Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor and 7 Council Members (by district). The city's charter offices of City Attorney, City Manager and City Clerk are appointed, so Mayor + council are the only city-wide/elected offices. www.fresno.gov (council, mayor and city clerk election pages) returned a Cloudflare 'Sorry, you have been blocked' 403 to curl and to WebFetch - not bypassed. The roster was read instead from the City's own agenda portal agendas.fresno.gov (robots.txt allows /en): the 2026-10-22 City Council meeting's roll-call votes name all seven members (Perea, Karbassi, Arias, Maxwell, Vang, Richardson, Esparza) and 'Council President Esparza', 'Mayor Dyer'. District numbers from the City's Legistar person records (webapi.legistar.com/v1/fresno; PersonWWW fresno.gov/citycouncil/district-N for D1, D2, D3, D4, D7), legislation ID 25-51 (Richardson - District 6) and the County's June results (Vang - Council No. 5). Official @fresno.gov emails from Legistar. No city photos linked.
  • City 2026 cycle: Council Districts 1, 3, 5 and 7 were on the June 2, 2026 consolidated primary (a majority wins outright; otherwise the top two go to November). Fresno County's results page (timestamp 6/26/2026; the page says election-night results are 'semifinal official canvass results') shows D5 won outright by Brandon Vang (53.09%); D1 Singh 38.69% / Fuentes 36.52%, D3 Arambula 29.99% / Thomas 27.60%, D7 Gurm 38.96% / Martinez Lott 38.71% go to runoff. The County's Nov 3, 2026 fact sheet confirms 'Fresno City Council 1, 3 & 7' and Measure D on the ballot. The County's candidate PDFs on www2.fresnocountyca.gov ('Contests on Ballot with Qualified Candidates', 'Offices Up for Election / Candidate List') returned an F5 'Request Rejected' page to curl and WebFetch - not bypassed - so the runoff names rest on the County's primary results plus its fact sheet, not on the certified candidate PDF. Next municipal election: Mayor and Council Districts 2, 4 and 6 in 2028 (four-year staggered terms; date not confirmed on an official page).
  • All three November council seats are open: Perea (D1) is running for Assembly District 31, Arias (D3) is term-limited, Esparza (D7) is running for the Board of Equalization District 1. D3 runoff includes sitting Assemblymember Joaquin Arambula (AD-31, City Hall's district), recorded once as incumbent-running at the provincial level with runningFor Council District 3. Fresno municipal offices are non-partisan: party null / partyShort 'None'.
  • Congressional and legislative districts covering the city: Census TIGERweb polygon for Fresno city (place 0627000) sampled on an 80x80 grid (2,794 points inside the city) against the 119th Congress districts (tigerWMS_ACS2025) and the 2026 map (tigerWMS_Current). 119th: CA-5, 20, 21. 2026 (120th): CA-5, 20, 21, 22. State Senate: SD-12 and SD-14 on both vintages; Assembly: AD-8, 27, 31. Slivers narrower than the grid spacing could be missed. City Hall (Census address match 36.74025,-119.78606) is CA-21, SD-14, AD-31; only City Hall's legislators are listed per the brief.
  • Sitting U.S. Representatives from https://www.house.gov/representatives (California 5th, 20th, 21st, 22nd rows, retrieved 2026-10-22), cross-checked with the CC0 @unitedstates legislators-current.json; photos linked from clerk.house.gov. Valadao (CA-22) is included as incumbent-running because the 2026 CA-22 covers part of Fresno, although his current district does not. U.S. Senators Padilla (term to 2029) and Schiff (term to 2031) from the CC0 dataset (senate.gov returns 403 to scripts). No U.S. Senate contest is on the 2026 SOS certified list.
  • Candidates (federal and state): California Secretary of State 'Certified List of Candidates for the November 3, 2026, General Election', certified 2026-08-27, retrieved 2026-10-22. The list marks state-office incumbents with '*' but not federal ones; federal incumbency is from house.gov. Party preference and ballot designation as printed. State: Governor Newsom from the Governor's Proclamation (SOS PDF); SD-14 Anna M. Caballero from senate.ca.gov/senators (not on the 2026 list; open seat Soria vs DuPont); AD-31 Joaquin Arambula from assembly.ca.gov/assemblymembers (not running for AD-31; Perea vs Polsgrove).
  • Robots/terms: www.fresno.gov robots.txt allows (Crawl-delay 10) but the WAF blocks; agendas.fresno.gov, house.gov, senate.ca.gov, assembly.ca.gov allow these pages; elections.cdn.sos.ca.gov serves no readable robots.txt (403 on /robots.txt, the PDF itself is public); www.fresnocountyca.gov robots.txt returned Akamai 'Access Denied' to curl, its HTML pages were read with WebFetch (footer '© 2026 County of Fresno'); www2.fresnocountyca.gov returned 'Request Rejected' on every path. Legistar web API is the City's public API. No terms accepted, nothing requested, no logins. No home addresses, phones or personal emails recorded (the County 'Candidate Contact Information' PDF was not opened); standsFor null for everyone. Write-in candidates and primary losers excluded.
