Notes on this record

How the lists were read, and what could not be.

  • www.fremont.gov answered robots.txt itself with an Akamai 'Access Denied' (HTTP 403, reference #18.4e951eb8.1792714986.971e70b8) on 2026-10-22, so no City of Fremont page was read: no city photos, official emails or council-page details, and the City Clerk's own election page and candidate list were not reached. Not retried with any other User-Agent or tool.
  • Sitting municipal officials come from the Alameda County Registrar of Voters 'Elected Officials' page (alamedacountyca.gov/rov_app/electedofficials; robots.txt allows /rov_app/; page script dated 'Updated - 03/30/2026'): Mayor Raj Salwan (2024-2028); D1 Teresa Keng (2024-2028); D2 Desrie Campbell (2023-2026); D3 Kathy Kimberlin (2024-2026); D4 Yang Shao (2023-2026); D5 Yajing Zhang (2024-2028); D6 Raymond Liu (2024-2028). It lists no other elected City office (Fremont's City Attorney, Clerk and Manager are not on it); the Charter itself was not read because fremont.gov is blocked. Changes after 2026-03-30 (resignations, appointments) would not show.
  • Municipal candidates: Registrar's public Candidate List search (alamedacountyca.gov/rov_app/candidatelist, the page's own form; election 'General Election - 11/03/2026 (Official)', race status On Ballot, candidate status Filing Completed; retrieved 2026-10-22). Member of City Council #2, Fremont: Desrie Campbell (Councilmember/Healthcare Director), Keith Parker (Marketing Director). #3: Kathy Kimberlin (County Field Director), Vipin Sharma (Senior Engineering Manager). #4: Aziz Akbari (Director, Alameda County Water District), Ying Min Li (Small Business Owner), Anurag Mishra (Technical Leader), Manisha Pathak (Educator/Nonprofit Executive). The list's 'Incumbent' field is N for all Fremont filings, so incumbency comes from the Elected Officials list. Filing agency for these races is 'City of Fremont'. Next municipal election after this one: November 2028 (Mayor and Districts 1, 5, 6).
  • District coverage: Census geocoder (geocoding.geo.census.gov; robots.txt is 404, no rules) at City Hall (3300 Capitol Ave matched at 37.5516, -121.9837) gives CA-14, SD-10, AD-24. A 16x16 grid over the Fremont area (lat 37.45-37.61, lon -122.10 to -121.86) kept 127 points inside 'Fremont city': 66 in CA-17, 61 in CA-14 (120th Congressional Districts = the 2026 map); all 127 in SD-10 and AD-24 (2026 State Legislative Districts). Only City Hall's legislators are listed, per the brief; here that is also the whole city.
  • Federal: CA-14 Aisha Wahab and CA-17 Ro Khanna from https://www.house.gov/representatives (robots.txt allows), cross-checked with the CC0 @unitedstates legislators-current.json (Wahab bioguide W000832, term start 2026-09-02; Khanna K000389). Photos linked from clerk.house.gov/images/members/<id>.jpg (both HTTP 200; clerk.house.gov robots.txt is 404). Senators Alex Padilla and Adam B. Schiff from the same CC0 file; senate.gov not requested. Note Eric Swalwell no longer holds CA-14; the Registrar lists a 'Congressional District 14 Special Primary Election - 06/16/2026' and 'Special General Election - 08/18/2026', and Wahab's House term began 2026-09-02.
  • Candidates (federal and state): California Secretary of State 'Certified List of Candidates for the November 3, 2026, General Election', certified 2026-08-27 by Secretary of State Shirley N. Weber (retrieved 2026-10-22; elections.cdn.sos.ca.gov answers robots.txt with an S3 AccessDenied, www.sos.ca.gov robots.txt is empty). CA-14: Melissa Hernandez (D, Healthcare Services Director) vs Aisha Wahab (D, State Senator). CA-17: Ro Khanna (D) vs Ritesh Tandon (R). Governor: Xavier Becerra (D) vs Steve Hilton (R). SD-10: Scott Sakakihara (D, Councilmember/Navy Officer) vs Linda R. Price (R, Businesswoman). AD-24: Alex Lee* (D) vs Max Hsia (R). Every one matches the Alameda County Registrar's list for the same races.
  • State: Governor Gavin Newsom from www.gov.ca.gov/about/ (robots.txt disallows only /wp-admin/). State Senate District 10 is VACANT per www.senate.ca.gov/senators ('Member Vacant, District 10'), presumably since Wahab moved to the House; no person row for it. Assemblymember Alex Lee (AD-24) from www.assembly.ca.gov/assemblymembers. Both legislature robots.txt files allow these pages.
  • Privacy: the Registrar's candidate list prints campaign mailing addresses, phone numbers and emails for some candidates (several are gmail addresses). None were copied; only campaign websites the Registrar lists were kept. standsFor is null for everyone - no candidate's own platform was read. No terms accepted, no logins, nothing requested or emailed; one User-Agent throughout. Alameda County's ROV web policy page covers accessibility only and states no reuse restriction; no other reuse terms were found on the pages used.
  • Not done: county offices and measures (outside the brief), Fremont Unified School District races (school level skipped), candidate statements.
