th TX-5 10,093 / TX-32 3,213; Texas Senate (2026) SD-2 13,263 / SD-16 43 (edge); Texas House (2026) HD-113 4,440 / HD-112 3,113 / HD-107 3,094 / HD-102 2,632 / HD-114 16 / HD-33 11 (edges). Counties: Dallas 13,290, Collin 11. Only city hall's state districts are listed per the brief.
  • Candidates: Texas Secretary of State Election Results site, 2026 NOVEMBER GENERAL ELECTION listing (electionresults.sos.state.tx.us/results.html, 'Updated 10/14/2026 07:34 AM'; robots.txt 404 = no rules), which prints every federal and state race with party, candidate and an (I) incumbent marker before polls open. Captured: U.S. Senate, TX-5, TX-32, Governor, SD-2, HD-107. Write-in lines skipped (four U.S. Senate and four Governor write-ins). Names title-cased from the all-caps listing; printed form kept in ballotName / runningBallotName. Dallas County's sample ballots (dallascountyvotes.org) were not tried: it shows an AWS WAF CAPTCHA to this crawler (per BRIEF-SOURCES); Collin County (collincountytx.gov) is an Incapsula 403 per the same notes. The Texas SOS candidate site (goelect.txelections.civixapps.com) and house.texas.gov were not used: their robots.txt disallow ClaudeBot.
  • Open seats among those captured: U.S. Senate (Cornyn not on the ballot; Paxton R, Talarico D, Brown L) and TX-32 (Julie Johnson not on the listing; Yarbrough R, Barrios D). Incumbents running: Lance Gooden (TX-5), Greg Abbott (Governor), Bob Hall (SD-2), Linda Garcia (HD-107). Unopposed: Texas House District 107 (Linda Garcia (I), DEMOCRATIC, the only printed candidate).
  • Sitting members: U.S. Representatives from www.house.gov/representatives (Texas rows: TX-5 Lance Gooden R, TX-32 Julie Johnson D), retrieved 2026-10-22; house.gov lists no photos, congress.gov not used, so no federal photos. U.S. Senators from the Texas Legislative Council's Who Represents Me? service (rws.capitol.texas.gov/api/GetSenators; prints no party); party and term from Tarrant County Elections' 'Elected Officials Representing Tarrant County as of August 06, 2026' PDF (office addresses and phones not copied; PDF deleted after extraction). Governor from the SOS Statewide Elected Officials page. SD-2 from senate.texas.gov/member.php?d=2 (photo URL under /members/, not /_assets). HD-107 from capitol.texas.gov TLO (89th Legislature). No standsFor captured.
  • Robots/terms: www.garlandtx.gov (robots.txt names ClaudeBot in a group that disallows only admin, search, calendar, RSS, map, alert, bids and FAQ endpoints; council, mayor, district and election pages allowed; '*' Crawl-delay 10 honoured; no terms-of-use page found), electionresults.sos.state.tx.us (robots 404; no terms on the page), www.sos.texas.gov (empty robots.txt; Website Policies page lists open records, privacy, accessibility and link policies, no reuse restriction), house.gov (allows /representatives), senate.texas.gov (allows member pages; disallows /_assets), capitol.texas.gov (allows /Members), rws.capitol.texas.gov (robots 404), geocoding.geo.census.gov (robots 404), tigerweb.geo.census.gov (robots.txt request answered by a firewall 'Request Rejected' page; REST query service answered), www.tarrantcountytx.gov (Crawl-delay 30 honoured; disallows only /en/search.html).
