Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor and 8 district City Representatives from the City of El Paso's own pages (elpasotexas.gov/government/mayor and /government/district-1 … district-8), retrieved 2026-10-22; each page states the current term and when it ends. elpasotexas.gov has no robots.txt (404). Official emails on those pages are Cloudflare-obfuscated and were not decoded, so email is null. The City's website copyright notice forbids copying or reproduction without written consent (redistribution in its entirety with the notice is allowed; commercial reproduction needs permission) — photos are linked only. El Paso has no other city-wide elected office (the City Manager is appointed).
  • City of El Paso municipal election IS on 2026-11-03: the City's Notice of General Election (filed with the county, https://ep-county-elections-production.s3.amazonaws.com/documents/files/000/006/796/original/City_of_El_Paso_Notice_of_General_Election_-_November_3__2026.pdf?1788463070) calls a general election 'to elect District Representatives Numbers 1, 5, 6, and 8'. All four incumbents (Chávez D1, Niño D5, Fierro D6, Canales D8) are on the City ballot. City candidates from the county's City of El Paso sample ballot; no party is printed (non-partisan). A runoff follows if no one wins a majority. The Mayor and Districts 2, 3, 4 and 7 terms end January 2029, so their next election is November 2028.
  • Candidates: El Paso County Elections Department sample ballots for the November 3, 2026 General and Special Election (Federal/State/County ballot and City of El Paso ballot), linked from https://www.epcountyvotes.com/voter-information/current-election, retrieved 2026-10-22. The county ballot is the official ballot content; party abbreviations as printed (Rep/Dem/Lib/Ind) expanded to full names. Write-in lines skipped. Neither ballot prints addresses. No candidate websites or standsFor captured.
  • The Texas SOS candidate list (goelect.txelections.civixapps.com, used for earlier Texas records) was NOT used: its robots.txt now carries a Cloudflare-managed block naming ClaudeBot, anthropic-ai and Claude-Web ('Disallow: /') with Content-Signal ai-train=no. The UI page and its script were fetched once before the robots body was read; no candidate data was requested. The county sample ballot was used instead.
  • house.texas.gov's robots.txt carries the same ClaudeBot/anthropic-ai/Claude-Web 'Disallow: /'; one member page (HD-77) was fetched before that was read and the copy deleted unused. Vincent Perez (HD-77) is sourced from the El Paso County Elected Officials Directory instead, and has no photo. senate.texas.gov robots allows member pages (disallows only /_assets etc.).
  • Congressional districts covering the city: Census TIGERweb polygons for El Paso city (place 4824000) sampled on a 120x120 grid (5,561 points inside the city). 120th Congress map (the 2025 Texas map used for the 2026 election): TX-16 92.7%, TX-23 7.3%. 119th Congress map (sitting members): TX-16 80.3%, TX-23 19.7%. City hall is TX-16 in the Census geocoder. tigerweb robots.txt returned a 'Request Rejected' body (no rules readable); public Census REST services used as in earlier records.
  • TX-23 is VACANT: Tony Gonzales resigned 2026-04-14 (Clerk of the House, https://clerk.house.gov/members/TX23/vacancy, retrieved 2026-10-22); the county directory also shows 'United States Representative, District #23 - VACANT'. Open-seat candidates Herrera (R), Padilla Stout (D), Mendoza (Ind) are listed.
  • U.S. Senators (Ted Cruz, John Cornyn) and Governor (Greg Abbott) from the El Paso County Elected Officials Directory (https://epcountyvotestx.gov/elected-officials-and-candidate-information/elected-officials), retrieved 2026-10-22 (senate.gov returned 403 to earlier Texas agents; not retried). Party for the senators/governor from earlier merged Texas records and the ballot (Abbott 'Rep'). Cornyn is NOT on the November ballot; the Senate seat is open (Paxton R, Talarico D, Brown L).
  • State legislature: the city lies wholly in Texas Senate District 29 (100% of grid points) and across 5 Texas House districts (HD-78 44%, HD-79 25%, HD-77 23%, HD-75 5.5%, HD-74 2.6%) on the 2026 Census layers; only city hall's (SD-29, HD-77) are listed per the brief. SD-29 does not appear on the 2026 county ballot, so César Blanco is 'elected', not running. HD-75 (Mary E. Gonzalez) is the only unopposed House race touching the city but is not city hall's district.
  • Robots/terms: epcountyvotes.com and epcountyvotestx.gov (robots.txt comment only, nothing disallowed; disclaimer says site information 'is not official nor … legal notice'); ep-county-elections-production.s3.amazonaws.com (county document store); elpasotexas.gov (no robots.txt; copyright notice restricts reproduction); house.gov (allows /representatives); clerk.house.gov; senate.texas.gov (allows member pages); geocoding.geo.census.gov (robots 404). Not used: goelect.txelections.civixapps.com and house.texas.gov (robots disallow Claude agents).
