Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Mitch Colvin and nine district Council Members from fayettevillenc.gov 'City Council Members' (read 2026-11-01). City Council page: 'the City Council consists of nine Council members and a mayor ... The mayor is elected at-large by all Fayetteville residents and all nine Council members are elected from individual districts.' Non-partisan. Official @FayettevilleNC.gov emails kept; the shared council phone printed on the page not copied. The page states its member profiles are 'provided directly by the Council Members'; profile text was not used as standsFor (biographies, not platforms). 'Dr.' honorifics dropped from name fields and noted.
  • Photos: not linked — the city's Privacy Policy and Rights of Use page says 'Hotlinking to images, video, or audio on the City of Fayetteville website is not allowed.'
  • Next City of Fayetteville election: November 2027 (odd-year cycle; members elected/seated December 2025, two-year terms implied by Colvin 'elected in November 2017 ... fifth term' and Haire '13th term'); inferred, not read from a 2027 calendar. No City contest appears on the NCSBE 2026 list.
  • Candidates: NCSBE '2026 General Candidate List by Contest' (all contests, report Oct 13, 2026 12:25 pm; Election 11/03/2026), Cumberland section. Name on Ballot used as name; legal name in ballotName. The list prints addresses — never copied. Write-ins and primary losers excluded. Raw PDF deleted after extraction.
  • Districts: Census geocoder at City Hall: NC-7, SD-19, HD-44 (2026 layers). 9x9 grid over the city (47 points inside 'Fayetteville city'): NC-9 32, NC-7 15; SD-19 29, SD-21 18; HD-42 22, HD-44 15, HD-43 6, HD-45 4. Only City Hall's state seats are recorded as people; both congressional districts are. Also on the ballot for parts of the city: SD-21 Tom McInnis (REP) v Paul Taylor (DEM); HD-42 Mike Colvin (DEM, sole candidate); HD-43 Diane Wheatley (REP) v Janene Ackles (DEM); HD-45 Frances Jackson (DEM, sole candidate).
  • Sitting state legislators: ncleg.gov returned a Cloudflare 'Attention Required' challenge even for robots.txt (2026-11-01) — not pursued. SD-19 Val Applewhite and HD-44 Charles Smith therefore come from the NCSBE official 2024 general-election precinct results file (3.7 MB, deleted after extraction) and are flagged unofficial: true. Both are on the 2026 list for their seats. Senators and Representatives from CC0 legislators-current.json (2026-11-01) and house.gov/representatives (2026-11-01). U.S. Senate and Governor rows match us-wilmington / us-raleigh (same NCSBE list).
  • Robots/terms: fayettevillenc.gov robots.txt (* group only, no AI-agent group, no crawl-delay) disallows district-finder/map and misc. paths, not the council pages; site content copyright City of Fayetteville. s3.amazonaws.com robots.txt answers 403 AccessDenied (bucket root); the dl.ncsbe.gov files are the public NCSBE downloads linked from ncsbe.gov. house.gov allows /representatives; geocoding.geo.census.gov and unitedstates.github.io no robots.txt (404). No home addresses, phones or personal emails recorded. standsFor null for everyone.
