Notes on this record

How the lists were read, and what could not be.

  • Candidates: Lane County Elections 'Proof Ballot Content' for the 11/03/2026 General Election (Report E-019, dated 9/8/2026), linked from the county's November 3, 2026 General Election page (lanecounty.org; the PDF is served via a redirect to the county's CivicLive file host cdnsm5-hosted.civiclive.com). It prints no addresses or phones. Cross-checked name-for-name with the Oregon Secretary of State's 'List of Candidates' in the official 2026 General Election Voters' Pamphlet, Book 4 (Lane edition), which says it is 'a complete listing of federal and state candidates filed for the November 3, 2026, General Election, as prepared by the Secretary of State'. Oregon is a fusion state: every nominating party is kept verbatim in ballotParty; party/partyShort = first-listed party (Prozanski is nominated by both Democrats and Republicans). Primary losers and write-ins excluded.
  • City elections: Eugene councilors are nonpartisan, elected by ward for 4-year terms. The May 19, 2026 primary ballot content (Lane County Report E-019, 3/27/2026) had Ward 3 Barofsky/Smith, Ward 4 Stedman/Yeh, Ward 5 Aguiar/Clark/Hatmaker, Ward 6 Pruce-Zimmerman/Evans. The November ballot carries one name in Wards 3, 4 and 6 and two in Ward 5 — consistent with Eugene's rule that a candidate winning a majority in May appears alone in November, but the certified May results are on apps.lanecountyor.gov (robots.txt Disallow: /) and could not be read, so the rows say only 'sole candidate on the November ballot'. Wards 1, 2, 7, 8 and the Mayor are next elected in 2028 (May primary, November general).
  • Municipal officeholders NOT recorded: www.eugene-or.gov (CivicPlus) returned a Cloudflare 'Sorry, you have been blocked' page even for robots.txt, so the city's council roster and terms of use could not be read; not retried. LCOG (www.lcog-or.gov, Metropolitan Policy Committee roster) showed a Cloudflare JavaScript challenge; not bypassed. The city's Laserfiche host coeapps.eugene-or.gov was not used beyond one redirect probe. The Oregon Blue Book city entry is stale (still names a former mayor), so it was not used. Without an official current roster, Mayor Kaarin Knudson and the sitting councilors are not entered as 'elected' rows, and the Ward 4/5/6 candidates (Yeh, Clark, Evans) are 'running' rather than 'incumbent-running' — their pamphlet statements (Clark: 'Occupation: City Councilor') and endorsement lists indicate they are sitting councilors. Coordinator: if eugene-or.gov becomes reachable, add the Mayor plus 8 ward councilors and upgrade those three to incumbent-running.
  • EWEB: the At-Large board seat (city-wide; Alexi Miller, sole candidate) is recorded; the EWEB Wards 4 & 5 seat (John H Brown, sole candidate) is on the same county report but not recorded because it is not city-wide.
  • Districts covering the city: Census geocoder (coordinates endpoint, 2026 legislative layers, 120th Congress) sampled on a 12x12 grid over the city's extent (51 points inside 'Eugene city'): all 51 in Congressional District 4; State Senate 7 (35 points), 4 (14), 6 (2); State House 14 (19), 13 (16), 8 (14), 12 (2). Slivers below the ~1.1 x 1.6 km grid spacing could be missed (e.g. HD-7). TIGERweb was not used (its robots.txt returns a 'Request Rejected' page). City Hall (since 2024 in the former EWEB headquarters — Mike Clark's pamphlet statement refers to moving 'City Hall into the former EWEB building') geocodes to 44.0553, -123.0858: Eugene city, Lane County, CD-4, SD-4, HD-8. Only SD-4 and HD-8 people are recorded, per the brief.
  • Sitting members: U.S. Representative Val Hoyle from https://www.house.gov/representatives (Oregon 4th, D). Senators Wyden (term to 2029-01-03) and Merkley (to 2027-01-03) from the CC0 @unitedstates legislators-current.json because senate.gov is an Akamai 403 even on robots.txt. Governor Tina Kotek from oregon.gov/gov (robots disallows /government, not /gov). SD-4 Floyd Prozanski and HD-8 Lisa Fragala from oregonlegislature.gov member lists (party printed 'Democratic'); official @oregonlegislature.gov emails and member photos linked, no reuse terms stated; Capitol phones not copied.
  • standsFor (15 of 20 people): quoted only from candidates' own statements in the SOS 2026 General Election Voters' Pamphlet Book 4 (PDF page = printed page). Statewide statements (Senate, Governor) are identical to those in the Multnomah edition used for us-portland and were re-verified in the Lane text. Null for Gary Lyndon Dye, Jennifer Yeh and Greg Evans (no statement filed), Ron Wyden (not on ballot) and Alexi Miller (not in the state pamphlet). Phones/emails printed in statements were not copied.
  • Robots/terms: lanecounty.org and www.lanecountyor.gov (CivicLive; disallow only /Search/, /WebApi/, /WebServices/, /portal/svc/ and some .asmx — paths used allowed; Liability Disclaimer read first: use-implies-acceptance of a conduct/no-warranty notice, no reuse restriction); sos.oregon.gov (statewide NIC robots; /elections/Voters-Pamphlet/Documents/ allowed); oregonlegislature.gov (allowed); house.gov (Drupal default; allowed); geocoding.geo.census.gov (no robots.txt, 404); unitedstates.github.io (no robots.txt; CC0). Blocked, not bypassed: www.eugene-or.gov (Cloudflare block), www.lcog-or.gov (Cloudflare challenge), senate.gov (Akamai 403), apps.lanecountyor.gov (robots Disallow: / — candidate filings and results). ORESTAR was not touched.
  • No home addresses, personal phones or personal emails recorded. Wikipedia, Ballotpedia and news were not used as a source for anyone; web search was used only to locate official files.
